Health insurance scheme for persons with disability Special Correspondent CHENNAI: A health insurance scheme for persons with autism, cerebral palsy, mental retardation and multiple disabilities was launched at the Spastics Society of Tamil Nadu here on Tuesday. 'Niramaya' aims at providing affordable health insurance and improving the general health condition and quality of life of persons with disability. The scheme will be implemented and monitored by the National Trust through a third party nodal agency with the active participation of local-level committees. Inaugurating the scheme, Social Welfare Minister Geetha Jeevan said as an experimental measure, the scheme was introduced in Erode district and now extended to all districts. It would be a boon to persons with disability, she said, and appealed to parents of disabled children to make use of the scheme. N. Raveendran, Managing Director, ALEgION Insurance Broking, the implementing agency, said enrolment had started. So far 2,500 affected persons were covered. "We want to cover the entire population of affected people in the State." Over 300 hospitals had been identified in the State so far and more would be included in future. The premium had been fixed at Rs.250 per annum. For those whose parents' monthly income was less than Rs.15,000, the government itself would pay the premium. Enrolment procedure was simple and insured person could take treatment in one of the identified hospitals. This was the first time that health insurance was introduced for disabled persons as they were considered high risk group, Mr. Raveendran said. N.S. College for Women in Virudhunagar, had an unusual project in mind for her M.Phil dissertation - 'Rehabilitation programme for women at the Vellore special prison.' In a rare gesture, the Prison Department permitted Ms. Priya to interview 50 of the 72 convicts lodged in the special prison. Many of them were serving a life sentence. "They were very kind to me and answered all my questions. Besides the rehabilitation aspects, I focussed on their socio-economic background. Almost all the women inmates are illiterates and hail from a rural background," Ms. Priya says. According to her, many women prisoners confessed that they committed crimes because they were left with no option. "Harassment by drunken husbands and extramarital affairs are common reasons for their taking the extreme step. There are some aged women convicted for female infanticide and dowry deaths." A majority of the inmates expressed satisfaction over the facilities at the prison. However, some opined that vocational courses such as tape and thread making were decades-old employment schemes introduced during the British regime. Such skills would not fetch employment on release. They wanted better income-generating programmes, the girl quoted the prisoners as saying. This was not the first venture of Ms. Priya. When she was a post graduation student in a Madurai college, she did a project on the life convicts in Madurai central prison. Her father runs a tea shop at Anna Nagar, Madurai. "I want to do Ph.D based on the living conditions of prisoners in Tamil Nadu and recommend measures that will make their life easy," she added. Director-General of Prisons R. Ramanan, Director in the Office of the Deputy Director General of Meteorology, stated that the Area Cyclone Warning Centre, Regional Meteorological Centre, Chennai, was running an interactive voice response system for the last few years. GPS in more MTC buses P. Oppili CHENNAI: The Metropolitan Transport Corporation will introduce Global Positioning System (GPS) facility in 500 buses by the end of this year. At present, 55 buses plying on two routes Tambaram - High Court and Tambaram - Avadi have the GPS installed in them. The facility helps passengers waiting at a bus stop to track the movement of a particular bus, fitted with GPS, by following the information displayed on a board fixed at select bus stops. This would help the passengers use the MTC services according to their convenience, said a Transport Department official. The World Bank had provided a grant of Rs 3 crore for this initiative. The International Institute of Information Technology, Bangalore, is the nodal agency for monitoring the project, said an officer of the Transport Department. In order to fix the display boards connected to the GPS, new bus shelters would be constructed in the city and its suburbs. While the MTC has control over nearly 450 bus shelters, the Chennai Corporation has control over nearly 350 bus shelters. They would be renovated and the work would begin soon, said the Transport Department officer told The Hindu. CHENNAI: The Central Bureau of Investigation move to gather information through short messaging service (SMS) and e-mail on corrupt practices in Central Government establishments has evoked good response from the public. According to sources in the agency, a special team of the Anti Corruption Branch has received hundreds of SMS messages and e-mails since the initiative was launched on August 1. Christened 'Fight Against Corruption,' the CBI's SMS message was sent to at least 10 million mobile phone users in Tamil Nadu and the Union Territory of Puducherry through telecom operators, who agreed to do it free. The SMS message calls for complaints of corruption in Central Government offices/Banks/Public Sector Undertakings. With an assurance that the details of the sender would be kept strictly confidential, the agency sought inputs through SMS (9444049224), email ( [EMAIL PROTECTED]) and voice call (044-28255899). "We are receiving an average of 30 SMS [messages] and an equal number of emails and phone calls every day from people across the State on specific information about corruption in various offices. Inputs on State Government establishments are being forwarded to the Directorate of Vigilance and Anti-Corruption. This mechanism is not only to generate information but also to create awareness among the