Abstract
The stand-up comedy landscape has been transformed in recent years
with an increased number of disabled comedians performing. Using
semi-structured interviews with disabled comedians, this article
provides a thematic analysis of the material and ideological motives,
intentions and lived experiences of disabled comedians. Two themes are
discussed: comedy management and control; and affirming disability
through comedy. These themes are characterised by complexity and
contradictions. The article concludes that, although not a
straightforward process, stand-up comedy enacted by disabled comedians
is potentially a powerful tool through which hegemonic norms around
disability can be challenged and renegotiated.

This powerful collection of transdiscipinary and transnational essays
begins with a comprehensive introduction which sketches out for its
reader the significance of disabled people’s protestations to
austerity across the globe. By detailing activist efforts in the
United Kingdom, Greece, Madrid, South Korea, Bolivia, and Afghanistan,
editors Gill and Schund-Vials situate disabled people’s voices as
central right from the beginning of this volume. In short, Disability,
Human Rights and the Limits of Humanitarianism both engages with and
critiques ‘human rights’ and humanitarianism. Without doubt, the book
more than meets this aim, and it does so with a broad reach. For
example, its well-organised chapters touch upon poverty; media;
representation; humanitarian emergencies; protest and activism;
education; HIV/AIDS; Lesbian, Gay, Bisexual, Transgender, Queer,
Questioning, Intersex and Asexual (LBGTQQIA) rights; violence; organ
trafficking/markets; law and globalisation – to name just a few. An
asset of the book is its global focus, emphasising that, as a
disability studies community, we are moving away (albeit slowly) from
a dominant western disability studies and towards a more interesting
and ethical terrain. Chapters focus on, for example, disability in
humanitarian emergencies in India (Hiranandani) HIV/AIDS and
socio-economic rights in South Africa (Apon Strehlau); and many
chapters draw upon international and global discourses, economies, and
markets in their analyses. Thus, I really enjoyed this collection, and
would like to use this review to sketch out why.
From the beginning, Mark Sherry’s chapter, ‘The Promise of Human
Rights for Disabled People and the Reality of Neoliberalism’, is a
grounding first chapter. I enjoy the way Sherry writes: always without
pretention, and always with plenty of passion. In just the first few
pages readers unfamiliar with the realities of many disabled people’s
lives are given a striking awakening as to the (often cruel)
conditions that materialise for disabled people in neoliberal times.
Developing this analysis, in Chapter 3 Armineh Soorenian intricately
weaves together the politics of representation and rhetoric with the
reality of disabled women’s lives. She uses hate crime to identify the
exacerbation of discrimination against disabled women’s human rights.
For example, quoting a contributor to a recent Guardian Comment is

negative representation upon disabled women’s rights to feel safe and
secure in their own communities: ‘On days when the media runs
anti-disabled stories, it’s safest to stay indoors’ (Gleneg 20122.

through the (seemingly rampant) negative representations of disability
and disabled people which have flourished in recent times as a
right-wing British press licks the boots of the (now tired) Coalition
austerity rhetoric, Soorenian then layers over a (harrowing) analysis
of hate crime. In foregrounding representation, she offers an
important context for her reader, subtly showing that this context is
necessary – a precursor – for what we have come to know as ‘hate
crime’ to emerge. For example, to understand (if even possible) the
act of a person (Anthony Anderson) urinating over a disabled woman
(Christine Lakinski) as she lay dying, all the while encouraging a
friend to film it, one first has to understand the cultures of hate
which lie beneath such a torturous act. Soorenian sketches out the
depth and breadth of the materialisation of cultures of hate: from
‘individual’ acts of torture to institutional violence: in this case,
the UK’s Crown Prosecution Service, despite filmed evidence, did not
pursue criminal charges. Thus, Soorenian explicitly shows how public
policy, austerity, legal systems, disability and domestic violence
organisations, and negative imagery and rhetoric combine to reveal
that rights discourses – particularly those which protect from abuse
and violence – are largely ineffective and relatively powerless in the
face of the increasing vulnerability and precarity of disabled people
in the current UK context.
Moving forward, one thing I relish about this book is its explicit
engagement with that which we have come to know as ‘human’.
Inevitably, it is necessary to refer to the construct of the human –
as the foundational subject upon which ‘human’ rights are built – to
articulate why and how some humans have more access to protection
through human rights than others. Contributions to this book helpfully
fortify others’ interrogations of the (Humanist) human and imagined

