Posts meant for PWDs must be first advertised as posts for PWDs according to
3% quota following the roster and once the posts are filled up, then the
recruited PWD candidates will be interlocked with their caste they belong.
So caste issue will arise only after the recruitment and cannot arise before
recruitment.
There are unlawful practices and hense the confusion.
  Please also read the OM of December 16.

May I add, all delegates from Delhi and outstation need to register online.
Besides, all escorts / care givers also have to register themselves. The
registration shall close on Jan. 31st. Thereafter we will not be able to

Fusion group from Delhi is busy making the evening of both the days packed
with fun and frolic. After all one of the important motive of the

I personally use windows mail, if you get the same options then kindly
follow the steps given below.

How to create a message rule on windows mail.

Before creating the message rule, we need to know wither for what
reason we are creating the message rule.

Suppose we wanted to create the message rule for any particular person
then it is different steps.
If we wanted to create the message rule for any mailing list then it
is also different steps.

In this tutorial guide, I will explain you both method.

First topic.
To create the message rule for access India mailing list, follow the
steps given below.


1.  Go to desktop and enter on windows mail.
2.  By default the inbox will open and all the e-mail will be displayed
on the inbox.
3.  We need to create a folder before creating the message rule for
access India mailing list.
4.  Press shift + tab to close the inbox.
5.  Press control + shift + E to create the folder.

  4. Its a three tier structure exam. First two tiers are of objective

Ms Shelja, the Honourable Minister of Social Justice and Empowerment, 
resigned from the ministry and filed her nomination from Haryana for 
Rajya-sabha. So the rpd bill does not seem all that important to the 
government. Perhaps someone will place the bill before the Parliament, but I 
wonder if the government is at all serious about it.

education, employment, family and community life and treatment and
therapy

Change the term 'psychiatric' to 'psychological' in the definition of
'Rehabilitation'
The word 'psychiatric' used in the definition is misplaced and does
not convey the meaning.

'Rehabilitation' refers to a process aimed at enabling persons with
disabilities to attain and maintain optimal physical, sensory,
intellectual, psychological, or social function levels

Equality and Non discrimination
Omit discriminatory phrase in Equality and Non discrimination
The phrase '...unless it is shown that the impugned act of omission is
appropriate to achieve a legitimate aim,' is discriminatory and needs
to be deleted
SECTION 3 (3)

No person with disability shall be discriminated on the ground of 
disability.

Legal Capacity and Provision for Guardianship
Replace entire sections of Legal Capacity and Provision for
Guardianship with Article 12 of the UNCRPD formulation
The present provisions are not in line with the UNCRPD and therefore
it strikes at the very root of the objective of the bill.

Duty of Educational Institutions to include all educational institutions
The present provision excludes the private educational institutions

Appointment of Grievance Redressal officer
Amend Grievance Redressal
The remedy against the action taken by the grievance redressal
officer in terms of Subsection (1) is provided by way of complaint to
District Level Committee on disability, which has no control nor is
vested with adequate powers to deal with such complaints. Therefore
such a remedy is illusory and ineffective.
SECTION 22 (4)

If the aggrieved person is not satisfied by the action taken on his or
her complaint, he or she may approach the National Commission for
Persons with Disabilities or State Commission for Persons with
Disabilities as the case may be

Insert a clause in Insurance Schemes
The preset provision does not provide any safeguard against refusal
to extend insurance policies on the ground of disability as well as
against discrimination in the matter of extending benefits and
charging extra premium on the ground of disability

25 (1) No Insurance company whether private or public shall refuse any
insurance cover or policy on the ground of any disability and also
shall not charge any extra premium on the ground of disability and

Here's my understanding of the law:
Law:
35[Deduction in case of a person with disability.

80U.  (1) In computing the total income of an individual, being a
resident, who, at any time during the previous year, is certified by
the medical authority to be a person with disability, there shall be
allowed a deduction of a sum of fifty thousand rupees :

Provided that where such individual is a person with severe
disability, the provisions of this sub-section shall have effect as if
for the words fifty thousand rupees, the words seventy-five
thousand rupees had been substituted:

Understanding:
In case of disability, the limit is 50 k. Previously, it was 75k. But
it is now substituted to be 50k

Law:
36[Provided further that for the assessment years beginning on or
after the 1st day of April, 2010, the provisions of the first proviso
shall have effect as if for the words seventy-five thousand rupees,
the words one lakh rupees had been substituted.]

(2) Every individual claiming a deduction under this section shall
furnish a copy of the certificate issued by the medical authority in
the form and manner, as may be prescribed

Understanding:
In case of severe disability, the limit is 75k. Earlier, it was 100k.
But now it is 75k.



Am I interpreting this right? Please help me understanding what this says.
