Ni Zhen Ni Zhen, once consigned to training as a masseur because of
his blindness, is now studying law.

Ni Zhen didn’t want to become a masseur, even though neighbors,
educators and seemingly everyone else in his native Shandong Province
urged him in that direction — because he is blind.

“The whole environment was saying, ‘Blind people can only do massage,’
” said Mr. Ni, 28. “But I wasn’t the slightest bit interested.” Music
was the other career considered suitable for a blind person, but while
attending schools for disabled people in the cities of Tai’an and
Qingdao he dreamed of taking the “gaokao,” the all-important
university entrance examinations, so he could choose his subject
freely. Yet, “the local education department said, ‘We don’t have the
ability to let blind people do the gaokao,’” he said.

Mr. Ni seemed to bow to fate, taking a special examination for the
blind and entering a five-year massage program. “I was rebellious
because I didn’t like being forced to do something that I wasn’t into,
and to have to spend so long doing it,” he said.

It has taken years for Mr. Ni to find his way, but he has: via
Britain, where he completed a master’s degree in education at Durham
University, and Hong Kong, where he is now studying law at the
University of Hong Kong. And he has a message for the world, summed up
by the title of a 77-page, unpublished manifesto he has written about
disability in China: “Untapped Talent.”

Around the world, one in 10 people have some form of physical or
mental disability. “They are the world’s largest minority,” according
to United Nations Enable, the official website of the United Nations
Convention on the Rights of Persons With Disabilities. China says it
has 85 million disabled people, about 6.5 percent of the population.
The reasons for the lower figure aren’t clear.

For many, gaining access to treatment and jobs is a challenge. Poverty
is a common companion. The World Bank estimates 20 percent of the
world’s poorest are disabled. They face hurdles to getting a good
education, reducing their chances of emerging from poverty.

In China, too, disabled people are poorer than their able-bodied peers
with a disposable income about half of the national average. They are
“one of the most needy groups in China, with many living below the
poverty line,” Zhang Haidi, the chairwoman of the China Disabled
Persons Federation, was quoted by Xinhua, the state news agency, as
saying at the federation’s recent annual meeting in Beijing.
China has signed and ratified the United Nations convention, the goal
of which is to shift perceptions of disabled people from “objects of
charity” to “subjects with rights,” the United Nations website said.
In 2008, China gave disabled citizens the right to attend mainstream
schools.

 by Assistive Technology Helpline of NAB Delhi on 9 November 2013.
 The response to the workshop was extremely enthusiastic and great 
 feedback has been since received from the participants.
 National Association for the Blind Delhi Helpline hopes to conduct 
 this workshop on a regular basis.  We will soon announce the date for 
 the next workshop which we are sure will be even better incorporating

 The primary objective of this workshop is to encourage visually 
 impaired persons to make use of the  new channels of banking namely 
 online banking, mobile banking and talking ATMs. We are trying to 
 achieve this objective by giving essential information, making 
 demonstrations of use of new banking channels with assistive 
 technology  and an providing an opportunity to have a first-hand 
 experience of independence in banking. Running to different offices 
 for payment of utility bills, purchasing of tickets etc. is difficult 
 for visually impaired persons due to the inaccessibility of the 
 transport system and the infrastructure. Visually impaired persons can 
 do all such daily chores from the comfort of their homes if they take 
 advantage of the new banking channels.

 In this first workshop of its kind the following subjects were covered.
 1. Use of Talking ATM
 2. Use of online banking for common tasks such as balance enquiry, 
 funds transfer, bill payment etc.
 3. Independent handling of bank cheques using innovative printing 
 templates 4. Status of accessibility of Mobile banking 5. Essential 
 information about use of credit cards 6. Safe banking tips 7. Hands-on 
 experience of the Union Bank Talking ATM

 Many participants also made use of the opportunity to open a bank 
 account with Union Bank. The bank officers filled up the forms and 
 some of them were even provided start-up kit consisting of the ATM and 
 online banking details on the spot.

 This workshop was facilitated by young visually impaired bankers Mr. 
 Yogesh
 Taneja  Mr. Rahul Gambhir who are working as assistant Manager  with 
 Union Bank of India and yours truly. It is commendable that Yogesh and 
 Rahul are doing their best to bring more comfort in the lives of other 
 visually impaired persons  besides handling tough jobs.

1. Use of Talking ATM
2. Use of online banking for common tasks such as balance enquiry,
funds transfer, bill payment etc.
3. Independent handling of bank cheques using innovative printing
templates
4. Status of accessibility of Mobile banking
5. Essential information about use of credit cards
6. Safe banking tips
7. Hands-on experience of the Union Bank Talking ATM

Many participants also made use of the opportunity to open a bank
account with Union Bank. The bank officers filled up the forms and
some of them were even provided start-up kit consisting of the ATM and
online banking details on the spot.

