Choudhary suffered from a congenital condition in which the lenses in
his eyes were tilted and cornea in one eye was almost closed,
resulting in near-zero vision.But he can now read without much effort,
thanks to a surgery he underwent in a Chennai hospital.CHENNAI: It
would have been an odd sight for JEE invigilators last year when
Ashish Choudhary, a candidate, wrote the exam, with his nose almost
touching the answer paper. When the results came, he bagged the 27th
rank, and secured admission in IIT-Madras.

Choudhary, 19, who hails from Madhya Pradesh, suffered from a
congenital condition in which the lenses in his eyes were tilted and
cornea in one eye was almost closed, resulting in near-zero vision.
But he can now read without much effort, thanks to a surgery he
underwent in a city hospital. Doctors fixed artificial lenses in his
eye using glue.

Ashish had problems with vision since his birth. Despite several trips
to various hospitals, his vision did not improve. At IIT, his
professors noticed that Ashish was always restless in class and did
not focus on the blackboard. "He could not see properly. We decided to
get him medical help as he was a brilliant student," said Ashish's
English teacher Manjula Rajan.

He was taken to Agarwal's Eye Hospital where tests revealed that his
optical lenses were tilted. "There was also decreased vision in one
eye as his pupil was distorted," said Dr Amar Agarwal. The doctors
corrected the condition by implanting artificial lenses through glued
intraocular lens (IOL) technique. "We also repaired his pupil and
brought it to the centre by removing tissue from his iris. This
ensured that enough light passed through his pupil and provided clear
vision," the doctor said.

Dr Agarwal said the technique is usually used to rectify cataract in
patients who have had a serious eye injury. Previously, IOL
implantation was considered very difficult or fraught with
complications as it required large incisions and multiple sutures,
leading to longer healing time.

Earlier, doctors did not have a way to implant artificial lens as
there was no support to keep it steady. "Now it can be held in one
place with the help of glue. The technique of glued IOL developed in
2007 has been a game changer," the doctor said. As Ashish's parents
are farmers and could not afford the expensive surgery, IIT-Madras
came forward to sponsor the procedure.

It has been there for a very long time now. This is optimised for Indian 
languages.
Orka should be available on it. There are many on this list who are entirely on 
Linux. Even OCR is available for us.

departments. The BOSS version of Linux is available for free download
and compact discs are being made available for free distribution.

"The number of downloads reported from the site is around 70,000. If
states were to shift over to BOSS as the predominant operating system
for their IT networks, these numbers would go up sharply," an official
said.

Before its decision to ask states to deploy the BOSS, the Centre has
tried pushing the operating system in central government departments.
Currently, according to DeitY estimates, around 2.5 million
deployments of BOSS Linux have been done by C-DAC in education,
government and e-governance sectors.

In order to make the switch-over possible, the Centre has asked C-DAC
and other agencies to ensure that BOSS Support Centres are set up
across the country and workshops are being conducted to encourage the
use of the operating system in the country, officials said.

BOSS 5.0, the latest version of the operating system, reportedly comes
with several new applications mainly focused on enhanced security and
user-friendly applications

BOSS is in use for very long, and certain states/UTs like Tamilnadu
and Pondicherry have already deployed it as the only OS or at least as
an alternate in the Government offices. E-Speak engine supported ORCA
works as an efficient screen-reader. We need a bit of orientation and
training to switch over though

Sub: Administrative approval for the Plan Scheme "In-Service Training
and Sensitization of State Governments, Local Bodies and Other Service
Providers" (Effective from 2014-15)

Sir/Madam,

In terms of Rule 18 of Delegation of Financial Powers Rules (DFPR),
1978, I am directed to convey the administrative approval of the
competent authority for implementation of Central Sector Scheme of
"In-Service Training and Sensitization of State Governments, Local
Bodies and Other Service Providers" with the total cost of Rs.20
crores (Rupees Twenty Crores) for the remaining period of 12th Five
Year Plan of 2014-15, 2015-16 and 2016-17.

 2.1The objectives of the Scheme is to train and sensitize key
functionaries of the Central/State Govt, Local Bodies and other
Service Providers on a regular basis on disability related matters
through State/District/Block level workshops as it aims to raise the
awareness among employees and peer groups about capabilities of
persons with disabilities and how we can work together to create an
inclusive environment etc work place.