Dear Sanjay,

Banking facilities to persons with blindness has been an issue even
after 7 years of RBI and IBA directions. The fact that bank employees
are not aware of procedures to be followed in such cases despite the
training modules incorporating such provisions, clearly show that at
the management's end there is lack of attention to such issues, and
even people handling the complaints are not aware of the process /
instructions.

It is clear based on my personal experience to me, that neither RBI
nor IBA is likely to do more than what they have already done, which
is issuance of these circulars.

The only possible way to take it at a serious and sincere effort at
all levels is to make RBI and IBA hear that we are still facing the
same issues, and lack of policy implementation needs serious
attention. Even if RBI in its inspection report is able to capture
such instances and make banks accountable for this, then I see this
getting solved in few years from now.

I would only request you to take one step: write to Mr. Rana Kapoor
(MD of Yes Bank), follow the first name . last name convention @
yesbank.in, copy to gover...@rbi.org.in and cgmicdbo...@rbi.org.in

What you need to highlight:

1. Denial of basic facilities like cheque book, and other instances
where you have faced problems such as internet banking etc.

 2. Lack of talking ATMs which should be installed to the extent of
25% every year out of the new installations.

3. Lack of internal policy and employee training to cater to customers
with blindness.

4. Any accessibility concerns (digital / physical infrastructure)
which you may want yes bank to improve on.

Please do it if you can articulate your thoughts well verbally and in
writing. Give the draft a careful read to avoid any spelling errors or
other things, as these are high management positions and we should
avoid hiccups in such e-mails. You may choose to ignore some of these
problems if these are not your bank specific issues, and can add
additional problems if you so desire.

The idea is just not that you should get your facilities, the idea is
to ensure that policies are implemented at a larger level. I am very
sure your branch manager will not deny you chequebook once he sees
that you have written to MD of the bank.

with retrospective effect.

After consideration, Hon lie TribWW1 vide Its judgment doted
30/04/2004, had allowed the OA and directed to comply with the policy
decision of Railways and DOPT‘s instructions dated 20/11/1$59,
Government of India's Instructions to consider providing reservation
to the Physically Handicapped Persons in posts filled by promotion.

These orders hove been upheld by Hon‘ble High Court Deihl in WP(C) No.
13621'- 28/2004
and further by Hoolie Supreme Court of Indio In SLP (Ovit Appeal) No.
5265S267/2O08

Railway Board vide letter dated 21/10/2015 has issued directions to
Implement the above said judgment for providing reseivation In
promotions to Physically Nandicapped Persons.

Instructions of Railway Board dated 02/06/2006 (RBE 70/2006) along
with DOPT's OM dated 29/01/2005 and 26/04/2006 have been circulated
under NRPS No. 13164/2006.

Further, Railway Board's letter No. 0/46)4/2009/RC-2/5 list, dated
27108/2009 showing the list of posts identified suitable for
physically handicapped persons has been issued under NRPS No.
13634/2009.

It Is imperative, therefore, that necessary action in respect of
implementation of the orders of tion*ble Court for provision of
reservation in promotions to physically handicapped persons may be
taken at the earliest and feedback be given to this office so that the
compliance report may be filed before the lion'ble Tribunal.

*New Delhi, Dec. 7:* The Supreme Court today directed all states and Union
territories to include acid-attack survivors on the disability list so they
get the right of reservation to government jobs and education benefits
under the quota for disabled persons.

