  Times Foundation has been promoting education, health, environment
 and woman empowerment. It has helped the institution in designing the
 curriculum, providing resource persons and offering internship for
 students. The syllabus has been approved by the state board for
 technical education in Karnataka.

  Imtiaz Ahmed Shariff, former news editor with The Economic Times, a
 Times Group publication, has designed the curriculum for the first
 batch of six students. He takes classes twice a week.

  In the first year, students learn basic English and computer
 applications. Over the next two years, they'll be exposed to various
 aspects of journalism. All the six students are excited about a career
 in journalism and feel it's a new domain for the visually challenged.
 They are also ready to take up the challenges and make a name for
 themselves in their chosen area of work.

  Sowmya S, a Banglorean, aspires to become an anchor. Sowmya said she
 used to follow entertainment news before she lost her vision three
 years ago. For me, the course is a godsend. It can make me live my
 dreams, she said. Prajwal M S from Mandya nurtures similar
 aspirations.

  Bhargav H S, Vinod V, N S Nanjundaswamy and Chumbitha A P feel the
 course has charted a new path for them. We consider ourselves lucky
 to be a part of the first batch, they said.

  Institute principal N Shekar said they are offering a three-year
 course in computer applications for the visually impaired. In this,
 students are trained in call centre-related activities. From now on,
 students can choose from three subjects -- mass communication and
 journalism, insurance or call centre training -- to study in the last
 four semesters.

  The mass communication programme is being offered in collaboration
 with Times Foundation, said Shekar.

 About the course

  * The institute offers three-year course for visually challenged

  * Students have to learn basic English in the first two semesters

  * In the last four semesters, they will have to choose from different
 subjects ? mass communication and journalism, call centre training or
 insurance.

I am directed to say that sometime back, the University Grants 
Commission received a reference from National  Association for the 
Blind, Faridabad through the Government of India, Ministry of Human 
Resource Development (Department of Education), New Delhi under which 
the association had suggested that there should be a suitable 
provision of financial assistance of Rs. 3,000/- atleast for the 
Reader's allowance, purchase of Braille, Books, recorded materials 
etc. for the blind teachers.




The above matter has been considered by the Commission and it is felt 
that the need is genuine.  Accordingly, the university should consider 
to make annual provision for Reader's allowance, purchase of Braille, 
recorded materials etc. for the blind teachers,  it may be employing. 
The expenditure on this account can also be met from out of the 
allocations made available for books and journals/equipment under the 
development plan of the university and so the university can claim UGC 
assistance for much expenditure within the Development plan outlay 
sanction to it by the university.




This may also kindly be brought to the notice of the colleges 
affiliated to your university for necessary action.




The receipt of the letter may kindly be acknowledged.

There are different ways of accessing WebVisum, not only right click. Press
CTRL+F1 after opening Firefox to check WebVisum Help that lists different
ways of using it. The keystroke for solving CAPTCHA is CTRL+ALT+6 by
default, you can change it if desired.

 A word of caution - Do not enter credentials before solving the 
 CAPTCHA using WebVisum as it may submit your credentials to WebVisum 
 which is insecure.

CAPTCHA is not the only way of circumventing robotic attacks, there exist
better alternatives. I've mentioned a few in the previous email and list
members have suggested alternatives like mobile OTP,  simple mathematical
calculation, etc.

Security is one of the primary concerns that web sites have in today's world
and cannot be ruled out. It's about how smart and accessible it is made so
that genuine users can easily use it and malicious users can be identified
and kept away from achieving their goals.

on the name of security I can't support at all this capture code. webvisum
is not a solution it is just a tool to help. what would i do at a time if
the webvisum server is not working in emergancy? and it accepts only 20 hits
a day, sometimes in my office I have to make 30 to 40 online income tax
payment, is it fair to call each and everry time to my sighted colleague? 
If you will support this on the name of security, no website will remove
this capture code. it is just a fobia and nothing more then that. instead of
wasting our time in discussing the matter better a strong action should be
taken against this capture. we have already many discussions regarding this
problem but got no result at all. I request you all to please go ahead for
conclusive action or end this topic here right now. this is a plateform of
inteligent people and in my opinion the discussion of intelligent people
never concludes. instead it converts in arguement. I am completely blind and
my screen reader don't read this capture. this is one line question and I
did not get any absolute answer from this group.

Hi team,

I've been contacting Worth Trust Katpadi India institute since last
December to buy pocket braille kit and abacus. But I am not getting
any response from them.

