[AI] Initiating them into the world of light, self-reliance
THIRUVANANTHAPURAM, October 4, 2014 Initiating them into the world of light, self-reliance Staff Reporter print · T T inShare Braille Vidyarambhom organised in city for the visually challenged Writer Balan Pootheri inaugurating the Vidyarambhom ceremony organised for the visually challenged at the Regional Institute of Ophthalmology in Thiruvananthapuram on Friday. Writer Balan Pootheri inaugurating the Vidyarambhom ceremony organised for the visually challenged at the Regional Institute of Ophthalmology in Thiruvananthapuram on Friday. In the background, a computer voice could be heard while a large, diverse group of participants interacted with one another, had tea and tried their hand at cooking sambar. It was a Vidyarambhom ceremony unlike any other. On Friday, when cultural centres and religious institutions across the city observed the ritualistic ceremony initiating children into the world of letters, 'Accessible Vidyarambhom' for the visually challenged organised by the Chakshumathi Charitable Trust at the Regional Institute of Ophthalmology (RIO) stood out from them. The trust has been organising the Braille Vidyarambhom since 2012. Life skills This programme offers a new beginning to those who have lost their sight due to an illness and to children born without the sense of sight. This time, Chakshumathi went beyond helping children punch their first words using a Braille pad. It focussed on initiation into skills such as mobility, communication, cookery and workplace rehabilitation that need to be carefully built as a back-up for adults who lose their sight, which invariably damages their self-confidence. Besides helping children trace words on rice grains, they were helped to type out 'Om Hari Sri...' on a laptop, which was read out loud by a screen-reading software. This exercise was carried out by all participants, some as young as three and a few above 80 years of age. Chakshumathi specialises in assistive technology for the visually challenged and the programme sought to impress upon the participants that they did not need to rely on another person to read and write. Inspiring tale Writer Balan Pootheri who inaugurated the programme stressed the importance of growing independent and not letting the condition govern one's actions. He lost his eyesight when he was studying for his master's degree in Malayalam literature and yet published over 125 books so far. Sreenidhi, 11, afflicted with cerebral palsy with visual impairment, came all the way from Kannur for the programme. He was quite proficient in using screen readers and voice recognition software to effectively use a computer, said Ram Kamal, managing trustee of the organisation. Most of the participants are regulars at Chakshumathi's rehabilitation centre at the RIO, set up around four months ago. Re: [AI] the national federation of the blind had again taken an initiative in the interest of visually impaired people.
Hey folks, I urgently required the SC verdict reservation in promotion any body has it Kindly send to me. Thanks HS Negi - Original Message - From: "shalini singh" To: Sent: Wednesday, October 01, 2014 12:10 PM Subject: [AI] the national federation of the blind had again taken an initiative in the interest of visually impaired people. The National Federation of the Blind, an apex organization, in India has been for the last 4 decades working on advocacy to bring social change to uplift the lives of persons with disabilities. NFB uses the law as a tool to bring about this change and has over the years achieved many landmarks in areas of social security, housing rights and employment rights. The organization had once again taken a n initiative in the interest of viusally impaired people. The whole letter is as folows:- NFB/E-29(13)/2014/29.9.2014 To The Secretary M/o Personnel, Public Grievances & Pension North Block, New Delhi Subject: Issuance of amended memo in compliance of Hon’ble Apex Court judgment dt. 8.10.13 passed in Civil Appeal No.9096/2013 amending both O.Ms. No.36035/3/2004-Estt.(Res) dt. 29.12.05 and No.36012/24/2009-Estt. (Res) dt. 3.12.2013. Sir, This has reference to the captioned judgment of Hon’ble Supreme Court of India as well as directions issued by way of order/judgment dt.17.7.14 in C.M. Appl. No.230/2014 in W.P.(C) 15828/2006 read with order/ judgment dt. 12.9.14 in R.A. No.412/2014 in the said writ petiion on the captioned subject. We being the petitioner in the High court of Delhi in the proceedings in question, are making the following suggestions for amendment of the aforementioned OMs in fully compliance of the judgment of Hon’ble Apex Court. After the said judgment of Hon’ble Apex court, your Department issued an office memorandum dt. 3.12.13 purportedly in compliance of the directions of Hon’ble Supreme Court of India which in fact does not meet with the requirements of directions issued by Hon’ble Supreme Court. In this regard it is pertinent to mention here that what has been sought to be amended is only para 14 relating to computation of reservation in Group A & B. Even amendment in the said Para has not been carried out in terms of the directions of Hon’ble Supreme Court because again the computation has been made relatable to the vacancies filled by direct recruitment and not vacancies in the total cadre strength. Further, no consequential amendments have been made in paras No.2 (quantum of reservation), para 4 (Identification of job/posts), para 6 (Appointment against Reserved Vacancies), Para 13 (Computation of Reservation), Para 15 (Effecting reservation-Maintenance of Rosters) which have a direct bearing on the manner of computation of reservation and implementation of scheme of reservation) and Para 16 (Inter Se Exchange And Carry Forward Of Reservation In Case Of Direct