"We direct all the states and Union territories to consider the plight of
such victims and take appropriate steps with regard to inclusion of their
names under the disability list," a bench of Justices M.Y. Eqbal and C.
Nagappan said.

The court said its order should be sent to chief secretaries of all states
and UTs who would have to ensure it reached district magistrates. It said
the order should be publicised to create awareness among the people.

The order came as the court asked the Bihar government to pay Rs 10 lakh as
compensation to an acid-attack victim and bear the cost of her
reconstruction surgery regardless of the amount involved.

The court also asked the state to pay Rs 3 lakh to the victim's sister who
has been providing her all help.

The bench said Rs 5 lakh should be paid within a month and the balance
within two months thereafter.

The court was hearing a petition by an NGO, Parivartan Kendra, saying the
state had not adequately compensated the victim for an incident that
occurred over two years ago. The PIL said the victim had been paid only
around Rs 1.5 lakh so far.

The NGO said though the apex court had last year directed all government
and private hospitals to offer such victims free treatment and bear the
cost of medicines and reconstruction surgery, many private hospitals were
not complying with the order.

The court today issued a fresh directive to states and UTs to ensure that
private hospitals strictly complied with its earlier orders.

A bench headed by then Chief Justice R.M. Lodha had last year banned the
retail sale of acid across the country and asked all states and UTs to
notify acid as a "scheduled substance" to stop its unregulated sale.

it started off as a research project.
they claim that with training you can navigate both indoor and outdoor
without problem.
however, really proper training has to be taken.
one drawback would be,
in crowded places,
you will not be able to concentrate on the musical notes.
they suggest you wear earphone only one side and leave other.
I am not able to suggest it's practicability so much,
because I am 0 in Mobility.
only recently I have started moving on my own Indoors.

for indoor it helps!
I am happy for the fact that,
I can even walk without a cane indoors.
its development has started in Bangalore, so you cannot purchase from
north India.
what if any of you who really travel on your own, try this device, and
suggest others?

cost is 3500. but I don't think the device has tactile output. you
just can here music of frequencies(low to high pitch depending on the
distance of you to the obstacle).

i use internet banking of 4 banks andhrabank, bank of baroda, SBI and
canara bank frequently.
SBI is the standard for VI showing how to make it accessible by
various shortcuts.
only one problem is some private banks having image verification challenge.

yes STATE BANK OF India net banking is verymuch accessable & even
Punjab national bank too, I have been using SBI net bvanking for the
past three years, electricity bill payment, gas line bill payment,
mobile & DTH recharge I do myself at home, not in office, only
precaution is do not use net banking in public computers such as
office or syber cafe do only on your personal system,

I use SBI net banking and it is fully accessible, though I hear from 
experts that it does not follow WCAG2 guidelines fully.


Furthermore, SBI branches do not readily extend net banking to blind.

I can merely laugh at the Minister. And further lament why disability
issues are not looked after by a separate disability ministry. The
World Disabled Day function was delayed cause minister had prior
appointments. Farce? isn't it? and no ramp huh? Rajasthan case is a
real shot which should awaken disability rights
activists/organisations to advocate for the separate ministry for
disability affairs. Will the RPD Bill have this provision?  Will they
take this up?

I use SBI net banking and it is fully accessible, though I hear from experts 
that it does not follow WCAG2 guidelines fully.

Furthermore, SBI branches do not readily extend net banking to blind.

1. The text recognized by webvisum is incorrect.

The copy and paste commands do not work on the income tax login site. 
Otherwise webvisum works for me. I slow down Jaws speed to the minimum and 
try to memorise the 6 characters of the verification code Jaws announces.