I filled enquiry form  in their website. But no result.

3 months back, they have sent me the price list.
Since then, they haven't contacted me even though when I tried to
contact either website enquiry form/email or call.

When I call their Institute, I am not getting what they are saying
because I dont know tamil. Simultaniously, They are not getting my
questions if I speak with them in English.
And I contacted the person called Mike from this institute . but no result.


So, I am requesting you, if anyone have contacts from worth trust
katpadi India, kindly share me their contact details so that I can
speak with them regarding this.

In between, I have contacted few institutes in India which are located
 in bangalore, delhi chennai and Dehradune. But none of them have the
stock and in some institutes price is very high compare to katpadi's
trust.

on the ground of security the website owners have no right to make their 
website inaccisible. if the webvisum can capture the code and convert in in 
to text, then definetly other can develop malatious software to capture such 
codes. may be the hackers don't know about this webvisum.
e.g. incometax efiling website i put my pan card as a user ID, password and 
my date of birth, what this capture is doing there as I have put all my 
cridentials? Even sometimes sighted persons can not recognise those capture.

CAPTCHA is not the only way of circumventing robotic attacks, there exist
better alternatives. I've mentioned a few in the previous email and list
members have suggested alternatives like mobile OTP,  simple mathematical
calculation, etc.

Security is one of the primary concerns that web sites have in today's 
world

and cannot be ruled out. It's about how smart and accessible it is made so
that genuine users can easily use it and malicious users can be identified
and kept away from achieving their goals.

The CAPTCHA is primarily introduced by web sites to key bots at bay.
They address security and web traffic concerns but their
inaccessibility pose challenges for users like us who cannot see
images. Audio based and random, obvious questions in plain text form
can prove helpful to us but web sites definitely need to be smarter
enough to filter out bad/malicious requests using better
aalternatives. For example:

1. ICICI Direct asks for PAN or date of birth along with User ID and
Passwird on the login screen.
HDFC Bank has a two-step login process where step 1 accepts only User
ID and validates it. If correct then it takes the user to step 2 where
user specified secure code and picture are displayed for user
verification and accepts the password along with a confirmation
whether the secure code and picture are correct.
3. LinkedIn asks for solving CAPTCHA only when a user enters incorrect
credentials in the sign-in attempt (though this is good fir users
entering correct credentials in the first attempt, it's not so good
for others).

The OTP on mobile is good but again a dependency on the phone being
registered with the site and being available with the user.

Webvisum on the Firefox browser is of great help in solving such
CAPTCHA. I've successfully filed my IT returns on the e-filing site
without requiring any sighted assistance.

Note that pasting from the clipboard is not allowed in the CAPTCHA box
on the e-filing web site. So you may either memorize it or paste it to
Notepad and read it from there while signing in.

A word of caution - Do not enter credentials before solving the
CAPTCHA using WebVisum as it may submit your credentials to WebVisum
which is insecure.

SUBJECT: INCOME-TAX DEDUCTION FROM SALARIES DURING THE   FINANCIAL YEAR 
2013-14 UNDER SECTION 192 OF THE INCOME-TAX ACT, 1961.

5.3.10  Section 10(14)  provides for exemption of the following allowances 
:-




(i) Any special  allowance  or benefit granted  to  an employee  to 
meet  the expenses wholly, necessarily and exclusively incurred  in  the 
performance of his duties as prescribed under Rule 2BB  subject to the 
extent to which such  expenses are actually incurred for that purpose.


(ii)Any  allowance  granted to an employee  either  to meet  his 
personal expenses at the place  of  his posting  or at the place he 
ordinarily resides  or to  compensate  him  for  the  increased  cost  of 
living, which may be prescribed and to the extent as may be prescribed.




However, the allowance referred to in (ii) above should not be in the nature 
of a personal allowance granted to the assessee  to remunerate or compensate 
him  for performing duties  of  a  special  nature relating to  his  office 
or  employment unless such allowance is related to his place of posting or 
residence.




