Re: [AI] Regarding accessibility of sevral categories of softwares
I use firefox as my daily browser cause of webvisum, and vlc media player for listening/watching music videos. I use norten ghost for restoring system, and from 3 or 4 years I have never used any antivirus on my desktop. However a v g has installed on my laptop by dealer itself, and I am planning to remove too. I attempt 3 or 4 time removing this anti virus, but couldn't success, and am about to format my laptop. But once laptop is formatted, I will configure my laptop with norten ghost, and I will not use any antivirus in the future. -Original Message- From: AccessIndia [mailto:accessindia-boun...@accessindia.org.in] On Behalf Of O. [AI] Kashmir University: Disabled unfriendly institution
Students with disabilities complain that university and college authorities have failed to provide them the facilities they need CONCERN BILAL BHAT October 21 2013 http://jammu.greaterkashmir.com/news/2013/Oct/21/disabled-unfriendly-institutions-11.asp It’s hard to imagine the life of the disabled. You can see them toiling to move from one place to another. Some hobble down the aisle, some are seen struggling to use the staircase, while others complain how difficult it is to walk under the scorching sun and in the chill of the winter. The social welfare schemes don't seem to benefit the disabled students in time. Most of the disabled students are not able to avail the benefits due to lack of awareness. Being physically challenged, education becomes their only hope to achieve their dreams and live an independent life. But in the garb of sympathy, they face lot of discrimination, not only in educational institutes but also at the time of their employment. After years of struggle to get educated, they are shown the door by employers on the pretext of being ‘disabled.’ For 24-year-old Arshid Ahmad Dar, who is pursuing LLB in Kashmir University, climbing stairs in the campus is like climbing a mountain. He uses a crutch and totters when he walks. “Orthopedically challenged students while climbing the stairs always have fear of falling. It feels like you are on the tip of the cliff and death is a step away,” he says. “Why our university is lacking facilities for disabled students? How could the orthopedically challenged persons walk up stairs and make it to the department,” he asks. “University should have taken this into consideration as other universities in India do.” After struggling hard to get educated for a normal job, the disabled are rejected at the time of their employment. Twenty-five-year old Mohammad Sulthan Rather, who hails from Wassan Bangil, Tangmarg, wants to become a teacher. Without upper limbs, he struggled hard to make it to the postgraduate level. After doing masters in education, he completed his B.Ed and applied for teachers post in 2010. After getting shortlisted, he was interviewed. He thought his dream is a step away. But in spite of having the requisite education qualification, he was disqualified on the pretext of being a ‘disabled person.’ His dreams were shattered. “Why did they accept my form and shortlisted me for the post and even interviewed me?” he asks. “They should have told me from the beginning that I'm not eligible. While I approached higher authorities they told me you are not eligible because you don’t have upper limbs.” Mohammad Sulthan writes with his feet and believes he can teach as well as others teachers. Disappointed by the system, he says politicians only brag and those schemes remain confined to the files and are not applied on the ground. In order to get justice, he filed a case in high court challenging his post. “I will fight my case. If other states can have a teacher without upper limbs why not in Kashmir?” he asks. “I won’t get distracted by this and I have almost completed my M.Ed to fulfill my dream.” For the past one year some students in the varsity are yet to get the benefits of old schemes. Showakat Hayat, who studies law in Kashmir University, is yet to get the previous scholarship he had applied for last year. “I had applied last year and till now we have not received a single penny and now I’m applying for another one,” he says. “When will I receive the aid? We even don’t get any information about different programs and welfare schemes for the disabled students.” Disabilities act of 1998 guaranties equal opportunities for the disabled persons. But in Kashmir the law of equality remains confined to the papers. To look after the grievances of the university students, a special cell was created in the university campus in 2009. There are about 150 disabled students in the Kashmir University. Accepting some lacunas, Registrar Kashmir University Prof. Zafar Ahmad Reshi says university does provide them scholarships on time like universities Alumni scholarship. “The centrally sponsored scholarships may take time because of the procedure,” he says. “We are working to provide every possible facility to these students. We will be installing audio books and Braille system for vision of disabled students soon.” Prof. Zafar says the university is considering providing internal transport to the disabled students as the university is not in a position to facilitate transport for them from their homes. “They are welcome to approach my office for their grievances,” he says. “We have already sanctioned books, talking books and required software for different disabled students, and slowly it will be adopted by various colleges. -- Avinash Shahi M.Phil Research Scholar Centre for The Study of Law and Governance Jawaharlal Nehru University New Delhi India Register at the dedicated AccessIndia list for discussing accessibility of mobile phones / Tabs on:

I can tell even though most the employees are drinking, even during the working hours, if a blind employee did that, they will surely sugar quote that and make it brighter. It is due to jealousy. There are many I can see practically unhappy of our salary if that is little bit higher than their salary. Many sighties are in that category. Let them die with jealousy. All I suggest you is just ignore those idiots and be yourself and safer. Don't get caught doing such things with your employers. Don't trust your surroundings and don't let out your weakness. He is a gentleman of fifty-five with low vision. His residual vision is about thirty percent. He is a master in civil engineering. He works as an engineer in the water works department of Nepal. Exactly eleven years ago, he encountered the problem of sight. One morning, when he got up, it was not a good morningfor him. He experienced that he had lost about seventy percent of vision. Naturally he was dejected. But he did not despair. Nobody knew God had a plan for him. One day he came to know about JAWS and got a copy of it. He was thrilled. He found a way to compromise with his loss of vision. Now he could use the computer with ease. But most of the official correspondence in Nepal is done in Nepali, not in English. So he felt he needed a TTS for Nepali. He found a cause in his life. He set upon the task of developing a TTS engine for Nepali which could work with JAWS. He went after it day and night. After the hard work of six long years, he finally succeeded in developing one. He developed and re-developed it several times until it became competent to his satisfaction. What a surprise! A civil engineer developed a TTS engine! Now developing TTS engines for others languages became his passion. He developed such software for Urdu, Sinhala, and now for my mother tongue Gujarati. The happy news for Uriya and Bengali people today. Today he is going to release a TTS engine for Uriya and Bengali. I have to informa you about another important thing. He felt that writing in our regional languages on the computer is another handicap of the visually challenged. So undertook the task of enabling the blind in this field. So he developed software which can make the task of writing in the regional languages easy. First he prepared such a software in his own language-Nepali. Later on, he paid attention to developing such Varnamala in other languages like Hindi, Telugu, Uriya Bengali, Gujarati etc. I am pleased to declare that now I can freely write Gujarati on my computer solely due to Mr Him Prasad Gautam. Nowadays I keep on talking to my Gujarati fellows, and I assure you that they are extremely excited in this regard. We are unable to repay his debt. I am proud of him when I say that he expects nothing from us when works for us. He is a God given gift to us. He is completely dedicated to service to the visually challenged. Now I paste below the text of the news in a leading Nepali newspaper on the front page. It was when Him Prasad Gautam first released the Nepali TTS. Now follows that text: Dristiwachak setting a clear viewpoint UJJWALA MAHARJAN During a program at Nepal Association of the Blind (NAB) in Maharajgunj on January 21, people, mostly with black goggles, gleamed with excitement. Tapping their white canes on the soft ground, a group of girls made their way through the blue chairs lined up in neat rows. In no time, the NAB backyard was filled with a mixed crowd of people of different ages. There were mainly two groups of people -- those who could see and those who couldn't. But both groups could equally feel the excitement in the air. Who is sitting beside me? asked Suresh Rajbhandari, a school teacher from Kapilvastu. After a formal introduction he said, I remember, because there were no law books in Braille when I was studying law, I had to depend on

Dear Shankar, I too agree with you that partly some of us are also responsible for these problems in the work place. Many times, we can't create awareness, but many times, the employers don't want to be aware of. Blaming solely the blind community is not actually correct. Some employers / ministries / govt depts have employed VIs just because of law and creating awareness is not an easy job. Finally, I don't know what survey has yielded the result 40 percent of the VIs are taking the advantage of their disability to you. While giving the figures / informations in percentage, please mention the authentic source; please don't say some percentage and don't take the statistics for granted. But in the garb of sympathy, they face lot of discrimination, not only in educational institutes but also at the time of their employment. After years of struggle to get educated, they are shown the door by employers on the pretext of being 'disabled.' For 24-year-old Arshid Ahmad Dar, who is pursuing LLB in Kashmir University, climbing stairs in the campus is like climbing a mountain. He uses a crutch and totters when he walks. Orthopedically challenged students while climbing the stairs always have fear of falling. It feels like you are on the tip of the cliff and death is a step away, he says. Why our university is lacking facilities for disabled students? How could the orthopedically challenged persons walk up stairs and make it to the department, he asks. University should have taken this into consideration as other universities in India do. After struggling hard to get educated for a normal job, the disabled are rejected at the time of their employment. But in spite of having the requisite education qualification, he was disqualified on the pretext of being a 'disabled person.' His dreams were shattered. Why did they accept my form and shortlisted me for the post and even interviewed me? he asks. They should have told me from the beginning that I'm not eligible. While I approached higher authorities they told me you are not eligible because you don't have upper limbs. Mohammad Sulthan writes with his feet and believes he can teach as well as others teachers. Disappointed by the system, he says politicians only brag and those schemes remain confined to the files and are not applied on the ground. In order to get justice, he filed a case in high court challenging his post. I will fight my case. If other states can have a teacher without upper limbs why not in Kashmir? he asks. I won't get distracted by this and I have almost completed my M.Ed to fulfill my dream. For the past one year some students in the varsity are yet to get the benefits of old schemes. Showakat Hayat, who studies law in Kashmir University, is yet to get the previous scholarship he had applied for last year. I had applied last year and till now we have not received a single penny and now I'm applying for another one, he says. When will I receive the aid? We even don't get any information about different programs and welfare schemes for the disabled students. Disabilities act of 1998 guaranties equal opportunities for the disabled persons. But in Kashmir the law of equality remains confined to the papers. To look after the grievances of the university students, a special cell was created in the university campus in 2009. There are about
