hai, I was able to open that PDF file by opening it with K1000. But,
Here is another problem!. Another PDF file cannot be opened through
adobe reader or K1000. The dialogue appear is, "adobe reader could not
open this file, because either it is send throu an email attachment or
it has not been correctly decoded. K1000 too cannot scann that kind of
files. I have attached one of such file. hoping your suggestions,

Hello friends, I am using the BSNL BroadBand inter-net connection. But
I am not able to avail the twenty percent charge relaxation provided
by theBSNL for the visually impired persons. When I enquired the BSNL
exchange, they, the officials are not aware of such an order.
Unfortunately, I  don't have a coapy of that order. From where I can

rescue of a visually handicapped person who cleared the 2006 Civil
Services examination and the interview but was denied employment.

It directed the Government of India to appoint him under the
provisions of Persons with Disabilities (Equal Opportunities,
Protection, Rights and Full Participation) Act.

A Bench consisting of Justices Altamas Kabir and Cyriac Joseph
rejected the Centre's contention that since posts for the visually
handicapped had not been identified, no appointment could be provided
to respondent Ravi Prakash Gupta. Mr. Gupta, who is 100 per cent
blind, himself argued the case.

Writing the judgment, Justice Kabir said the fact that the respondent
was eligible for appointment in the civil services after having been
declared successful and placed at Serial No. 5 in the Disabled
Category of the visually impaired candidates could not be denied.

The Centre's contention on implementation of the provisions of Section
33 of the Disabilities Act only after identification of posts suitable
for such appointment “runs counter to the legislative intent with
which the Act was enacted.”

The Bench said that “to accept such a submission would amount to
accepting a situation where the provisions of Section 33 of the Act
could be kept deferred indefinitely by bureaucratic inaction. As has
been pointed out by the High Court, neither Section 32 nor Section 33
makes any distinction with regard to Grade ‘A', ‘B', ‘C' and ‘D'
posts.

They only speak of identification and reservation of posts for people
with disabilities, though the proviso to Section 33 does empower the
appropriate government to exempt any establishment from the provision
of the said Section, having regard to the type of work carried on in
any department or establishment.”

The judges said, “The Legislature never intended the provisions of
Section 32 of the Act to be used as a tool to deny the benefits of
Section 33 to these categories of disabled persons indicated therein.”

In the instant case, the Delhi High Court set aside the orders of the
Central Administrative Tribunal rejecting the relief sought for by Mr.
Gupta. It directed the Centre to grant him appointment as there was
sufficient number of vacancies in which he could be appointed. The
present appeal by the Centre is directed against this order.

The Supreme Court Bench, while declining to interfere with the High
Court order, granted the Centre eight weeks for complying with the
directions.

Disapproving of the Centre's stand, the Bench imposed Rs.20,000 costs
on it to be paid in four weeks.

These people are not coming from outside India. They are the citizons
of this largest democracy. After 63 years of our independence, people
in these areas are deprived of minimum standard of life, even though
our government is supposed to be spending crores of mony for poverty
iradication. What happened, ten to twenty% of our population became
richer. I am not justifying killing. But, when we are denied of the
basic rights to which we are entitled to like food, water, education
etc, don't know the will be sharp reaction.

physician and rights activist Binayak Sen continued on Tuesday, with
philosopher Noam Chomsky, historian Romila Thapar and 80 others,
including leading academics, writers and journalists, signing a joint
statement condemning the “unbelievable savagery” of the sentence.

Urging his immediate release as well as the early hearing of his
appeal “with enlightened reason” by the higher judiciary, the
statement said: “The damage done by this shocking verdict to our
Constitutional order must be undone.”

The statement expressed shock that Dr. Sen should have been held
guilty of sedition and sentenced to life.

It said:

“Dr. Sen never resorted to violence against any other person, never
incited anyone else to resort to violence, never entered into any
conspiracy against the constitutional order of the country, and never
entered into regular service of any organisation that was involved in
any such conspiracy, for furthering its cause. On the contrary, as a
doctor he served the people with devotion and helped to save many
lives; as a human rights activist he stood up in defence of the rights
of the downtrodden. And yet he has been handed down this sentence
whose savagery is unbelievable.

“Such an action on the part of the State in the name of preserving the
constitutional order will only serve to undermine that constitutional
order itself. It will inevitably raise the thought in the minds of
many that an order within which the activities of a person like Dr.
Sen can be held to be ‘seditious' is not worth defending.

“Such an impression must be avoided. The damage done by this shocking
verdict to our constitutional order must be undone. The higher
judiciary of the country must hear his appeal expeditiously, must
grant him immediate bail till the end of the appeal process, and must
judge his case with enlightened reason.”

offered to defend rights activist Binayak Sen, who was sentenced by a
trial court to life imprisonment for sedition, in a higher judiciary.
He also said he did not find it contradictory to fight the case and be
a Bharatiya Janata Party (BJP) MP at the same time.

“No party line says that lawyers should not appear for some people,”
Mr. Jethmalani said. He said if Dr. Sen sought his professional
assistance, “I will do it for him. I will be very happy to fight for
him.”

Mr. Jethmalani said he cannot criticise the Chhattisgarh court order
as he had not seen the judgment. “But personally, I think the case is
weak. I think he has been wrongly convicted.”

The former Chief Justice, A.M. Ahmadi, said he was “taken aback” by
the judgment.