The  CBDT has prescribed guidelines for the purpose  of Section 10(14) (i)  
10 (14) (ii)  vide notification No.SO 617(E) dated 7th July, 1995 
(F.No.142/9/95-TPL)which has been amended vide  notification SO No.403(E) 
dt 24.4.2000  (F.No.142/34/99-TPL).  The transport allowance granted  to  an 
employee to meet his expenditure  for  the purpose of commuting between the 
place of his residence and the place  of  duty is exempt to the extent of 
Rs.800 p. m.  or Rs1600 p.m (for a blind person) vide  notification  S.O.No. 
395(E) dated  13.5.98.~

also. We the college teachers of Andhra Pradesh have received the
financial assistance for the academic year 2012/13. The UGC has not

 to make annual provision for Reader's allowance, purchase of Braille,
 recorded materials etc. for the blind teachers,  it may be employing.
 The expenditure on this account can also be met from out of the
 allocations made available for books and journals/equipment under the
 development plan of the university and so the university can claim UGC
 assistance for much expenditure within the Development plan outlay
 sanction to it by the university.



 This may also kindly be brought to the notice of the colleges
 affiliated to your university for necessary action.

Yes, I see.  Then I will give you one additional and alternative method to lea
rn Japanese using Braille.

This is easy way in one aspect, but not easy in another aspect, because it is 
depend on the environment of Japanese Braille learning of your son. So it may 
be just infomation.

Learning Braille system of Japanese is not difficult task in generally speakin
g, but it ddepends on the learning environment.

I am long staying at NIVH in Dehradun. So your family happen to be living clos
e to me, then you have certain possibility, but it is very nallow chance in th
is vast country.

It is an aside story. I was born and educated as fully sighted, but I lost my 
sight at 22 by accident, and I learnt Braille. After working for governmental 
agency in Japan, Now I am retired blind man and dedicating new life in India t
o support young visually impaired students at NIVH and BPA, Ahmedabad.

My husband and I are both blind. We've struggled for years to find
consistent employment, even though we both have college degrees. We
finally took jobs hanging clothes at Goodwill for only $3.50 an hour:
barely enough to live on, less than minimum wage, and less than our
non-disabled co-workers got paid.

After I had knee surgery last summer I returned to my job to find out
my wage had been lowered to $2.75 an hour. Working for this little
money barely covered my cost of getting to work. I wasn't making
enough money and eventually was forced to quit.

I was shocked to find out that Goodwill exploits a 75-year-old legal
loophole to pay disabled workers like me far less than the minimum
wage -- some make as little as .22 cents an hour. I want to be paid a
living wage for meaningful work, and other workers like me deserve the
same.

My friends at the Autistic Self Advocacy Network started a petition on
Change.org asking Goodwill to pay disabled workers like me a living

Goodwill determines how much they pay disabled workers using time
studies where an employee uses a stopwatch to time how long it takes
to complete a certain task and compares it to a non-disabled worker.
Time studies were the most stressful part of my job because I never
knew what the task would be and how they would turn out. My husband
even had his wages lowered because of a time study, and they could cut
it again.

My husband and I feel trapped by Goodwill. They know they can pay
disabled workers like us less and less because we have fewer places to
go. Goodwill recently came under scrutiny for this practice of paying
disabled people pennies for their labor, and defended it. I know they
are vulnerable right now and could be pressured to change this
practice if enough people join me in speaking out.

EACH time I make a house call, I stay much longer than I should. I
can't leave because my patient is holding my hand, or because she's
telling me, not for the first time, about when Aunt Mabel cut off all
her hair and they called her a boy at school, or how her daddy lost
his job and the lights went out and her mother lit pine cones and
danced and made everyone laugh. Sometimes I can't leave because she
just has to show me one thing, but getting to that thing requires that
she rise unsteadily from her chair, negotiate her walker through the
narrow hallway, and find whatever it is in the dim light of her
bedroom.
I can, and do, write prescriptions for her many medical problems, but
I have little to offer for the two conditions that dominate her days:
loneliness and disability. She has a well-meaning, troubled daughter
in a faraway state, a caregiver who comes twice a week, a friend who
checks in on her periodically, and she gets regular calls from
volunteers with the Friendship Line.
It's not enough. Like most older adults, she doesn't want to be
locked up in one of those homes. What she needs is someone who is
always there, who can help with everyday tasks, who will listen and
smile.
What she needs is a robot caregiver.
That may sound like an oxymoron. In an ideal world, it would be: Each
of us would have at least one kind and fully capable human caregiver
to meet our physical and emotional needs as we age. But most of us do
not live in an ideal world, and a reliable robot may be better than an
unreliable or abusive person, or than no one at all.
Caregiving is hard work. More often than not, it is tedious, awkwardly
intimate and physically and emotionally exhausting. Sometimes it is
dangerous or disgusting. Almost always it is 24/7 and unpaid or low
wage, and has profound adverse health consequences for those who do
it. It is women's work and immigrants' work, and it is work that many
people either can't or simply won't do.
Many countries have acknowledged this reality by investing in robot
development. Last year in Japan, where robots are considered iyashi,
or healing, the health ministry began a program designed to meet
work-force shortages and help prevent injuries by promoting
nursing-care robots that assist with lifting and moving patients. A
consortium of European companies, universities and research
institutions collaborated on Mobiserv, a project that developed a
touch-screen-toting, humanoid-looking social companion robot that
offers reminders about appointments and medications and encourages
social activity, healthy eating and exercise. In Sweden, researchers
have developed GiraffPlus, a robot that looks like a standing mirror
cum vacuum cleaner, monitors health metrics like blood pressure and
has a screen for virtual doctor and family visits.

