friends it is sad to inform you all that sixty people lost their
vision in one eye camp which was  organize to operate cataract.
60 people lost there vision and became blind due to carelessness of the doctor.
this camp was organized in gurdaspur punjab.
i request to all the NGO's to come forward and take appropriate steps.

पंजाब के गुरदासपुर जिले में एक एनजीओ द्वारा आयोजित नेत्र शिविर में
ऑपरेशन के बाद कम से कम 60 लोगों ने अपनी आंखों की रोशनी खो दी है।
अधिकारियों ने गुरुवार को बताया कि 16 लोग अमृतसर के गांवों के रहने वाले
हैं जबकि शेष अन्य गुरदासपुर जिले के रहने वाले हैं। इन सबको अमृतसर और
गुरदारसपुर के ईएनटी अस्पतालों में भर्ती कराया गया था।

घटना की पुष्टि करते हुए अमृतसर के उपायुक्त रवि भगत ने गुरुवार को यहां
कहा कि 16 प्रभावित मरीजों को सहायक प्रफेसर करमजीत सिंह की निगरानी में
शहर के ईएनटी अस्पताल में भर्ती कराया गया है। सिंह ने कहा कि उन सबने
स्थायी तौर पर अपनी दृष्टि खो दी है। भगत ने कहा कि उन डॉक्टरों का पता
लगाने के लिए उच्चस्तरीय जांच के आदेश दिए गए हैं जिन्होंने शिविर में
ऑपरेशन किया।

घटना का ब्योरा देते हुए अमृतसर के सिविल सर्जन राजीव भल्ला ने कहा कि
सभी मरीजों का ऑपरेशन तकरीबन 10 दिन पहले गुरदासपुर जिले के घुमन गांव के
एक नेत्र शिविर में किया गया था। यह घटना तब सामने आई जब सभी 16 मरीजों
ने उपायुक्त भगत से एनजीओ और संबद्ध चिकित्सकों के खिलाफ शिकायत दर्ज
कराने के लिए संपर्क किया। भल्ला ने कहा, 'यह पाया गया था कि कुल 60 मरीज
थे जिसमें से 16 अमृतसर के थे।' शेष गुरदासपुर जिले के थे।

look for them and then take them. Having said that, it is difficult for me

[AI] CONDEMNATION OF LATHI-CHARGE on Blind PROTESTERS in LAHORE

JNU Visually Challenged Forum expresses its full solidarity with the
struggle waged by blind people in the city of Lahore for getting their
rightful dues in Pakistan. We strongly condemn the brutal lathi charge
whielded by the Lahore police on blind protesters on 3 December 2014
(International Disability Day). On that Day, Approximately 150
peaceful protesters were marching towards the Official resident of
Punjab Minister Shahbaz Sharif to submit their long-pending demand for
ending ad-hocism  and fulfillment of 2 per cent employment quota
mandated by the law.  But Lahore Police stopped them midway and
batoned  indiscriminately. As a result, several blind protesters got
severely  injured. See this video:

Such ruthless supression of democratic protest on the people by
elected governments anywhere in the world is highly contemptuous and
invite

CM to take stringent action against the Police officers. We pray for
the speedy recovery of the injured protesters in our neighboring
nation.

In fact blind people in Delhi need to organise a protest in front of
Pakistani Embasy in Delhi to register our soliderity with our
Pakistani Friends and resentment against the lathi-charge.  Such
ruthless supression of democratic protest on the people by elected
governments anywhere in the world is highly contemptuous and invite
strongest condemnation. I'd request Rungta sir to please plan a
protest in front of Pakistani Embasy. JNU Visually Challenged Forum
will bring out a pamphlet tomorrow.

Call for Papers

Technology in South Asia has been a site of contestation and a vehicle
for claim making, it has recast tradition and been reworked by it.
However, the scholarship on technology and tradition in South Asia has
hinged on a forced binary of modernity and authenticity. The
‘alienness’ of technology has been pitted against the ‘nativeness’ of
tradition. Their relationship is viewed as antagonistic, representing
divergent trajectories of development. Polarized along the axes of
pre-colonial tradition and European modernity on the one hand, and
Gandhian technophobia and Nehruvian technocracy on the other, the
question of technology deserves further exploration.

