Mobit they do not know about the circuler issued on 19th march when I
told them about the circular they told me to get them a print of that
circular & will go to DRM office on Wednesday or thirsday, but I
cannot understand so many days after submitting all my documents I
have not received the ID card, I had submitted on 26th February 2015
now almost one & half month is over I had sent one of my friend to ask
in DRM office they replied that they will call the concerned person
till then never enquire about the ID card, actually the official who
is sitting inside the pass section in DRM office in new delhi he
himself is unaware of 19th March circular, after that many of my
friends have submitted their forms but there was no proper reply about
the id card by the railway authority.  this is harassment for disabled
persons, why no NGOs are criticizing about this, or nobody law
specialists in this group are taking any measure.

I think, making of ID Card should be an optional. Means, those who want to 
purchase online/offline tickets, can go for an ID Card. And those who don't 
want to purchase online tickets can go by the traditional way.

Yes friends, I confirm it, that at another railway ticket counter also  they 
have refused to book the ticket with the help of recent railway consession 
certificate. So what to do now? Because new E card will take at least 1 month 
to prepare, till than shall we have to purchase normal ticket, mean ticket with 
out concession?

Mohib, today morning I phoned them both & enquired about their
concession certificate they both had gone to NFB delhi on 10th
February 2015 & had got done new concession certificate according to
new proforma, DRM office people are not accepting the old proforma
when I had gone first time with my old concession certificate in the
month of January 2015 they refused me & told me to get new concession
certificate & gave me the new proforma then on 15th February 2015 I
went to NFB delhi & got done new concession certificate, my old
concession certificate expiry was on 2017.

card from northern railway here in Delhi the first person is Rakesh
Kumar Shukla living in timarpur & the other person is Sunil Kumar
Meheto living in Reeds Line Delhi University I saw the card the size
of card is 6inch length & 5 inch bredth the main problem in this card
is expiry date is printed as 31st January 2016 this means this card is

viz. Concession Certificate, Photo Identity proof, Date of Birth
proof, Address proof and two passport size photographs either in
person or by post for issuing Railway Photo Identity card by
submitting one set of attested photocopies (self attested) of the said
documents. It should be addressed to Sr. DCM of the concerned
division. The envelope containing documents should be superscribed
“Application for issue of railway Identity Card for Physically
Challenged Persons for ticketing”.
2. DRM office will get the Concession Certificate, IDs etc. verified
by Commercial Inspector, who will contact/visit the hospital which has

certificate which is recent one. The man at ticket counter asked my friend

project has been launched on Northern Railway for concession based
ticketing through counters as well as internet (online booking) for
the physically challenged persons using Photo Identity Card with

2.  Pursuant to the Budget Announcement of the Hon’ble MR during
presentation of the Railway Budget 2015-16, it has now been decided by
Board to launch this Scheme on all Indian Railways which will enable
the physically challenged persons to book concessional reserved
tickets across PRS counters, e-ticket/i-ticket through IRCTC website
and also concessional unreserved tickets across the UTS counters
throughout the country on the authority of Photo Identity Card (which
will be uniquely numbered) to be issued by the Railways. The detailed
procedure to be followed for implementation of the Scheme along with a
specimen of the Photo Identity Card are enclosed herewith,
3,  CRIS and all Zonal Railways are requested to ensure effective imple
the Scheme at the earliest under intimation to this office.

Ensuring correctness of particulars and other factual details shall be
the responsibility of verifying official. On the basis of Commercial
Inspector’s report, Sr. DCM will issue Identity Card to Physically
Challenged Person. The total process till the issuance of card should

But they have refused to book the ticket on regular railway concession
certificate which is recent one. The man at ticket counter asked my
friend to obtain ID card from railway commercial office and also tol
that these certificate are no more valid after the introduction of
that electronic ID. What does railway do?

Dear Friend,

Both Concession certificate and ID card for booking railway ticket are
different.  With concession certificate (new format), you can book
ticket from the ticket counters at railway stations.  With ID card you
can book ticket both from counter and through IRCTC.

handicapped persons to facilitate them to book the concessional