In a unique initiative aimed at empowering disabled people, the government is 
planning to issue a pan-India multipurpose identity card to the about 27 
million persons with disability (PwD) in India.   

The card, which will be valid across the country, is likely to be launched next 
year and will help PwDs to easily avail benefits under various government 
schemes targeting them.

Currently, a disability certificate - issued to persons with over 40% 
disability - is required for availing government benefits. 

But there have been instances where a certificate issued by one state or a 
government department is not accepted by another. The certificate is reviewed 
all over again by doctors and only when approved, can the person claim 
entitlement. This often results in PwDs being subjected to harassment. The 
unique card will do away with this anomaly as it will be valid across India, 
said a source.  

The disability affairs department, under the social justice and empowerment 
ministry, had last week roped in the National Informatics Centre (NIC), 
Department of Electronics and Information Technology to prepare a detailed 
project report for rolling out the ID cards.

NIC will prepare a centralised database to help identify PwDs by collating 
data from the census and state governments. They will also design the unique ID 
and recommend its implementation mechanism, said an official.

For issuing the ID card, the ministry has proposed to hire implementation 
agencies in coordination with state governments. 

The agencies would be provided a hand held device to scan the disability 
certificates, take photographs or collect biometrics of the beneficiary. Once 
the scanned disability certificate is available, data entry operator can 
centrally verify and enter the data into the database for issuance of a unique 
ID card, the official added

CAPTCHA is not the only way of circumventing robotic attacks, there 
exist

better alternatives. I've mentioned a few in the previous email and list
members have suggested alternatives like mobile OTP,  simple 
mathematical

calculation, etc.

Security is one of the primary concerns that web sites have in 
today's world
and cannot be ruled out. It's about how smart and accessible it is 
made so
that genuine users can easily use it and malicious users can be 
identified

and kept away from achieving their goals.

The CAPTCHA is primarily introduced by web sites to key bots at bay.
They address security and web traffic concerns but their
inaccessibility pose challenges for users like us who cannot see
images. Audio based and random, obvious questions in plain text form
can prove helpful to us but web sites definitely need to be smarter
enough to filter out bad/malicious requests using better
aalternatives. For example:

1. ICICI Direct asks for PAN or date of birth along with User ID and
Passwird on the login screen.
HDFC Bank has a two-step login process where step 1 accepts only User
ID and validates it. If correct then it takes the user to step 2 where
user specified secure code and picture are displayed for user
verification and accepts the password along with a confirmation
whether the secure code and picture are correct.
3. LinkedIn asks for solving CAPTCHA only when a user enters incorrect
credentials in the sign-in attempt (though this is good fir users
entering correct credentials in the first attempt, it's not so good
for others).

The OTP on mobile is good but again a dependency on the phone being
registered with the site and being available with the user.

Webvisum on the Firefox browser is of great help in solving such
CAPTCHA. I've successfully filed my IT returns on the e-filing site
without requiring any sighted assistance.

Note that pasting from the clipboard is not allowed in the CAPTCHA box
on the e-filing web site. So you may either memorize it or paste it to
Notepad and read it from there while signing in.

A word of caution - Do not enter credentials before solving the
CAPTCHA using WebVisum as it may submit your credentials to WebVisum
which is insecure.

even i had the similar experience recently. in fact, i was looking to
purchase one perkins brailler for one of my friend who need it on
argent basis. but people from this NGO are not able to communicate in
english. even sent the mail to them but nothing had been replied so
far at their end.

so can anyone please suggest me the other organisations in india
providing the perkins brailler and can send it via courier/transport?
