If that link or URL is recognized by JAWS as link, then Ma'am you can try
these 2 method 1- use ctrl+right arrow keys to reach to the link text then
hit enter
if not work
2- press insert+Z to turn on quick keys on in JAWS then use your arrow keys
to reach   hyper link and press enter
hope any 1of these method should activate that link. these both options are
working in my system.

that. If we will give file. The RTO will reject it.
So, I wanted to know that. Does visually impaired who has 100% impairment.
Cannot get the concession. And other benefits.. If the answer is that we
can get. So, I would request someone to throw light on it. As, I am in need
of a car very urgently.

You have 2 options that you can try.

 

1.  Go to link list by pressing insert F7 and then move to the desired link 
by using aero key. When you are there, press the tab key till you hear 
“activate link” and then hit enter.
2.  If the above solution does not work, then again go to the link list by 
using the above method and then tab till you hear “move to link”. Then press 
enter and then press Application key or shift+F10. And then aero down to “copy 
hiper link” and then press enter. When the link is copied, then open your 
default browser and then paste the link on the address bar and then hit enter. 
This should definitely work.
