FISCAL DEFICIT

* Fiscal deficit seen at 3.9 per cent of GDP in 2015/16

replace them with composite caps

Not changing the
income tax
rates or increasing the exemption limits for individuals, union

Arun Jaitley
Saturday proposed increasing the range of tax deductible investments/ spend.

Presenting the budget proposals for 2015-16 in the Lok Sabha, Jaitley
said the government is proposing to rationalise various tax exemptions
and incentives
to reduce tax disputes and improve tax administration.

The proposals mentioned by the finance minister made clear the
government's focus on enlarging the tax-exempt investments/spend.

Jaitley said the proposals would result in tax deductions to the tune
of around Rs.440,000 crore.

Jaitley said in order to encourage savings and to promote health care
among individual tax payers, it is proposed to increase the limit of
deduction on
account of health insurance premium from Rs.15,000 to Rs.25,000 -- for
senior citizens this limit is to be increased from Rs.20,000 to
Rs.30,000.

For senior citizens above the age of 80 years -- who are not eligible
to avail of health insurance -- deduction will be allowed for medical
expenses up
to Rs.30,000.

The deduction limit of Rs.60,000 on expenditure on account of
specified diseases -- like cancer -- will be enhanced to Rs.80,000 in
the case of senior
citizens.

The minister also proposed additional deduction of Rs.25,000 for
differently-abled persons, increasing the limit from Rs.50,000 to
Rs.75,000.

It is also proposed to increase the limit of tax deduction from Rs.1
lakh to Rs.1.25 lakh in case of severe disability.

According to Jaitley, investment in Sukanya Samriddhi Scheme will be
eligible for deduction under section 80C of the income tax and any
payment from the
scheme shall not be liable to tax.

Limit on deduction on account of contribution to a pension fund and
the new pension scheme is proposed to be increased from Rs.1 lakh to
Rs.1.5 lakh. Additional
deduction of Rs.50,000 will be allowed for contribution to the new
pension scheme under section 80 CCD of Income Tax Act -- increasing
the exemption from
Rs.1 lakh to Rs.1.5 lakh.

Jaitley also doubled the transport allowance exemption to Rs.1,600 per month.

According to him, the details of tax deductions proposed are as follows:

Deduction u/s 80C - Rs.150,000; Deduction u/s 80CCD - Rs.50,000;
Deduction on account of interest on house property loan (Self-occupied
property) - Rs.200,000;
Deduction u/s 80D on health insurance premium - Rs.25,000; Exemption
of transport allowance - Rs 19,200; Total - Rs.444,200

Reacting to the budget proposals, Prashant Khatore, tax partner, Ernst
and Young told IANS: "The finance minister is connecting various
proposals to the
Make In India programme. Though there is no change in personal income
tax rates, the corporate tax rate has been proposed to be brought down
to 25 percent
over a four-year period."

ELIGIBILITY FOR NOMINATION-
1, candidate should be aged between 18-35 years of age only .
2. candidate can be a student of (graduation, post graduation, M Phil, Ph.
D etc.), or an employee of any private or public department . But should be
between 18-35 year age only.
3. only one participant from one college or department or company for one
competition can apply.

HOW TO APPLY-
1. Candidates residing inside Delhi- the interested candidates are required
to submit their date of birth proof, disability certificate and an
application stating willing to participate been duly forwarded by the
principal of the college or employer of the candidate.The candidates are
required to please submit in person the aforesaid document before the last
date of nomination for the competition at The National Federation of the
Blind head office i.e plot number 21 sector 6 Pushpvihar, near saket family
court New Delhi 110017.

2. Candidate residing outside Delhi.- interested candidates are required to
submit their date of birth proof, disability certificate and an application
for willing to participate,been duly forwarded by the principal of college
or by the employer . The candidates are required to post or courier to NFB
head office at New Delhi or at the branch office as soon as possible so
that the branch can send us the nomination before the last day for filing
nomination.

the commentry from radio 2000 south africa and thehulka fm pakistan
but these two stations broadcasts only  the matches in which africa
and pakistan takes part, what about the commentry of other countries
when these two countries  aren't playing.  could anybody suggest some
radio stations from australia, newziland westindies, zimbabwe and
england as well.  please members do reply if anyone has some idea
about it,  waiting for a prompt reply

[AI] Jaws is reading everything twice in Word

Hi all, I am using MS word 2010, when ever I am reading any word
document (except continuous reading), jaws is reading everything
twice. I am using jaws 16 in win 7. Is there any way to stop it from
reading everything duplicate?

