Hope this discussion about the very utility of this new card will
continue and will let the big shots of NGOs think. At the time of
making adhar your identification marks are also taken. The very same
document can have the disability mentioned also. When there is process
of raectification in adhar like address change then new adhars for
disabled may also be obtained with their certificates uploaded and
verified. Secondly, when railways is trying to make adhar compulsory
for e-ticketing then no extra card would be required. It would also
reduce the burden of issuing railway cards.

I have asked from many people about this feature from some of my
friends and they all told that they too don't know whether windows has
such in built features. I started to do some online search and I found
this solution through copywhiz software.
Though I have not tried it myself, but I thought I will paste this

Is there any key stroke to copy multiple files or folders at a time
using JAWS or NVDA?
Let me simplify my requirement:
Say for example, I need to copy 3 subfolders from one particular main
folder and 5 sub folders from another main folder, so on and so forth.
Or if not subfolders, just imagine I need to copy many files similar
to the example I gave above.
If from one folder at a time, then I know how to do it but it takes so
much time if I have to do it for more than 30 subfolders which are
kept not in the same folder but in different locations.

and don't have electricity in villages to start pc. why don't government 
launch it like aadhar enrollment. and what about that blind person who even 
not enrolled for aadhar due to the denial of enrollment centre? there is a

Thanks for the response.
I have asked from many people about this feature from some of my
friends and they all told that they too don't know whether windows has
such in built features. I started to do some online search and I found
this solution through copywhiz software.
Though I have not tried it myself, but I thought I will paste this
link here if anyone in the list might want to give it a try.

how many blind people are having computer and computer literate? what the 
government really want to do? why it should not be introduce as enrollment 
procedure like aadhar card? where an individual can visit the centre and 
enroll him for the disability ID card? only accessindia people will be 
benifitted through such online mode. what this useless DRCs district 
rehablitation centers are doing? unfortunately big NGOs don't have a 
practical approach to resolve the issues relates to blindness. even the 
blind people are denied to enroll for aadhar card by the owner of enrollment 
centre.

identity card. only Harish Kotian appears to be optimistic about its

I am really confused now. Article 263 talks about setting up of inter state 
council. I don't see the connection with thedisability authentication system

for Disability Certificate. Reads instructions and fills up online
application.
Step3: Upload color passport photo and other requisite documents like
Income Proof, Identity Proof and SC/ST/OBC proof as required.
Step4: Submits data to CMO Office/Medical Authority.
Step5: CMO Office/Medical Authority verifies data.
Step6: CMO Office/Medical Authority assigns the concerned
specialist(s)
for assessment.
Step7: Specialist Doctor assesses disability of PwD and gives opinion
on disability.
Step8: Medical Board reviews the case and assign disability
percentage.
CMO Office prepares Disability Certificate and generates UDID and
Disability Certificate.
Step9: UDID datasheet goes for UDID Card printing and Card dispatched
to PwD.

It is article 261 and not 263 as eroneously mentioned by me earlier.

Article 261 in The Constitution Of India 1949
261. Public acts, records and judicial proceedings Full faith and credit shall 
be given throughout the territory of India to public acts, records and judicial 
proceedings of the Union and of every State
(2) The manner in which and the conditions under which the acts, records and 
proceedings referred to in clause ( 1 ) shall be proved and the effect thereof 
determined shall be as provided by law made by Parliament
(3) Final judgments or orders delivered or passed by civil courts in any part 
of the territory of India shall be capable of execution anywhere within that 
territory according to law Disputes relating to Water

having gone through reactions and comments it seems everybody is
confused regarding relevance and utility of this so-called unique
identity card. only Harish Kotian appears to be optimistic about its
success.
considering previous experiences, it does not promise much hope. what
is needed is a positive change in negative mindset of those who are at
the helm of affairs. they must sincerely make efforts to do something
concrete rather than merely filling up files to augment their
position.
if they really know article 263, then in my opinion only one card--say
AADHAR--should suffice to prove one's disability.
beside proving that a person is really disabled what other purpose do
all these cards serve?
hope wisdom shall prevail and things shall be simplified.