Mr. Ahmadi said carrying letters and handing it over to somebody else
was not a strong ground to convict someone.

The former Chief Justice, V.N. Khare, has said the State has to prove
to the hilt that the person who it has got hold of is guilty. “In case

provisions of the Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995 for the benefit
of the differently-abled had not been implemented so far, the Supreme
Court on Thursday warned the States of contempt action if the Act was
not implemented properly.

A three-judge Bench of Chief Justice S.H. Kapadia, Justice K.S.
Radhakrishnan and Justice Swatanter Kumar in a brief order said: “On
going through the provisions of the Act, prima facie, we are
dissatisfied that several important statutory duties have remained
non-compliant till date. We are not even sure as to whether the
Central Co-ordination Committee has been duly constituted under
Section 3 by the Central government, as provided in 1995 Act.”

Earlier senior counsel Colin Gonzalves, appearing for the petitioner
Rajive Raturi, submitted that that though several guidelines have been
framed under the Act for the benefit of the differently-abled, neither
the Centre nor the States showed interest in implementing the same. He
said that though the National Building Code and the Central Public
Works Department had framed guidelines for creating special facilities
for differently-abled persons at public places such as railway
stations, bus terminus, airports, trains, buses and aircraft, till
date no such facility had been created.

The Bench in its order directed the Centre to provide the following
information within four weeks: “Whether the Central Coordination
Committee has been constituted under Section 3 of 1995 Act. If not, we
would like to know within what period the said Committee would be
constituted in accordance with the Act.; If Central Co-ordination
Committee has been constituted, whether such Committee has given
directions/guidelines to the State Coordination Committees under 1995
Act.

“If such guidelines exist, they should be annexed to the affidavit. We
also want to know whether any funds have been disbursed to the State
Co-ordination Committees. If so, whether utilisation certificates have
been issued by the State government from time to time.”

The Bench said: “This order is strictly based on the provisions of
1995 Act, particularly, Sections 3, 8, 13 and 18 and the provisions of
Chapters VII and VIII of 1995 Act. We make it clear that if the States
do not enforce the National Building Code of India as well as the
guidelines issued by the Central Public Works Department, we would be
taking contempt proceedings, for which the petitioner(s) could move
before this Court.”

Hello friends, I am using Kaspresky2010 as antivirus. Some days back I
read in a mail in this list about disabling the firewall setting of
antivirus to make some programs like IDM to work. Now I am not able to
work with IDM, Classic file menu of MS Office2007 etc. When I try to
open these shotcuts, "Windows cannot identify the location, you may
not have the permition to access this file press okay butten" commands
appears. How can I disable the firewall setting of Kaspresky?

recieved the above  said message. Just now, I triedd to register. I
got a message that "your mobile number is already activated". Still no

On Sunday, when 35-year-old Miranda Tomkinson took the national
eligibility test (NET) of the University Grants Commission (UGC) at a
private college in the city, for the first time in his life, he read
the questions without the help of a scribe.

Not just that, the visually-impaired Tomkinson also read out the
answers to his scribe with the help of the Braille question paper.

He walked out of the examination hall with the question paper, almost
like everybody else. He can now store his question paper and more
importantly, refer to it without anybody’s help. This was not possible
before.

Tomkinson, who also has a degenerative hearing disorder, was able to
get a Braille question paper on Sunday after a year-long struggle and
a host of representations, including an RTI petition, to UGC. On
Friday, the Madras High Court directed UGC to set the paper for the
visually impaired in Braille.

Tomkinson was writing the exam to be eligible for the post of
assistant professor.

Smitha Sadasivam, assistant coordinator, disability legislation unit
of Vidya Sagar, which took up his cause, said this was the first time
the UGC had given a Braille question paper and the case had set a
precedent.

“I cannot forget this day,” said Tomkinson after a day spent writing
paper I, II and III of the Test.

“In the absence of communication, it is not possible to accomplish
anything,” he said.


Though it was a victory for Tomkinson on Sunday, Sadasivam said, as
per court order, the facility should have been extended to all the
visually-impaired candidates who appeared for the Test.

Friends, I am using the 1GB monthly plan 250 bsnl broadband
connection. I've ecceeded my 1GB usage limit. When I start browsing,
it shows a redirection page, where it notifies me about the completion
of my free brousing. I switched off the modom and restart browsing as
adviced by the BSNL officials. Still, the same problem happens.
However, I am able to open and use my gmail account and the homepage.
Whenever I go to another page it is redirected to the bsnl redirection
page.

Friends, how to apply a formula in an excell worksheet to all the rows
in it? I mean I've to prepare my monthly sallary sheet. I'll input the
basic pay da and such data in each row for each month.I should get the
sum of every row without typing the formula in each of the row. How

Yes, the Railways has extended the E-card facility throughout India.
I've applied at the Palakkad Devision office, but don't know about
Tamilnadu stations. In Karnataka, in Manglore central we can apply as
it is within the Palakkad devision.
Along with the application form, you've to submit self attested copies
of your Date Oof Birth proof, photo id proof, address proof and the
railway consession form along with two passport size photos. Do not
paste it on the form, just bring with you.

didn't receive any acknowledgement. They told me that, they will call
when the card is ready and did not said any time limit.

[AI] Jaws not reading desktop and add or remove program items

Friends, I am facing a strange problem. Jaws is not announcing the
items in the desk top area. instead, it announces like "1 of 10'. How
can I resolve this problem?