Recruitment). As such, we are enclosing herewith a draft of amended memorandum to address the above concerns and would like to highlight the proposed changes and justification thereof hereunder:- Clause Existing Clause as per O.M. dt. 29.12.05 Proposed Clause Justification 2 *QUANTUM OF RESERVATION* (i) Three percent of the vacancies in case of direct recruitment to Group A, B, C & D posts shall be reserved for persons with disabilities of which one per cent each shall be reserved for persons suffering from (i) blindness or low vision, (ii) hearing impairment and (iii) locomotor disability or cerebral palsy in the posts identified for each disability; (ii)Three percent of the vacancies in case of promotion to Group D, and Group C posts in which the element of direct recruitment, if any, does not exceed 75%, shall be reserved for persons with disabilities of which one per cent each shall be reserved for persons suffering from (i) blindness or low vision, (ii) hearing impairment and (iii) locomotor disability or cerebral palsy in the posts identified for each disability. *QUANTUM OF RESERVATION* Three percent of the total number of vacancies in the strength of a cadre for persons with disabilities irrespective of mode of recruitment including by direct recruitment, promotion and deputation shall be reserved for persons with disabilities of which 1% each shall be reserved for persons suffering from (i) blindness or low vision, (ii) hearing impairment and (iii) locomotor disability or cerebral palsy separately for each of them in all groups of posts Existing Clause restricts the quantum of reservation to the vacancies only in the posts identified for each disability as well as in the vacancies filled by direct recruitment for Group A & B posts. Such a position has already been struck down by the Hon’ble Apex court in the captioned judgment by holding thus in para 51 of the said judgment: “We are of the view that the computation of reservation for persons with

Re: [AI] require the list of jobs identified in grade a, b, c and d.
Dear Arvind, the rationale behind dividing jobs under different grade is to allocate certain level of administrative power to officials, which facilitates the administrative function of departments and organisations... For example, in banks, a clerical staff do not gets power of sanctioning a loan, whereas an officer gets the power for it. Similarly, the power of sanctioning loan amount increases with the higher level of scale. So, a clerical staff cannot perform certain tasks which an officer can, but there is no bar for officers to perform those tasks undertaken by clerical staff. -- In first radio address, Modi says the nation belongs to people, not the govt Oct 3, 2014, 12.15PM IST PTI In the 'Mann ki Baat' programme, the Prime Minister said, "the 125 crore Indians are blessed with immense skill and strength. All we need to do is to understand our strengths." NEW DELHI: Seeking to reach out to more people, Prime Minister Narendra Modi on Friday addressed the countrymen over radio for the first time, giving a pep talk about how to shed despondency and use their skills for betterment and prosperity of the country. He advocated the need for use of khadi products as a homage to Mahatma Gandhi and impressed upon the people to generate confidence among themselves, including the specially-abled children. Promising to make the radio broadcast a regular affair, Modi invited ideas from the citizens while noting that he had been receiving a number of suggestions since it was announced that he would be addressing the nation over radio. In his 15-minute address, he sought to motivate people to recognize their capabilities and use them. "You know, our scientists have undertaken the Mars mission successfully at minimum expenses. There is nothing lacking in our capabilities. We only have forgotten our strengths. We have forgotten ourselves as if we have become despondents. My brothers and sisters, this cannot be," he said. "We need to recognize our internal strengths," the Prime Minister said while narrating a short story of Swami Vivekananda about how a lion brought up by sheep rediscovered his prowess after coming in touch with another lion. "If we move ahead with self-respect and right identity, we will emerge victorious," he said. He also referred to Mahatma Gandhi, whose birth anniversary was celebrated yesterday, and impressed upon people to use at least one khadi product, may it be a handkerchief or even a bedsheet. It will benefit the poor, he said. In the 'Mann ki Baat' (heart talk) programme that coincided with Dusshera, the Prime Minister said, "the 125 crore Indians are blessed with immense skill and strength. All we need to do is to understand our strengths." He cited some suggestions received by him through emails, which included that skill development should start from 5th Standard, special programmes for specially-abled children to motivate them, more dustins, ban on polythene and making easier the registration of small scale industries. Referring to the specially-abled children, he said they should be a part of the development journey as the nation belongs to everyone. "They are the responsibility of not only their families but the entire society," he said. Appreciating the suggestion for special programmes for the specially-abled children, Modi recalled his days as Gujarat chief minister and said "we began Khel Mahakumbh for specially-abled athletes and I myself would go and see the sports." He also said he would consider the suggestion for making it easier for registration of small scall industries. Modi referred to the 'swachh bharat' campaign launched yesterday by him and noted that he had invited participation of nine people, each of whom should rope in nine more, who will involve nine more and so on, to create a chain.
