I agree that you should choose to migrate to a new bank for salary
account if the merged entity (Axis Bank or any other bank which
acquires City's  retail business in India) is not accessible.
Moreover, if you are in private sector organisation, your company may
allow salary account in only a particular set of banks. If you are in
public sector organisation other than bank you can have salary account
in any bank of your choice.
Additionally, I maintain account in SBI and HDFC bank both.
SBI's net banking portal https://onlinesbi.com is 100% accessible as
it is developed in pure HTML format. However, they deliver 8 character

While different banks may be  good at different levels. However, what
matters is which banks are supported  by your  organisation for salary
account purposes. also, while citi exits, all of their banking
opperations would move to Axis. Just the way they did some time ago
for a lot of other government banks & the accounts keep on functioning
without any issues just like in the case of so many merged government
banks.
