This might be a record in the history of Code Factory development, only three 
and a half weeks to provide its users with a new feature-packed update of 
Mobile Speak. It seems that this year the seasons are reversed, summer time is 
Christmas time!

“One day after sending V5.5 to sign to the Symbian test house, Nokia launched 
an updated firmware version for many popular devices and some of our 
accessibility got broken. We were attending the NFB convention in Orlando a 
couple of days later and everyone was waiting for this new version of Mobile 
Speak supporting new devices and featuring new functionality. We didn’t know at 
that time how long it would take us to support this new firmware so we 
preferred not to postpone the release of V5.5,” explained Eduard Sánchez, Code 
Factory’s CEO. “Therefore right after releasing V5.5 our development team put 
all their efforts into supporting the new firmware updates, but they went 
further than that. One more time, they reviewed the list of features requested 
by our users and beta testers, picked up a few of them and added more 
functionality to this update.”

Main highlights of Mobile Speak 5.6 are:

  a.. Support for new firmware versions which were released in June 2011 on the 
following 9.3 and 5th edition devices: C5-00, E5, E52, E72, 6700 slide, C6-00, 
C5-03, 5230, 5235, 5250, 5530, 5800, X6, N97 mini. Specific items which changed 
in this firmware and which now work correctly again are: Web browser, Email, 
Built-in Help screens, Standby screen's horizontal shortcut list and Symbol 
table. 
  b.. Support for Nokia Internet Radio: Internet Radio is a free application 
which allows you to listen to radio stations from all over the world via the 
Internet. It is supported on a wide range of devices, from Symbian 9.1 through 
to the latest Symbian Anna phones. It comes pre-installed on many devices 
(check inside the Music, Radio or Applications folders), while on others it 
will need to be installed. Since it uses the Internet, make sure that you 
either have a WLAN connection active or are using a data plan, to avoid data 
charges. Stations can be browsed by many categories including type of music, 
language, country or popularity. Favorite stations can be saved so that they 
can easily be accessed later. 
  c.. Global copy and paste shortcuts: Mobile Speak v5.60 adds new commands for 
Copy (Command + 6 from the Default layout) and Paste (Command + Long 6 from the 
Default layout). The Copy command will copy the last spoken text, as determined 
in the list of the last 5 texts spoken in Command + *. You therefore have the 
possibility to copy any of the last 5 items spoken, simply press Command + * 
until you hear the desired text, and then press Command + 6 for this text to be 
copied. You can then move to any writable edit field (e.g. writing an SMS or 
email, notes, address field or anywhere else where you would normally write 
text) and press Command + Long 6 to paste the text at the current cursor 
position. This powerful tool will be useful in many situations, for example 
when copying text or links in the web browser and pasting them into an email or 
SMS message. 
  d.. Support for emoticons (smileys): A large number of devices from Symbian 
9.3 and above have built-in Emoticon support in the Messaging application. 
Mobile Speak will now read these emoticons when they are encountered when 
reading and writing SMS messages. When writing an SMS, these emoticons can be 
added either by writing the appropriate symbols, or by using the emoticon 
symbol table which is available on these supported devices (either under the 
Options menu, by pressing * or, on QWERTY devices, by pressing the Symbol key). 
In addition, support is also provided for a number of common emoticons in all 
applications, even on devices which do not have built-in emoticon support. The 
list of supported emoticons, along with the symbols of which they are composed, 
is found in the Mobile Speak manual. 
  e.. Support for the Catalan language. The addition of the Acapela Catalan 
Laia voice and Catalan software localization. 
  f.. Updated Acapela Czech Eliska voice package, to include patch from Acapela 
which should fix some problems with the character C. Note that no other voice 
packages have changed since v5.50.

than 4 years Android has reached a 35% smartphone market share and Symbian has 
lost its leadership position. However Symbian remains the most advanced 
platform for screen reading technology and this is why we keep investing

Factory's CEO. "Symbian Anna, the latest flavor of the Nokia OS is faster, 
simpler and better. The Nokia E6 is a fantastic phone. It has enough keys to do 
everything without having to use the touchscreen and Mobile Speak 5.5 works