The fourth annual Princeton South Asia Conference invites papers that
query the career of technology in South Asia and its relationship with
tradition. We welcome submissions from early career scholars (graduate
students and junior faculty) in all disciplines that engage with South
Asia. Papers may address, but need not be limited to the following
themes:

◾Media and consumption
◾Labor and livelihoods
◾Transnational flows

BENGALURU: Here is some good news for the physically disabled. A compact and 
battery-operated wheelchair-cum-car, developed by B V Narayana from AGS Layout 
in Banashankari VI Stage, can help the disabled drive without any hassle. 

The vehicle has only one handle which can be steered by those with a single 
limb. It works on a battery that can run up to 20km per charge of six hours. A 
single-seat wheelchair with shades around, it can b e folded and fit into a 
lift too. 

Narayana, who travelled 56,000 miles across 59 countries in 1979, was crippled 
in a road accident three years ago. A ligament tear rendered him partially 
handicapped, but he didn't lose his energy. 

"I travelled around India in 1978 with four friends on a bike. I had remodelled 
the bike into a five-wheeler. One friend later suggested designing such a bike 
for his disabled son. After my accident I started gathering parts of a scooter 
and a car seat to design this vehicle. It cost me Rs 1 lakh," Narayana said.

hope of escape.

into mental hospitals and institutions, where they face unsanitary
conditions, risk physical and sexual violence, and experience
involuntary treatment, including electroshock therapy. As one woman

India is home to over 26 million disabled people; almost 33% of them
sleep hungry and have higher rate of mortality. In New Delhi, there
are several lakhs disabled persons are in dire need for institutional
support from the Government of India. Policies to the benefit of
disabled persons have often been reduced to providing short-term
reliefs of reservations or subsidies. On the occasion of the UN
International Persons with Disabilities Day, we must remind ourselves
what the priorities of the state ought to be with regards to policy
formulation for disabled persons. As I had raised in the parliament
today during the zero hour, a renaissance of conceptualization of
disabled-empowerment policies is required in India. Public policy
towards the betterment of lives of disabled persons currently seems
short-sighted and poorly utilises the potential of these persons.

I strongly believe that physical disability ought to never be an
inhibition for one's holistic integration and participation in the
society. A disabled person is one who is differently abled, and every
individual has the potential to contribute to the nation's betterment
and live with dignity and respect. To this regard, I believe a
four-pronged approach is necessary. On the first level, we must
recognize that several disabled persons today are unemployed and hence
suffer severely for their bare sustenance. The situation thus
necessitates the Government of India to equip these individuals with
skill-sets which they could use to contribute constructively towards
the nation's development, and become financially independent. The
Government has thus planned to set up special skill development
institutes across the nation purely for the benefit of persons with
disabilities. Given that New Delhi has a significant disabled
population, I strongly believe that the city ought to have its own
'Industrial Training Centers' (ITIs) or 'Vocational Training Centers'
dedicated solely to persons with disability. This policy shall
catalyze to the process of financially empowering these individuals
and enable them to gain employment in different fields.

At the second level, I believe government intervention shouldn't stop
with just equipping these individuals but to further utilize their
skills and potential towards manufacturing those commodities which
could in turn benefit the disabled community at large. This is
furthering our Prime Minister's vision of ensuring equal opportunities
for disabled persons and making them economically self-reliant. The
Prime Minister has globally pitched for India to be the new
'manufacturing hub' and I believe that community-driven initiative of
involving these individuals in domestically producing goods and
services which are of benefit to the disabled community at large shall
be a landmark policy initiative.

Thirdly, India has had an exemplary track record of producing
para-athletes par excellence over the decades who have won at several
international sporting events including the recent Asian Para Games.
However, there isn't a single sporting complex in the nation for
disabled persons today. The Government is pioneering a project of
setting up para-sports complexes across the country, dedicated solely
to these athletes. Delhi being home to several Arjuna awardees,
Dronacharya awardees, Asiad and other national para games winners, I
recognize the necessity of a para-sports complex in Delhi and hope to
set up the same in the future.