public," a senior CBI official said. Every piece of information, be it through SMS or email, was being stored and processed systematically under the direct supervision of senior officials. "There are some motivated or biased inputs. We are not taking direct action on any complaint. The CBI has its own time-tested methodology of verifying the complaints. While information would be kept secret, details of informers (senders) will not be revealed under any circumstances," the official said. Encouraging response This system of involving the public in giving information was first tried out by the CBI in Mumbai where the response was encouraging. "This is an opportunity for the people to expose corrupt officials. We are getting some good inputs...our job will be to develop the information by ascertaining its genuineness and initiate subsequent action. The sender need not be the complainant," he said, adding that the initiative would be a deterrent to corrupt practices. Jayaraman of Villupuram district and two others said the Social Welfare and Nutritious Meals Scheme Department issued an order, dated December 3, 2007, providing for employment for 200 visually handicapped graduates and postgraduates in Tamil and history in high and higher secondary schools. Special measure This special arrangement was meant to eradicate unemployment among the visually handicapped. Interview - T.V. Raman, Research Scientist, Google. Cracking the Code of Accessible Search by Dan Jellinek. It was revealed this month that Google has become the fifth biggest company in the US, bigger even than McDonalds and Disney: a reflection of the fact that the way we search the internet has become one of the most important parts of our lives. As no-one with a disability or who works with or is close to someone with a disability needs reminding, the desires and needs of people with disabilities are precisely the same as those of everybody else, which means that searching the internet is high on their list, too. Google was always a highly usable site, one of the secrets of its success: simple and functional and text-based, which means it is fairly accessible already to people navigating the internet using text-to- speech converters or other special access technologies. But in recent years the company has realised that it is not just access to the search interface, but browsing the results; and even the accessibility of the sites returned as results that dictates how accessible the whole search experience has become. The man charged with looking at these issues for Google is research scientist T.V. Raman. Based at Google HQ in Mountain View, California, Raman is responsible for developing Google Accessible Search ( http://labs.google.com/accessible/ ), a trial version of the Google search interface that is designed to be easier to use by people with impaired vision or other disabilities, including a system of ranking search results according to the accessibility of the site. "My job is to look at what Google technology can do for users with disabilities: to make sure it works with assistive technology, and also to look at what we can build to help in new ways," he told E-Access Bulletin in an exclusive interview recorded during a UK trip last month. "Search is very useful for people with impaired vision, but one of the things I had observed over the years is that websites returned on the third, fourth or fifth page of results were often the most easy to read. "I built accessible search last year to address this. It is not a different one: it is Google, the same index, the same magic. But it swaps the order of search results depending on whether they are easy to read." To make this assessment, the software looks at a group of 'design patterns' such as whether the HTML code is clearly structured; whether the page makes sense with images turned off; how the page uses colour; and whether the page can be used without a mouse. "It looks at a whole bunch of things, some positive, some negative. And it gets trained: using user feedback on the results, it is trained to learn over time about which sites are the most useful." The accessible search tool is still in development, though it is publicly available through the Google testbed area 'labs.google.com'. While still primarily marketed by word of mouth, the ultimate goal is to make it a choice on the main Google home page, T.V. said. As befits a multi-billion pound technology company, these days Google's activities extend far beyond its initial core offering of an internet search engine, and T.V.'s work also includes looking at the wider range of Google's work such as web-based software and desktop tools to try to ensure that these, too, are as accessible as possible. "I am looking at the whole range of Google products that have rich value to people with impaired vision. Blind users for example want simple ways to add events to a calendar." To help people gain access, Google has released the source code to its API (application programming interface)", he said, "and we are also looking for how we can make highly interactive web applications work better with assistive technologies." T.V.'s background is an unusual one for a Silicon Valley high flyer. His initials are a clue: they stand for Tiruvilwamalai Venkatraman, being respectively his ancestral village and his father's name, as is the tradition in Southern India, where he was born, in 1965. Blind since childhood, he had a tough fight on his hands in a society where the barriers to achievement for people with disabilities are far higher than in many more developed countries in the West - barriers of both cost and social attitude. Nevertheless he managed to shine as a student with particular gifts in maths, obtaining a place at the Indian Institute of Technology in Bombay. From there he successfully applied for a place at Cornell University, an Ivy League institution among the best colleges in America, travelling there in 1989 to take a PhD in mathematics.