This workshop was facilitated by young visually impaired bankers Mr.
Yogesh Taneja  Mr. Rahul Gambhir who are working as assistant Manager
with Union Bank of India and yours truly. It is commendable that
Yogesh and Rahul are doing their best to bring more comfort in the
lives of other visually impaired persons  besides handling tough jobs.

[AI] Atention iPhone users seeking your expert advise

Dear friends of iPhone users,
Moderator: Please forgive me on placing this question on this list instead
of dedicated mobile solutions list;
After upgrading my iPhone 4s to I O S 7 ; I discovered that I lost all my
recent added contacts in the last four months since I started using iPhone.
Even though it was painful; I still manage to painfully manually recover my
lost contacts.   With the help of my cousin; I did setup cloud and started
taking back up regularly.  However; I recently was on business trip to vizag
where I was staying at star hotel and I used their Y-fy complimentry
connection and surprise surprise; I once again lost my recently added
contacts.  I did call apple tech support and they told me to backup all my
contacts on computer and then follow the procedures of erase contents on the
iPhone under setttings / general/ reset.
I don't want to take this risk as all my data on iPhone would be deleted and
voice over will not work when iPhone would be setting up.
I would like to know from you folks is that anything I could do to make sure
that this incident of loosing recent contacts does not happen.
it is infact very painful.
Contacts are very crucial and I can not afoard to lose them at any cost.

I think people need to work on several fronts as far as banks and visually
impaired are concerned.

There is a need to sensitize the bank to provide all services to blind
customers without any discrimination.
There is a need to make the banking websites and mobile apps accessible.
There is a greater need to provide reasonable accommodation to the blind
persons who are now working in many banks.
There is a need to make the internal banking software compatible with screen
readers and other assistive technology.
There is a need for making all ATM machines accessible and not just a few. 
There is a need to make the bank buildings barrier free.

Having said all this there is no reason why visually impaired persons who
already have debit cards etc. should not make use of online banking.
Thankfully the websites of most banks are reasonably accessible. 

I am trying to do a small bit of the whole thing. Hope others will take up
whatever is within their reach.

No bank participated in official capacity in this workshop. NAB had invited
a few resource persons.

The only problem that I wish to discuss that the mobile banking software of 
diffrent banks are not accessible with talks.
I have installed mobile banking of I C I C I Bank on my Nokia E 63. But it 
is not accessible with talks.
The sighted persons can access it but I cannot as talk stops speaking as I 
open the mobile banking.

Is there any remedy to it?

Let me add that it's not the programming language that needs be
accessible but the development environment that is used for writing
programs/applications, such an environment is commonly known as
Integrated Development Environment (IDE). For example .Net programs
are written using Visual Studio 2008/2010/2012 which is mostly
accessible and also .Net is a platform/framework that supports several
languages like C# (pronounced as CSharp), Visual Basic, F# (pronounced
as FSharp), etc.

Besides that, you need to make a choice of what kind of programming do
you wish to learn - system programs or application/utility programs,
desktop, web  or mobile, etc. You may learn any programming language,

i have unistall java from my system, and no plugin is available in firefox. i 
have reset my firefox also. still i am facing post login isssue in SBI's 
internet banking site. when ever i login to my bank account. the firefox gets

I am urgently in need of some expert legal advice in a complaint filed
by me to CCPD against SAIL recruitment notice of Management Trainee
(Technical). The deadline for submitting my comments to CCPD in the
matter is 15/11/2013. It would be great help to me if someone could
advice in preparing valid points for submitting comments in favour of
my case to CCPD.

On the subject cited above I am to draw your kind attention towards
the recent Recruitment notice published by SAIL (Copy encl.) debarring
Visually impaired candidates for all the posts of Mgmt. Trainee
(Technical) including Computer Science(IT).

It is not out of place to mention here that today with the development
of assistive technology / screen reading software VI candidates are
competent to discharge their responsibilities assigned to them at par
with normal candidates in all walks of life. They are performing well
in various organizations on similar technical posts like Banks, FCI,
NTPC, CIL ,etc.

It appears that SAIL has not reviewed the list of identified posts
since long or has ignored the capabilities of VI candidates without
considering the recent developments in technology violating the
guidelines / provisions under Section 32(B) of the Persons with
Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995 {1 of 1996}.

 It is, therefore, requested to kindly direct SAIL to review and
update the list of identified posts immediately to allow Visually
impaired(Blindness or low vision) candidates to apply for the post of
Management Trainee (Technical) specially in computer science(IT) with
relaxation in medical standards accordingly in the current recruitment
process.

I shall be thankful if I am Acknowledged of action taken in the matter.

 2. We have examined the matter at our end and as mentioned in the
notice itself, die Ministry of Social Justice  Empowerment vide
notification   no.16.70/2004-DD-III dated 18/01/2007 have not
identified MT(T) as suitable for persons with visual impairment.