Finally, Indians today remain woefully ignorant of the nation's
glorious cultural history, values and mythology. Examples of iconic
characters from Indian mythology like 'Ashtavakra' who embody the
spirit of self-empowerment and potential of persons with disabilities
ought to be included in books which are taught to children at a young
age. Our rich cultural history and its magnificent testimonies of
self-reliance ought to be revered by every individual in the country
for this characterizes the spirit of the Government's intent behind
disabled-empowerment policies.

I thus strongly believe that disabled-persons are valuable assets to
the nation and those who must be empowered to be able to live with
dignity and respect, at par with other individuals in the society. And
this holistic integration of the disabled community with mainstream
society can be achieved through this four-pronged initiative which I
pledge to work towards.

Row over DU economics paper for visually impaired. In yet another
examination gaffe at Delhi University, the microeconomics paper, specially
set for visually-impaired first-year BCom (H) students, turned out to be
unsuitable. Also, some questions that were common to both sets of papers,
had fewer marks allotted to them in the one for the visually-impaired. A
few weeks ago, visually-impaired students had requested the Equal
Opportunity Cell for a separate set of questions for them that did not
require them to draw or read graphs and diagrams. The EOC had forwarded the
request to the exam branch, which forwarded it to the departments framing

About VIBEWA

Visually Impaired Bank Employees Welfare Association (VIBEWA) is an
association of visually challenged people working in the banking,
insurance and other financial sectors in India. VIBEWA is the first
association in the country formed exclusively for the empowerment of
visually challenged employees in the banking and other financial
sectors.

VIBEWA aims to empower the visually challenged employees in the
banking and other financial sectors by bringing them on to one
platform and address issues that concern them at their work place due
to their visual impairment. The main goal for which the association
strives is to enhance the productivity of visually challenged
employees in banking and other financial sectors by ensuring them
conducive work environment which involves proper job identification
and job mapping, provision of assistive technology like screen
readers, accessibility of internal softwares and systems, special
training for using computers, provision of human assistance where ever
indispensable, etc.

VIBEWA also focuses on protection for visually challenged employees
against unwarranted transfers, removal of illogical impediments in
promotions, securing reservation in promotions, provision of adequate
disability related allowances like additional conveyance allowance,
etc.

VIBEWA intends to help visually challenged candidates aspiring for
banking jobs by disseminating information relating to job
notifications, syllabus of entrance examinations, tips for writing
examinations and facing interviews, etc. In addition, through VIBEWA ,
they will also be able to seek guidance from experienced bankers on
passing the exams and facing the interviews.

This movement started as an e-group with just 2 visually challenged
bank employees in 2009. Today, it has more than 400 members hailing
from different parts of the country with representation from all the
public sector and even some private sector banks! VIBEWA comprises
visually challenged bank employees, those aspiring for banking
careers, and volunteers who are motivated to help their visually
challenged friends.

In an incident of its own kind, blind protesters were badly beaten by
baton-wielding police in Lahore on Wednesday.
 The incident occurred when protesters were staging a rally on Davis
Road to advocate for their rights in view of World Disability Day.
 In an attempt to prevent the protesters from marching towards the
Chief Minister Secretariat, mayhem ensued as police resorted to
baton-charging as a result of which several protesters were injured.
One of the injured persons was shifted to a hospital.
 The protest rally, demanding employment quota for disabled and blind
persons, was stopped from heading to the Chief Minister House.
 Chief Minister Punjab Shahbaz Sharif has taken serious notice of the
incident andasked the Inspector General to submit a report.
 Pakistan Tehreek-i-Insaf (PTI) member Abrarul Haq said the violence
inflicted on blind protesters was condemnable, adding that his party
would come out on the roads in protest against the violence.
 Meanwhile, DIG Operations, suspended five police officials over issue
of baton charge on blind protestors in Lahore on Wednesday.
 The DIG Operations taking notice of the incident suspended SHOs
Ansar, Siddique, Constables Mustafa, Ayub and Siddique.
 An investigation committee headed by SP Headquarters, Umer Saeed has
also been constituted to probe into the incide
