[AI] regarding committee on national policy on persons with disabilities

Dear friends! 

 

It is indeed a matter of concern that the work of a committee constituted
for the purpose of putting together a draft of a revised national  policy on
persons with disabilities has either not been moving at all, or is moving at
a snail's pace. The said committee was constituted way back on the twelvth
of July 2018; and, I understand most of us are not even aware of the
progress it has made so far in carrying out its mandate of evolving a
revised draft. 

 

I am pasting below the relevant  notification issued by the concerned
Department of the Ministry of Social Justice and empowerment, govt. of India
for this purpose for your information.

OFFICE MEMORANDUM

 

Subject:  Constitution of Committee to Review National Policy for
Persons with Disabilities, 2006

 

  The undersigned is directed to say that the National Policy for
Persons with Disabilities was adopted in 2006. Subsequently, India became a
party to United Nations Convention on Rights of Persons with Disabilities
(UNCRPD) which was ratified on 01.10.2007. The Central Government has also
enacted the Rights of Persons with Disabilities Act, 2016 which came into
force from 19.04.2017. The Act is in line with the provision of the above UN
Convention.

2.   Given the above developments, the National Policy for Persons with
Disabilities, 2006 needs to be reviewed to bring it in line with the new law
and in harmony with the provisions of UNCRPD. With a view to review the
existing National Policy, it has now been decided with the approval of the
competent authority to constitute a Committee with the following composition
and terms of reference:-

B. Terms of reference:  

(a) To review the existing National Policy for PwDs, 2006.

(b)To study similar policy documents for PwDs existing in other
progressive countries and also UN provisions relating to Sustainable
Development Goals.

(c) To examine the programmes/schemes of various Central
Ministries/Departments as well as States for empowerment and inclusion of
persons with disabilities in the society.

(d)To suggest a comprehensive National Policy for Persons with
Disabilities in synergy with UNCRPD, RPwD Act, 2016 and in line with the
motto of Sustainable Development Goals as well as vision of the Government
"Sabka Saath Sabka Vikaas".

 

 

3   (a)  The Committee may co-opt any other member who it
may think appropriate. 

(b)   The meeting of the Committee will be held in Delhi.
However, the Committee may meet at any other place as per the convenience of
Chairperson.

(c)The non-official members coming from outside Delhi will
be entitled for TA/DA as applicable to Class I officer of the Central
Government.  In case of other members, it will be borne by their respective
organizations.

dDpear all,
As per my experience, the accessibility  with Talkback has reduced in the newer 
Airtel Xstream android set top box. In the home screen now Talkback is not 
reading the app names. When TV channels are changed, it is possible to read out 
the current and next program names with details but the channel name is not 
read out. If anyone has a better experience with  this box then please let me 
know.

The good thing is that even in Android TV OS there is a shortcut to switch off 
and switch on Talkback. If the Accessibility Services Suite is updated, then 
you will find Accessibility shortcut in Settings > Accessibility. Here choose 
Talkback.
At the same location you will see the keys  to be pressed from the remote.

In Airtel Zstream I can press and hold up and down volume keys to switch off 
and switch on Talkback. In Sony Smart TV I am able to do the same by pressing 
and holding the mute key. Pranay, Ketan, I hope you have either  figured this 
out or you are reading this.

A day after the sit-in-protest at Delhi’s Mandi House by the persons
with benchmark disabilities (PwBD) over alleged irregularities in
railway recruitment exams, the Indian Railways on Monday assured that
candidates would be appointed on merit.

The protests began over Railway Recruitment Board (RRB) Group D jobs
in 2018. Several ‘Divyangjan’ (differently abled) students have been
protesting since October 23 citing irregularities in the filling up of
posts reserved for PwBD in the recent Level-1 recruitment exercise.

Indian Railways had issued a centralized recruitment notification in
February 2018 for around 63,000 posts. The notification also included
posts for persons with benchmark disabilities (PwBD).

“The qualified PwBD candidates would be appointed as per their
merit/turn in their respective Railway zones as per vacancies notified
for the different classes of Divyangjan. Any unfilled vacancies would
not be filled by other non-PwBD candidates,” the railway ministry in a
statement.

Based on the provisions of the revised PwBD Act that mandated 4%
reservation for PwBD categories (including newly introduced multi
disability category), an additional window was notified for candidates
to apply. Followed by this a clear 1% distribution of vacancies for
each of the four PwBD categories for the recruitment exercise was made
increasing the total number of vacancies reserved for PwBD to around
2500, according to the Indian Railways.

The protesters had filed a complaint before the Court of Chief
Commissioner For Persons With Disabilities (Divyangjan) about this
revision in the vacancy percentage and specific grievances of some
Divyangjan candidates in some railway zones as regards communication
on qualifying marks and calling for document verification

“A detailed meeting with representatives of the protesters with senior
Railway Board officers was also held in the office of Secretary,
Ministry of Social Justice on October 24, to understand the
grievances, explain the railways’ position and actions taken, and
assure the protesters that all grievances would be examined and those
genuine addressed in a time-bound manner,” the ministry said.

The ministry also said the recruitment process was still underway and
more PwBD candidates, would come up for appointment in the coming
weeks. “Under no circumstances will any vacancy for Divyangjan be
filled by any other categories. In certain circumstances, where the
vacancies of PwBDs are not filled up, the same is carried forward to
the next recruitment cycle/notification,” the ministry added.

[AI] Accessibility of Read me note 8

Friends
A friend of mine is wishing to  buy Read me note 8 on my suggestion derived 
from this very group.
However, she has heard that it has issues  like:

1.   Speaker gets automatically turned on when phone is taken away from ear;

2.Call gets mute suddenly while talking; and

3.   Talk back does not properly read notifications.
Please tell whether there are these issues, and if yes, can they be tackled by 
changing settings etc.

Otherwise, please suggest a good accessible phone in the budget of ten 
thousand, please?

/3099/2019) is a non-profit organization striving for promotion of the
Indian art, culture
and literature through various ventures all over India.
Society is instituted by well-known Filmmaker Beenu Rajpoot of Delhi.
In the last one and half decades, she has made a niche in the field of
films. The
society was founded with the above context and purpose. It will
primarily promote all types of arts comprising classical dances,
music, folk dances, folk
music, tribal arts etc. It will also endeavour to promote local
handicrafts, paintings, theatre, photography, films, and literature.
Perhaps world would
be colourless, uncreative and insipid without art & culture. To
preserve our great Indian traditional and modern Art & Culture,
‘AGRIMAA SOCIETY OF ARTS’
will undertake to promote it through the medium of performing arts,
seminars, films, discussions, and various other activities on various
platforms.

Agrimaa Society of Arts, is Celebrating World Disability Day 2019. For
that purpose we are organising program on 3RD December 2019 at Delhi.
This program
would be totally dedicated to people with disabilities. Here we are
presenting 1st AGRIMAA SAMMAN 2019, for differently abled artists of
related to Indian
art, culture & literature field, those who are working with passion &
determination to promote Indian art forms in their respective fields.
Award Details are below:-
AGRIMAA SOCIETY OF ARTS Presenting 1st AGRIMAA SAMMAN 2019.
Number of awards will be two, one for Male category and one for Female
category.
Cash price, Trophy and Certificate to be presented to the awardees.
Final decision of selection of Awardees shall be taken by the Jury.
We are calling entries for differently abled artists (Age below 40
years), only persons with benchmark disabilities are eligible for this
award.
Self-nomination is allowed. Send your brief profile on email along
with media report (if any), social media, and You Tube links of two
different performances.

Last date for receiving entries 15TH Nov 2019.