 2.2Rehabilitation Council of India (RCI) under Ministry of Social
Justice & Empowerment (Department of Disabiity Affairs) shall be the
nodal agency of the Scheme. The Nodal agency will play a pivotal role
in implementation of the Scheme and will be overall responsible for
execution of

  the Scheme.   Nodal agency will liaise with Institutes and other
agencies of the Department to develop training modules.

2.3 Overhead charge for nodal agency will be 5% of the total allocation
of the Scheme. The funds will be released to Rehabilitation Council on
the recommendations of fund sanctioning authority. RCI will, further
release the funds to Training Institutes. RCI will maintain separate
bank accounts for the Scheme. They will also obtain the utilization
certificate (UCs) from the implementing agencies and maintain proper
records of releases and utilization certificates. Nodal Officer in RCI
will submit the utilization certificate in the prescribed format
(GFR-19A0 duly certified by him/her and Account Officer of the
Institute to the Ministry. The Scheme would be periodically reviewed
and monitored by RCI.

3.  A Committee comprising of following members will be the fund
sanctioning authority.

(i) Secretary, Deptt. of Disability Affairs
(ii)JS, Deptt, of Disability Affairs
(iii)   JS& FA
(iv)Chairman, Rehabilitation Council of India
(v) Director (Concerned)- Member Secretary
(vi)Heads of National Institutes
(vii)   4  Experts  in Training of Trainers  for modules  of PwD related issues.

4.   The   Scheme   is   to   be   implemented   in   phased
manner   during   the remaining period of 12th Five Year Plan as under

 5.While incurring any expenditure under the scheme, Rules,
instructions and procedures as laid down under the GFRs, DFPRs, and
all other allied instructions issued by the Governemnt of India from
time to time shall be strictly followed.

 6. The expenditure on the Plan Scheme during the financial year
2014-15 to 2016-17 is subject to approval of outlay and availability
of funds in the respective year.

 7. This issues in consultation with Integrated Finance Division vide
their Dy. No.l616/Director(IFD) dated 23.12.2014.

WASHINGTON: Nearly a month after Microsoft's Skype unveiled a programme for
real-time translation of speech, Google is set to release an updated version
of its Google Translate app for Android with the same functionality. 

 

The update will facilitate automatic recognition of speech in popular
languages and will change it into text, reported The Verge. 

 

Google had earlier said in July 2013 that the upcoming version of its
translation app would be able to deliver delay-free, "near perfect"
translations, something that few apps can offer currently. 

 

However, that may not be all. Google is also planning to release a service
that will enable users to hold their phones up to a foreign street sign and
create an automatic translation on the screen, the report said.

Arushi, in association with, Sahayog Microfinance, Indian Oil, Mittal
Institute of Technology, Indira Gandhi Rashtriya Manav Sangrahalaya and MP
Tourism organised, "The 9th Blind Challenge Car Rally 2015" here on Sunday.
Home Minister Babulal Gaur was present as the Chief Guest and flagged off
the first vehicle and started the rally from DB City Mall. The first three
cars were vintage cars and were the point of attraction during the rally.
The rally moved through clear roads of DB Mall, MP Nagar and passed through
Bhopal Haat, Vindhyachal Blg, New Court, Paryawas Bhawan, Chinaar Park
Road, Shivaji Nagar, Char Imli, Bittan Market, Link Road 2, 5 No. stop, 2nd
stop, Platinum Plaza, Nehru Nagar, Bhadbhada, P& T crossing and wind up at

Hello,
You can use the talkback gesture for reading the text either with word
or character and also through page, paragraph etc.

To do this, first open any specific application which uses the text
reading functionality like messaging. Then open particular sms with
double tap.
Then  to perform this function, use the gesture swipe up and then
right here  to open the local context menu and then move your finger
around the circle that is created where you have assigned your
gesture. Here  You will find the options like page gramularity,
character gramularity word gramularity and so on. Do not lift your
finger until you find your desired option and lift the finger once you
find your option. Then you can move around your navigation by moving
the finger in the single motion from left to right to move forward and
right to left in the reversed order.

It's bit tricky but once you have practiced then you can easily use the same.

Alternatively, you can also use the apps like accessible sms lite or
accessible editor demo from philosoft. This will  allow you to even
select the text and edit the text easily either by using it's inbuilt
options or it can even work with the combination of talkback gestures.
this also enables you to move forward and backward with sentences.