I had looked into installing audio-related drivers of my laptop before as
well, when I had other audio-related issues. I doubt any change from then.
Furthermore, I don't have the drivers CD that came with my laptop either.

Dear babya, there is no longer need to install the extra headphone driver.
Once you install the audio driver, the hardware associated with this driver
such as headset, microphone, etc will automatically be installed. So your
job will be to remover the audio driver, and re-install again!

This issue began from yesterday, before that, everything worked well
with the same laptop and same headphones.
I doubt proper hardware (headphones) drivers are not installed, since
in that case, these headphones wouldn't have worked before either.
Anyways, how could I ensure that proper headphone drivers are
installed?

In NVDA Synthesizer dialog, you can choose the desired Output Device.
The default setting which I've never changed from the beginning is
Microsoft Sound Mapper which always has worked. I tried switching to
Speakers & headphones, and also Headphones RDC, but neither restored
the audio system to how it worked before. This issue persists with
both NVDA & JAWS, and Electronic Piano (a piano application).

Bhavya,

Have you tried using the headphones in another device? Try them with your mobile
phone or anything else that supports headphones. This does not sound like a
software problem. Driver reinstallations  are best done after exams. Impose a
change freez on  your computer until exams finish. 

Alternatively, use USB headphones.

One more thing, is the issue with all headphones? If yes, there may be
problem in hardware or software, else the headphone is not compatible
in given circumstances! It happened to me also, when I plug my moto g
headset into my dell laptop, it work when half insurted! but all other
earphones are working well.

Windows while downloading from the Internet, it is the behaviour of JAWS to
read content twice in a blocked file. To get rid of duplicate reading:

1. Open the folder containing such a file in Windows Explorer. For example:
if the file path is "d:\myFiles\PhysicsChapter1.docx" then open the folder
"d:\myFiles".
2. Right-click on the file name and select Properties from the context menu.
Alternatively, press ALT+ENTER after selecting the file.
3. In the Properties window, press TAB as many times required to locate the
"Unblock" button and activate the same. Alternatively, press ALT+K.
4. Activate the OK button to apply the change and close the Properties
window.

Now the file is unblocked and JAWS will read it normally. Note that if you
unblock a .zip file then all its content also gets unblocked when extracted;
you do not need to explicitly unblock individual files.

What is blocking?
Blocking is a Windows behaviour introduced since the release of Windows
Vista (probably Windows XP Service Pack 2 as well) to mark files downloaded
from the Internet as potentially harmful. Such files cannot execute
themselves automatically thereby protecting the computer from threats
associated with such files. When a blocked .exe file is executed, Windows
presents a warning to alert the user and runs only if the user hits the Run
button on the Warning screen. The warning is not presented by Windows if the
user unblocks a file before executing it or if the user has ticked the
"Always do this for similar files" in the warning screen earlier. Documents
and other files cannot be saved when they are blocked; user has to click on
"Enable" button in the right pane to unblock it from Microsoft Word (of
course, the above procedure can be followed to unblock any file irrespective
of its type).

Can I get rid of this "Blocking" behaviour of Windows?
Yes! We can get rid of this  "blocking" behaviour of Windows provided we
understand the potential risk of availing this convenience and have a
trustworthy robust Antivirus on the computer. Below are the steps to disable
the "blocking" behaviour of Windows:

1. Press WINDOWS+R to open the Run window.
2. Type gpedit.msc and hit the ENTER key. This opens the Local Group Policy
Editor window.
3. In the left pane, expand Local Computer Policy > User Configuration >
Administrative Templates > Windows Components > Attachment Manager.
4. Switch to the right pane of the window using the F6 function key.
5. Select the item labelled "Do not preserve zone information in file
attachments" and hit ENTER to edit this policy.
6. Select the radio button labelled Enabled and activate the OK button.

This change takes effect after next login and disables "blocking" of files
downloaded thereafter. If required the "blocking" behaviour can be
re-enabled by choosing the radio button labelled Disabled in step 6 of the
above process.

Once again, a word of caution: Disable "blocking" of files downloaded from
the Internet only if you understand the potential risk and are absolutely
sure of sources where you download from and also have a trustworthy robust
updated antivirus installed on your computer.

Hi,
Following Pranavlal Sir's advice, I'll do driver reinstallations after
exams. These same headphones have worked fine on my mobile phone. If I
get access to USB headphones or another pair of earphones or
headphones, I'll try those on my laptop, otherwise, I'll work with the
present situation of half plugged headphones.

Thanks very much. But I couldn't be successful in unblocking zip
folder after keeping all word files in it.