 3. As regards the suggestion for employment of visually impaired
persons as programmers or software engineer, we would like to mention
that as and when such posts are advertised, Ms. Jyotsna can apply
against the same alongwith others. The nature of job being quite
different it would not be desirable to equate a Programmer with a
MT(T).

 4. In the instant case, the Management Trainees (Technical) with
Computer Science / IT background is deployed not as a programmer but
is responsible for developing and managing the automated production
processes, controlled through computer programming at the shop floor
where the steel making process is going on.

Dear Mr. Rao and list,

It is expected that all banks should follow Indian Banks’ Association
(IBA) standards and workflow on talking ATMs which IBA circulated to
all banks in February 2013.  So ideally no major difference should be
there in the talking ATM operation of any bank ATM.   Union Bank of
India’s workflow is accepted by IBA and annexed as a standard
workflow.  Union Bank of India has published talking ATM manuals three
editions till now, first one in July 2012, second in March 2013 and
3rd in July 2013.  The latest edition includes comprehensive details
on talking ATM operation.

Basically as we all are familiar with Railway PNR enquiry or telephone
(MTNL) faulty telephone complaint lodging process through Interactive
voice response (IVR) system, a talking ATM provides you voice guidance
exactly in the similar manner.  In the recordings of the session
Prashant Verma has rightly mentioned that usage of talking ATM is very
intuitive and not at all a difficult task.  You need to just carefully
follow audio prompts and you can successfully perform transactions.

Here my addition is a little homework needed like learning to hold and
insert debit card properly, finding headphone jack, and basic dos and
don’ts, etc.  All this information is present in the user manual of
Union Bank of India.

Congrats to Prashant Verma for a good session and thanks for making
its audio available.  It is a very valuable resource as it covers
talking ATM, internet banking, cheque template and mobile banking demo
and lecture.

I am pasting below intro part of Union bank of India’s talking ATM’s
3rd edition which mentioned that manual is a generic one.

INSTRUCTIONS  GUIDANCE FOR USING ACCESSIBLE BILINGUAL TALKING ATM OF
UNION BANK OF INDIA

The instructions listed below, are written to guide the visually
challenged individuals to understand the Talking ATM and its usage
better.

Since ATMs are manufactured by different companies (NCR, Diebold
Wincor, etc.), there will be minor changes in the position of the
keys, directions of use. Instructions in this book are presented
considering Union Bank of India’s three ATM models with talking
functionality, i.e. NCR SelfServe 22e, Diebold D422 and Wincor-AGS
PC280. In the coming future, we will also add more models of NCR,

 5.  Essential information about use of credit cards

 6.  Safe banking tips

 7.  Hands-on experience of the Union Bank Talking ATM

On the subject cited above I am to draw your kind attention towards
the recent Recruitment notice published by SAIL (Copy encl.) debarring
Visually impaired candidates for all the posts of Mgmt. Trainee
(Technical) including Computer Science(IT).

It is not out of place to mention here that today with the development
of assistive technology / screen reading software VI candidates are
competent to discharge their responsibilities assigned to them at par
with normal candidates in all walks of life. They are performing well
in various organizations on similar technical posts like Banks, FCI,
NTPC, CIL ,etc.

It appears that SAIL has not reviewed the list of identified posts
since long or has ignored the capabilities of VI candidates without
considering the recent developments in technology violating the
guidelines / provisions under Section 32(B) of the Persons with
Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995 {1 of 1996}.

It is, therefore, requested to kindly direct SAIL to review and
update the list of identified posts immediately to allow Visually
impaired(Blindness or low vision) candidates to apply for the post of
Management Trainee (Technical) specially in computer science(IT) with
relaxation in medical standards accordingly in the current recruitment
process.

I shall be thankful if I am Acknowledged of action taken in the matter.

2. We have examined the matter at our end and as mentioned in the
notice itself, die Ministry of Social Justice  Empowerment vide
notification   no.16.70/2004-DD-III dated 18/01/2007 have not
identified MT(T) as suitable for persons with visual impairment.

3. As regards the suggestion for employment of visually impaired
persons as programmers or software engineer, we would like to mention
that as and when such posts are advertised, Ms. Jyotsna can apply
against the same alongwith others. The nature of job being quite
different it would not be desirable to equate a Programmer with a
MT(T).

4. In the instant case, the Management Trainees (Technical) with
Computer Science / IT background is deployed not as a programmer but
is responsible for developing and managing the automated production
processes, controlled through computer programming at the shop floor
where the steel making process is going on.

Hi firends,
 Here I would like to share another comment.
After we upload the file in this website to convert our desired
format, it will ask for a code. That code will be displayed in the
screen. But the thing is NVVDA or Jaws is not reading that code.

Kindly check it once.

 It is not working out on wherever aa sounded character comes and also
 on dotted characters. And, so requires proof reading. of atleast 40%.