Support for upcoming Symbian Anna firmware upgrade and latest Nokia smartphones
  a.. Symbian^3 Anna is the latest operating system available on all Symbian^3 
phones. It comes built-in with the Nokia E6 and X7, while it is available as a 
recommended software upgrade for other Symbian^3 devices (N8, E7, C7 and 
C6-01). For users of Mobile Speak, Symbian^3 Anna provides an improved user 
experience when navigating around lists and menus in Keypad or Joystick modes, 
since it will in general maintain focus on one of the list items when opening a 
new list. All apps and features supported in previous versions of Symbian^3 are 
also supported in Symbian^3 Anna, including the new web browser and email 
client. 
  b.. Added support for recently released Nokia E6 and X7 devices. The E6 is 
certain to be a popular choice for blind and visually impaired users who prefer 
the traditional QWERTY keyboard interface. It is physically very similar to 
other candybar-shaped QWERTY phones like the E71, E72 or E5. All standard keys 
are present except for the soft keys. However, Mobile Speak reorganizes the use 
of the keys while it is loaded: the Calendar Key (to the left of the joystick 
and below the Menu key) has been modified to act as the left soft key, and the 
Contacts key (to the right of the joystick and below the Email key) to be the 
right soft key. This means that it is not necessary to use the touch screen at 
all to have full access to the E6 (except for a couple of gestures in apps like 
the web browser, to bring up the web options grid). The default Command key is 
the Email key on the E6 and the Camera key on the X7.

Graphics Labeler
  a.. Mobile Speak v5.5 introduces a graphics labeler. This powerful tool 
allows many images, graphics and icons to be labeled so that a specific text 
phrase can be spoken whenever the graphic is encountered on the screen. 
  b.. By default, some graphics are already labeled when you install Mobile 
Speak v5.5 (e.g. when adding an entry to the calendar on some devices such as 
the C5 or any Symbian^3 phones, there are icons next to each field to indicate 
their meaning). However in most other places, you will need to add your own 
labels. This can be done in a very straightforward manner using the Review 
Cursor (Command + 3). 
  c.. Graphics labels are stored in an XML file and can be easily shared 
between devices.
Support for new apps and new voices
  a.. New Acapela HQ voices: US English Tracy, French Antoine, Spanish Ines, 
Danish Rasmus, Indian English Deepa, Finland Swedish Samuel and Italian 
Fabiana. In addition, all Acapela HQ voices, as well as Czech Sabrine, French 
Caroline and Spanish Javier, have been updated. 
  b.. Support for the phone's online Help (User Guide) in most phones where it 
previously was not accessible (i.e. Symbian 9.3 and all Touch phones). These 
pages are found as an option by pressing the left soft key in most system 
applications. As soon as these help pages are opened on these devices, their 
full contents will start to be read, without the need to press any shortcuts. 
They can then be read in a very convenient way, using the same shortcuts 
available when reading emails in the new Nokia email client (e.g. 2 to jump to 
top, 8 to jump to bottom), or read by word/sentence/paragraph etc by using 
Mobile Speak shortcuts in the reading layout. 
  c.. Support for the phone's Search application (available on most devices 
from Symbian 9.2 and above). This powerful application allows you to rapidly 
search for specific content on your device. You can enter a search string and 
all results will be shown and updated as you type. Search categories include: 
Music, Contacts, Calendar, Messages, E-mail, Bookmarks, Images, Videos, 
Applications, Note

I want to know whether this is due to mobile speak- though it appears

I think there could be a problem with the mike also as most people ask
me to repeat myself.

This is Satguru from New Delhi, India.

I've just bought Nokia C5 three days back and installed talks V5.003 (demo
version).

Here are my findings:
1. Don't know about the appearance of the contact window visually, but
totaly inaccessible with talks. However, since I used my previous sim 
which
has all my contacts stored so I know them all and I search them by typing 
a

few innitial alphabates.
2. Talks crashes when opening profiles and screen goes totally black for 
few

seconds and resumes automatically with talks reading the standby screen.

3. You can't make an outgoing call with talks running; you will have to 
mute

it before pressing the call button. If you don't do so, and press the call
button, the above mentioned thing will happen and you will be landed on 
the

main window (Standby).

4. Soft key2 (command to anounse caller's name when incoming call is 
there)

doesn't work. Pressing this key to hear the caller's name also would yeald
the same result. and you will not be able to take that call. (call gets
disconnected and phone returns to main window).