There is an alarm for disabled: please don’t snooze it! Sambhavana
appeals you to participate in the ‘National Resistance Camp Against
WTO-GATS in Higher Education’ on 10th December at Jantar Mantar, near
Kerala Bhavan from 10 AM onwards. The venue is only two minutes’
walking distance if you take Delhi Metro and get down at Patel Chauk
station. Exit from Gate number 2, take the L2 lift, turn right after
reaching at the roadside, walk strait for two minutes and you are
there.
GATS framework of higher education is opposed to the legally enshrined
education  rights of disabled, which we have secured through long and
hard struggles! If not resisted, the provisions for reservation in
admissions and employment, accessibility, and fellowships might be
jeopardized!
Government of India made commitments in higher education as a tradable
commodity in the Doha Round Discussions of GATS (General Agreement on
Trade and Services) of World Trade Organization (WTO) in 2004-5. This
will become an irrevocable commitment for the Government of India at
the close of the Doha Round negotiations, which is likely to happen in
the Tenth Ministerial Meeting of WTO to be held during 15th-18th
December 2015 in Nairobi, the capital of Kenya, if not withdrawn by
then. It not only includes provision for privatization of higher
education sector, but more worryingly, there is no mechanism for
social justice instruments and legal protections. Most alarmingly,
there is a clause for ‘level playing field’ between Government and
private sectors, which means that Government could only offer those
facilities which could be given by it to the stakeholders in the
private sector as well. It can’t provide facilities which are not
offered by the private sector. Else, it will be a violation of the
GATS. Even to bring any change in the laws, the GOI will have to take
in confidence the international investors. Thus, our battle to fight
the private institutions for making them disabled friendly will become
all the more challenging. Moreover, the contradiction between our
domestic laws for disabled and the compulsions of WTO-GATS will
complicate our fight with the Government too. We have already
witnessed it in two recent developments for the nation at large.
First, huge cut in the educational budget of the GOI. Second, stopping
of the Non-NET Fellowship for future students. Both of these will have
negative consequences for disabled friends as well. Until now,
Government was doing its business and private sector its own. Hence,
disabled community could afford  to focus on the Government sector for
legal entitlements and their implementation remaining less-concerned
about the private one. But we can’t afford it now! When Government
Sector shall shrink, we will have nowhere to go. Please note that
since higher education sector is organically linked with elementary
education, the implementation of GATS will impact entire education
system, not higher education alone.
It is also noteworthy that GATS has provoked world-wide opposition. Of
course, in our country, until now, there was not much public
discussion about these issues in the media for a variety of reasons
not to be detailed here at the moment. At best, a large number of
intellectuals, unions and NGOs were fighting against the inclusion of
food and health in WTO-GATS. Media was only covering these issues.
However, during last few months, the issue of education has got
attention. Yesterday, a question was raised in the Rajya Sabha about
the mandate of our Foreign Minister to ratify such a disastrous
treaty. Besides this, during last few weeks, there have been
nation-wide protests on this issue. Many organizations of different
ideological persuasions from across the country have come together at
the appeal of All-India Forum for Right to Education (AIFRTE) and they
have organized a ‘National Resistance Camp’ against the GOI’s offer of
higher education as a tradable commodity to WTO-GATS. Alongside with
Gandhians, Socialists, and Marxists groups, a large number of
organizations of Dalits, Adivasis, religious minorities, artists,
professionals and trade unions, student unions and teachers unions
have come together to

I use the internet banking of United Bank of India (UBI). It is known
as E Banking. In the home page of UBI, there is a link as "screen
reader"; click it and it works very well.

One has to send an application to the UBI branch where one is having
the account and they do extend the internet facility to the visually
impaired persons.

