2015-04-08 Thread SC Vashishth
Mohib, I have different experience with UPSC for one of my client appearing
for Civil Services Mains Exam few months back at Mumbai centre. On my
telephonic intervention, the Joint Secretary UPSC not only directed the
Centre incharge to allow more than one scribe but also allowed the brother
of my client to be a writer for her based on the new guidelines. This was
despite the fact that UPSC had already arranged two scribes (one professor
of the language that my client was appearing for and one government
official if I correctly remember). I don't feel there is anything wrong or
unreasonable in the exam guidelines. If the visually impaired have suffered
all this while due to absence of competent scribes, let them avail services
of competent scribes now with the help of the new guidelines. Why presume
that people with cheat and examiners will be lethargic in invigilation?

Re: [AI] tikona wireless broadband review needed

2015-04-08 Thread Pinkesh Tailor
Hi, I am using Tikona broad band from 1.5 years. Last years I was
facing many issues in their consistency. After warning them to
withdraw connection, they have given me consistent connectivity from
past then 3 months. Other then this issue, they speed and service is
good. The only thing was I had to give them warning 3 times in past
1.5 years, but they have tried their level best to retain me by even
giving me 30% discount in my bill from november to feb. So over all
with ups and downs, currently I am happy with their services.

Re: [AI] tikona wireless broadband review needed

2015-04-08 Thread Zujar Shabbir Kanchwala
Hi,

I'm using Tikona since Nov 2011 and am happy using it. They've provided 2
roof-top devices when they were stolen from the building's terrace and two
power adapters when they ceased to function without incurring any cost. Yes!
It's cheaper than other broadband services but you may also check MTNL/BSNL,
believe they may be cheaper. Good connectivity though a couple of instances
of sluggish/no connectivity. Good service except once when the connection
was down and I had to escalate the matter to the appellate authority to get
the connection restored.

Best Regards,
Zujar.

Re: [AI] tikona wireless broadband review needed

2015-04-08 Thread Mahesh S. Panicker
Well, I have been using Tikona for more than a year now.
My experience with them has been a mixed one. I used an MTNL
connection earlier, the service was godawful... MTNL's 512 KBPS
unlimited plan is slightly cheaper than that of Tikona who's plans
starts with 1 MBPS, but the Tikona 1 MBPS unlimited plan is cheaper
than that of MTNL. So in terms of money, its pretty much good. As for
the service, they give a demo test before giving the connection, and
when the connection works, the speed is consistently good. But I've
had a couple of instances wherein I had major issues with the
connection. Ones It went off for more than 2 weeks, ones for 10 days.
The call centre is there is 24-7, but their responses are on trained
lines, sounding like an automaton... But to be fair, they did
provide me with a refund for the period the connection didn't work,
adjusting it with the next bill. Considering all aspects, I think its
not a bad option to consider. I would also suggest you check out
Spectra net as well as Reliance wired broadband. With Reliance, the
wired broadband at least in Delhi, has some really attractive packages
at pretty good rates unlike the wireless one, and Spectra too has some
good plans though their coverage is not as wide as that of Tikona.

[AI] Article of Interest: Train passengers to now get 'wake-up' call from Railways - The Economic Times

2015-04-08 Thread Rahul Gambhir
Train passengers can now sleep soundly without worrying about missing
their station as the Railways has launched a new service which will
ensure that they get a "wake-up call" on their mobile phones
half-an-hour before the scheduled arrival at their destination.
Similarly, another feature - 'train destination alarm call' - has
also been introduced through which passengers will get an alert call
30 minutes before the train reaches their destination station.
The service, a joint initiative of the IRCTC and Bharat BPO, is
available through voice call on Railways enquiry number 139.
"The user needs to enter the required data such as PNR number,
station name, STD code of station while calling up 139 for getting the
wake-up alarm," a senior Railway Ministry official said.
Wake-up alarm shall be made to the passenger 30 minutes before the
train reaches the the station. Similarly, the train destination alert
call shall also be available 30 minutes before train reaches the
destination station, he added.
According to the official, after getting all the inputs like PNR and
station name on 139, the system will check current position of the
train before sending the alert call.
'139', a crucial train enquiry service, has undergone transformative
changes over the years providing round-the -clock services on
real-time basis.
One can find out the schedule of train arrival or departure, current
position of train, fare inquiry through dialling 139. One can also
book a meal on certain trains through 139, the official said.
139 customer service also provides information related to Tatkal seat
availability, cancellation, refund rules and platform position.

[AI] FYI: Teachers at Irani door for PhD relief

2015-04-08 Thread avinash shahi
1000 ad hoc teachers face uncertainty after SC validates retrospective UGC bar
Basant Kumar Mohanty
New Delhi, April 8: Delhi University teachers who face the sack after
a Supreme Court judgment last month validated a UGC order, which
retrospectively debars PhD-holders from teaching jobs if their
doctorate programme wasn't verifiably rigorous enough, are knocking on
the doors of Smriti Irani.
http://www.telegraphindia.com/1150409/jsp/nation/story_13560.jsp
Nearly a thousand ad hoc teachers, whose services are renewed every
semester, might not get a fresh term at the university after the court
order last month.

The court upheld the University Grants Commission regulation on
minimum qualification for appointment of teachers in colleges and
universities. According to that regulation, the candidates need to
have passed the National Eligibility Test or the State Level
Eligibility Test (SLET) to be appointed as assistant professors. Only
those who had got PhD degrees in line with the norms laid down by the
UGC in 2009 would get exemption from NET and SLET.

Till 2009, all PhD-holders were eligible for teachers' jobs even if
they lacked NET/SLET qualification. In view of complaints that many
universities were lowering the standards of PhD programmes, the UGC in
2009 for the first time set a uniform standard for the award of MPhil
and PhD degrees.

The regulation said that existing PhD-holders would become ineligible
for teaching posts unless the institutions that had awarded them the
doctorates certified that they had followed the just-prescribed
standards.

This regulation attracted criticism from universities across the
country for its retrospective implementation. The UGC then set up an
anomaly committee to review its own regulation. Following the report
of the committee, the UGC last year amended the norms and decided to
exempt those who had obtained their PhD degrees before 2009. But the
revised regulation is still to be approved by the HRD ministry. The
apex court ruling in the meantime has added to the confusion.

The apex court has said the HRD ministry and UGC are apex policy
makers in these matters and their norms should be followed. Sources in
the ministry said there was no clarity yet whether the revised
regulation would be approved.

About 600 of the Delhi University ad hoc teachers who will be affected
wrote to Union HRD minister Irani on Monday seeking relief.

Rajesh Kumar Jha, a teacher leader from the university, said the
ministry must intervene and ask UGC to allow exemptions to pre-2009
PhD-holders from NET/SLET. "The UGC has given exemption from NET/SLET
to PhD-holders so many times. We demand it to extend the exemption,"
Jha said.

Saikat Ghosh, a teacher at the university, said the UGC regulation of
2009 has provisions like course work of six months, evaluation of the
thesis by external examiners, and not more than 10 students under one
research guide.

Of the nearly 4,000 ad hoc teachers in Delhi University colleges,
about a thousand do not have NET/SLET qualification or PhD in line
with the 2009 regulation.

The regulation will affect thousands of ad hoc teachers across universities.

Ghosh said colleges may not renew their contract in the coming
semester and pointed out that Daulat Ram College has already come out
with a notification saying it would recruit only in line with the UGC
guideline.

UGC chairman Ved Prakash would not comment. When contacted, he said:
"I am in a meeting."