CHENNAI: A health insurance scheme for persons with autism, cerebral palsy, 
mental retardation and multiple disabilities was launched at the Spastics 
Society of Tamil Nadu here on Tuesday. 

'Niramaya' aims at providing affordable health insurance and improving the 
general health condition and quality of life of persons with disability. The 
scheme will be implemented and monitored by the National Trust through a third 
party nodal agency with the active participation of local-level committees. 

Inaugurating the scheme, Social Welfare Minister Geetha Jeevan said as an 
experimental measure, the scheme was introduced in Erode district and now 
extended to all districts. It would be a boon to persons with disability, she 
said, and appealed to parents of disabled children to make use of the scheme. 

N. Raveendran, Managing Director, ALEgION Insurance Broking, the implementing 
agency, said enrolment had started. So far 2,500 affected persons were covered. 
"We want to cover the entire population of affected people in the State." Over 
300 hospitals had been identified in the State so far and more would be 
included in future. 

The premium had been fixed at Rs.250 per annum. For those whose parents' 
monthly income was less than Rs.15,000, the government itself would pay the 
premium. Enrolment procedure was simple and insured person could take treatment 
in one of the identified hospitals. This was the first time that health 
insurance was introduced for disabled persons as they were considered high risk 
group, Mr. Raveendran said. 

N.S. Palaniappan, Secretary, Social Welfare Department, said the State 
government had initiated many welfare schemes for the disabled children.

CHENNAI: R. Priya, a visually challenged girl of V.V.V. College for Women in 
Virudhunagar, had an unusual project in mind for her M.Phil dissertation - 
'Rehabilitation programme for women at the Vellore special prison.'

In a rare gesture, the Prison Department permitted Ms. Priya to interview 50 of 
the 72 convicts lodged in the special prison. Many of them were serving a life 
sentence. 

"They were very kind to me and answered all my questions. Besides the 
rehabilitation aspects, I focussed on their socio-economic background. Almost 
all the women inmates are illiterates and hail from a rural background," Ms. 
Priya says.

According to her, many women prisoners confessed that they committed crimes 
because they were left with no option. "Harassment by drunken husbands and 
extramarital affairs are common reasons for their taking the extreme step. 
There are some aged women convicted for female infanticide and dowry deaths."

A majority of the inmates expressed satisfaction over the facilities at the 
prison. However, some opined that vocational courses such as tape and thread 
making were decades-old employment schemes introduced during the British 
regime. Such skills would not fetch employment on release. They wanted better 
income-generating programmes, the girl quoted the prisoners as saying. 

This was not the first venture of Ms. Priya. When she was a post graduation 
student in a Madurai college, she did a project on the life convicts in Madurai 
central prison. Her father runs a tea shop at Anna Nagar, Madurai. "I want to 
do Ph.D based on the living conditions of prisoners in Tamil Nadu and recommend 
measures that will make their life easy," she added.

Director-General of Prisons R. Natraj said the student's request for project 
work in the Special Prison for Women in Vellore was considered as a special 
case. She showed keen interest in understanding the life of women convicts, he 
added.

and Kanyakumari are covered. Details regarding maximum temperature, minimum 
temperature and rainfall can be obtained. 

The information can be had in three languages - English, Tamil and Hindi. After 
opting for the language, one can dial '1' for local weather. If one dials '2' 
for other cities, there will be a beep tone, and the STD code of the city about 
which information is sought has to be entered. A communication from S.R. 
Ramanan, Director in the Office of the Deputy Director General of Meteorology, 
stated that the Area Cyclone Warning Centre, Regional Meteorological Centre, 
Chennai, was running an interactive voice response system for the last few 
years. The public could access the information by dialling the toll free 
number.

CHENNAI: The Metropolitan Transport Corporation will introduce Global 
Positioning System (GPS) facility in 500 buses by the end of this year.

At present, 55 buses plying on two routes Tambaram - High Court and Tambaram - 
Avadi have the GPS installed in them. 

The facility helps passengers waiting at a bus stop to track the movement of a 
particular bus, fitted with GPS, by following the information displayed on a 
board fixed at select bus stops. This would help the passengers use the MTC 
services according to their convenience, said a Transport Department official. 