Dear All,
There is an alarm for disabled: please don’t snooze it! Sambhavana
appeals you to participate in the ‘National Resistance Camp Against
WTO-GATS in Higher Education’ on 10th December at Jantar Mantar, near
Kerala Bhavan from 10 AM onwards. The venue is only two minutes’
walking distance if you take Delhi Metro and get down at Patel Chauk
station. Exit from Gate number 2, take the L2 lift, turn right after
reaching at the roadside, walk strait for two minutes and you are
there.
GATS framework of higher education is opposed to the legally enshrined
education  rights of disabled, which we have secured through long and
hard struggles! If not resisted, the provisions for reservation in
admissions and employment, accessibility, and fellowships might be
jeopardized!
Government of India made commitments in higher education as a tradable
commodity in the Doha Round Discussions of GATS (General Agreement on
Trade and Services) of World Trade Organization (WTO) in 2004-5. This
will become an irrevocable commitment for the Government of India at
the close of the Doha Round negotiations, which is likely to happen in
the Tenth Ministerial Meeting of WTO to be held during 15th-18th
December 2015 in Nairobi, the capital of Kenya, if not withdrawn by
then. It not only includes provision for privatization of higher
education sector, but more worryingly, there is no mechanism for
social justice instruments and legal protections. Most alarmingly,
there is a clause for ‘level playing field’ between Government and
private sectors, which means that Government could only offer those
facilities which could be given by it to the stakeholders in the
private sector as well. It can’t provide facilities which are not
offered by the private sector. Else, it will be a violation of the
GATS. Even to bring any change in the laws, the GOI will have to take
in confidence the international investors. Thus, our battle to fight
the private institutions for making them disabled friendly will become
all the more challenging. Moreover, the contradiction between our
domestic laws for disabled and the compulsions of WTO-GATS will
complicate our fight with the Government too. We have already
witnessed it in two recent developments for the nation at large.
First, huge cut in the educational budget of the GOI. Second, stopping
of the Non-NET Fellowship for future students. Both of these will have
negative consequences for disabled friends as well. Until now,
Government was doing its business and private sector its own. Hence,
disabled community could afford  to focus on the Government sector for
legal entitlements and their implementation remaining less-concerned
about the private one. But we can’t afford it now! When Government
Sector shall shrink, we will have nowhere to go. Please note that
since higher education sector is organically linked with elementary
education, the implementation of GATS will impact entire education
system, not higher education alone.
It is also noteworthy that GATS has provoked world-wide opposition. Of
course, in our country, until now, there was not much public
discussion about these issues in the media for a variety of reasons
not to be detailed here at the moment. At best, a large number of
intellectuals, unions and NGOs were fighting against the inclusion of
food and health in WTO-GATS. Media was only covering these issues.
However, during last few months, the issue of education has got
attention. Yesterday, a question was raised in the Rajya Sabha about
the mandate of our Foreign Minister to ratify such a disastrous
treaty. Besides this, during last few weeks, there have been
nation-wide protests on this issue. Many organizations of different
ideological persuasions from across the country have come together at
the appeal of All-India Forum for Right to Education (AIFRTE) and they
have organized a ‘National Resistance Camp’ against the GOI’s offer of
higher education as a tradable commodity to WTO-GATS. Alongside with
Gandhians, Socialists, and Marxists groups, a large number of
organizations of Dalits, Adivasis, religious minorities, artists,
professionals and trade unions, student unions and teachers unions
have come together to oppose the decision of the GOI to offer higher
education sector to WTO-GATS. They all agree that GATS is not in the
interest of marginalized people and for the sovereignty of the nation.
We believe that it is equally detrimental to the legal rights of
disabled. , The Resistance Camp of AIFRTE and allied organizations at
Jantar Mantar has already commenced on 7th December and shall continue
up to 14th December. Sambhavana has decided to join it on 10th
December, as we believe that offering higher education sector under
WTO GATS would prove detrimental to the interests of disabled
community. Therefore, we look forward to seeing you there in great
numbers. We will fight and we will win!

I use the net banking services of SBI, Indian Bank and Indian Overseas
Bank (IOB).
I find Indian bank internet banking more convenient for me than the
other two. SBI is of course good, but I find Indian bank site more
easy to navigate in less time.
Though Indian Overseas bank is accessible, the fund transfer, add
payee and remove payee options are not read out by the screen readers.
Because, once you move your cursor to these options, the additional
links appear to the right or left side. Those links (such as
intra-bank transfer, NEFT, RTGS) are not read out by Jaws or NVDA.
This is a serious problem and it will be better if someone can suggest
me some solution...
