Previously in my laptop, the PDF files could easily access opened with
Adobe reader
but the moment I switched on Win7 32bit and Win10 64bit I am unable to
process the PDF files! I guess I am finding the absence of perfect
adobe reader for it.
But in Android phone, You may prefer Envision AI app. It is so
worthful it reads PDF, pictures everything!

try with acrobat adobe reader xi or adobe reader DC.
older version may not work correctly in windows 10.
However reading pdf file even text in full is still a challenge for screen 
reader users.

I would like to recommend to go for talkback instead voice assistance.
Couple of features are missing on voice assistance such as text selection,
copy, cut, paste on edit mode, copy to last  utterance and so on.