The World Bank had provided a grant of Rs 3 crore for this initiative. The 
International Institute of Information Technology, Bangalore, is the nodal 
agency for monitoring the project, said an officer of the Transport Department.

In order to fix the display boards connected to the GPS, new bus shelters would 
be constructed in the city and its suburbs. While the MTC has control over 
nearly 450 bus shelters, the Chennai Corporation has control over nearly 350 
bus shelters. 

They would be renovated and the work would begin soon, said the Transport 
Department officer told The Hindu.

sessions, think again. Students from around the world will soon use the popular 
voice over the Internet service to learn Carnatic music from the University of 
Madras.

the lesson being taught in Chennai, they will be able to download a recorded 
lesson from a server here, she said. The Computer Science Department is helping 
to sort out the technical details. 

More practical training can be held during visits to Chennai or at the 
university's distance education centres across the world. Tests will be 
conducted online. The certificate will allow students with any undergraduate 
degree to pursue a Masters degree in music.

CHENNAI: The Central Bureau of Investigation move to gather information through 
short messaging service (SMS) and e-mail on corrupt practices in Central 
Government establishments has evoked good response from the public.

According to sources in the agency, a special team of the Anti Corruption 
Branch has received hundreds of SMS messages and e-mails since the initiative 
was launched on August 1. Christened 'Fight Against Corruption,' the CBI's SMS 
message was sent to at least 10 million mobile phone users in Tamil Nadu and 
the Union Territory of Puducherry through telecom operators, who agreed to do 
it free. 

The SMS message calls for complaints of corruption in Central Government 
offices/Banks/Public Sector Undertakings. With an assurance that the details of 
the sender would be kept strictly confidential, the agency sought inputs 
through SMS (9444049224), email ( [EMAIL PROTECTED]) and voice call 
(044-28255899).

"We are receiving an average of 30 SMS [messages] and an equal number of emails 
and phone calls every day from people across the State on specific information 
about corruption in various offices. Inputs on State Government establishments 
are being forwarded to the Directorate of Vigilance and Anti-Corruption. This 
mechanism is not only to generate information but also to create awareness 
among the public," a senior CBI official said.

Every piece of information, be it through SMS or email, was being stored and 
processed systematically under the direct supervision of senior officials. 
"There are some motivated or biased inputs. We are not taking direct action on 
any complaint. The CBI has its own time-tested methodology of verifying the 
complaints. While information would be kept secret, details of informers 
(senders) will not be revealed under any circumstances," the official said.

Encouraging response 


This system of involving the public in giving information was first tried out 
by the CBI in Mumbai where the response was encouraging. 

"This is an opportunity for the people to expose corrupt officials. We are 
getting some good inputs...our job will be to develop the information by 
ascertaining its genuineness and initiate subsequent action. The sender need 
not be the complainant," he said, adding that the initiative would be a 
deterrent to corrupt practices.

CHENNAI: The Madras High Court has ordered that three posts of P.G. Assistant 
(Commerce) in schools to be kept vacant until further orders.

Passing interim orders on a petition filed by three visually handicapped 
persons, who said they were postgraduates in commerce with B.Ed and M.Phil 
qualifications, Justice N. Paul Vasanthakumar ordered notice. In the common 
writ petition, B. Jayaraman of Villupuram district and two others said the 
Social Welfare and Nutritious Meals Scheme Department issued an order, dated 
December 3, 2007, providing for employment for 200 visually handicapped 
graduates and postgraduates in Tamil and history in high and higher secondary 
schools.

Special measure 

This special arrangement was meant to eradicate unemployment among the visually 
handicapped. 

An implementing G.O. was passed by the School Education Department in May this 
year to fill 100 posts in Tamil and 100 posts in history with visually 
handicapped candidates in high and higher secondary schools. pursuance 

The petitioners submitted that besides those with Tamil and history, the number 
of visually handicapped graduates and postgraduates with B.Ed, M.Ed. and M.Phil 
qualifications in commerce, economics, music and political science were waiting 
for employment for several years after registering themselves with the 
employment exchange.

They said the impugned orders were discriminatory and unconstitutional. 

"Call for records" 

The petitioners urged the court to issue a writ calling for the records 
relating to the two orders and quash them.

Cracking the Code of Accessible Search

It was revealed this month that Google has become the fifth biggest
company in the US, bigger even than McDonalds and Disney: a
reflection of the fact that the way we search the internet has become
one of the most important parts of our lives.

As no-one with a disability or who works with or is close to someone
with a disability needs reminding, the desires and needs of people with
disabilities are precisely the same as those of everybody else, which
means that searching the internet is high on their list, too.

Google was always a highly usable site, one of the secrets of its
success: simple and functional and text-based, which means it is fairly
accessible already to people navigating the internet using text-to-
speech converters or other special access technologies. But in recent
years the company has realised that it is not just access to the search
interface, but browsing the results; and even the accessibility of the
sites returned as results that dictates how accessible the whole search
experience has become.

The man charged with looking at these issues for Google is research
scientist T.V. Raman. Based at Google HQ in Mountain View,
California, Raman is responsible for developing Google Accessible
Search (
http://labs.google.com/accessible/ ),
a trial version of the Google search interface that is designed to be
easier to use by people with impaired vision or other disabilities,
including a system of ranking search results according to the
accessibility of the site.

"My job is to look at what Google technology can do for users with
disabilities: to make sure it works with assistive technology, and also
to look at what we can build to help in new ways," he told E-Access
Bulletin in an exclusive interview recorded during a UK trip last
month.

"Search is very useful for people with impaired vision, but one of the
things I had observed over the years is that websites returned on the
third, fourth or fifth page of results were often the most easy to read.

"I built accessible search last year to address this. It is not a different
one: it is Google, the same index, the same magic. But it swaps the
order of search results depending on whether they are easy to read."

To make this assessment, the software looks at a group of 'design
patterns' such as whether the HTML code is clearly structured;
whether the page makes sense with images turned off; how the page
uses colour; and whether the page can be used without a mouse.

"It looks at a whole bunch of things, some positive, some negative.
And it gets trained: using user feedback on the results, it is trained to
learn over time about which sites are the most useful."

The accessible search tool is still in development, though it is publicly
available through the Google testbed area 'labs.google.com'. While
still primarily marketed by word of mouth, the ultimate goal is to make
it a choice on the main Google home page, T.V. said.

As befits a multi-billion pound technology company, these days
Google's activities extend far beyond its initial core offering of an
internet search engine, and T.V.'s work also includes looking at the
wider range of Google's work such as web-based software and desktop
tools to try to ensure that these, too, are as accessible as possible.

"I am looking at the whole range of Google products that have rich
value to people with impaired vision. Blind users for example want
simple ways to add events to a calendar." To help people gain access,
Google has released the source code to its API (application
programming interface)", he said, "and we are also looking for how we
can make highly interactive web applications work better with assistive
technologies."

T.V.'s background is an unusual one for a Silicon Valley high flyer.
His initials are a clue: they stand for Tiruvilwamalai Venkatraman,
being respectively his ancestral village and his father's name, as is the
tradition in Southern India, where he was born, in 1965. Blind since
childhood, he had a tough fight on his hands in a society where the
barriers to achievement for people with disabilities are far higher than
in many more developed countries in the West - barriers of both cost
and social attitude.

Nevertheless he managed to shine as a student with particular gifts in
maths, obtaining a place at the Indian Institute of Technology in
Bombay. From there he successfully applied for a place at Cornell
University, an Ivy League institution among the best colleges in
America, travelling there in 1989 to take a PhD in mathematics.

needs.  College Students and Graduates Association of the Blind, Chennai, 
every year, organises agitations and they achieve their demands.  This year 
too,  they have got appointment with the Chief Minister of the State today, 
through their strong protests only.  Let us pray for their demands to be 
fulfilled.  Wherever such strikes and agitations are organised, we all have 
to extend our support as far as possible.  Unless you knock the door, you 
cannot get anything from the government.

This is, indeed, a great effort.  I thank NSDL chairman, its officials, all 
the members from various organisations and individuals who involved in the 
great task. I also thank the St. Xaviour's college, Ms. Kanchan Pamnani for

Distant Learning.  before enrolment I had enquired about scribe as the
examinations are online and I had recd reply saying that if other
institutes provide they too will provide.  now I have to pay first
instalment fees.  they have asked me to wait for they haven't been
able to get info about scribe.  I request any members from Pune to
