Wonderful initiative.

I do look forward to a day when all competitive exams particularly banking
would be conducted on computer without a scribe...

In fact, prashant jee, we would like to initiate such integrated education in
good mainstream schools with backend support here at Nagpur.
We may talk further on this...

Subject: Re: [AI] Big step taken by NAB Delhi to make visually impaired
students independent in reading and writing

Dear all,
Please note that this policy at NAB Delhi has not been declared suddenly.
First of all, for those who do not know, NAB Delhi pursues integrated
education where our children study in the best mainstream schools in our
area with non-disabled children. NAB Delhi provides all required support to
the blind students on a day to day basis. Our special educators help the
students with homework and difficult subjects in the afternoon just as
parents do. We provide reading material in accessible formats and visit the
school regularly to sensitize and support the school teachers in working
with blind students in their class.

The result of this model has been just fantastic. We are proud that most of
our ex-students are doing very well. There is a notable improvement in the
personality, general awareness and confidence of our students due to
schooling in the mainstream.

During the last 5 years we have started a program of supporting the
education with technology tools. Children are given exposure to the
computers and digital devices like Android tablets from class 3 and by class
6 they are expected to be independent in using the computers for reading and
writing. 90% of our students between class 6 and 12 have been given personal
laptops. There is a dedicated computer lab for training the students and
classes are also arranged in the evenings. There is limited internet Wi-Fi
for senior students in the campus. Note that the primary education still
happens in the Braille medium. All blind students learn to read and write
Braille and get their books in Braille. We also have large print facilities
for those who are recommended to use large print and magnifiers for reading
and writing.

Some of our students have been writing school exams on computers with great
success for years. However, many others have taken the easy way out and
opted for the volunteer provided by the school to write the exam. This
scribe is sometimes a student of a higher class or even a teacher or staff
of the school. I am sure all of you will admit that when our exams are
written by others, the results do not always reflect our knowledge and
ability. Sometimes we suffer due to mistakes made by the scribe and at other
times gain due to interventions made by the scribe knowingly or unknowingly.
On the other hand, we have noticed a remarkable improvement in the academic
performance and development of those students who are writing exams
independently as compared to those who do not yet do so.

I understand that it will not be possible for other institutions to
implement such a policy soon. They should do the ground work before blind
students are asked to write exams on the computers.

At my stint in Delhi university, I was involved in adoption and
implementation of the current exam writing policy. I fully support the
current CCPD and MSJE policy where print disabled students are entitled to
extra time and choice of a medium to write their exam - using a scribe,
computers or Braille. The students must have the choice and should get
extra time even when they use the computers.

However, at NAB where we are in the position of guardians, we must do all we
can to develop the skills and knowledge levels of our students. We
understand that in the current information age and digital era, there is a
threat of digital divide for persons with blindness. Those who will adopt
the digital medium will have the opportunity to grow and progress and those
who do not adopt it may get left behind. This is why we are trying to
encourage our children to use the digital medium through this policy.

I believe when the scribe option was created, there was no way the blind
could write in a medium that could be read directly by the mainstream. But
now we have solutions. The computer is just a replacement of pen and paper
as far as exam writing is concerned. The sighted children at school need
not use a computer since they can use the pen and paper.

We are firmly behind our students and will support them at each step of this
transition. Children will be given required training and we will work with
the schools to facilitate provision of question papers in electronic
format. As far as technology and its reliability is concerned, there are no
major doubts. Class 10, 12

The switch is not quite as simple as it is said. Educationists have to work out
solutions. Maybe one needs to look at coming up with innovations and

Agreed! Any revolution brings with it pain, but in the long run it will be a
major gain. By the time students reach their Post Graduate level, they will be
on top of the technology. Their ability to fit into the professional World will
be that much better. No more stories of scribes backing out at the last minute

2016-12-05 Thread Dhananjay Bhole
Dear all,
This has inspired me to make independent our university students with
visual impairment in writing exams. We already have provision that
students can write their exams using computer and assistive
technologies.
But unfortunately students with visual impairment do not choose
computer option for writing exams. We impart basic computer training
to our undergraduate and graduate students to make them independent in
all kinds of academic assignments.
Unfortunately very few students take interest in learning computer.
Because they are getting easy jobs in banks and government sector.
Malpractises are going in such recruitment exams. aspirents always
demand qualified writers to write their exams so that they can qualify
such recruitment exams without efforts. Several NGOs are also openly
supporting such malpractises. Also most of the selected candidates for
government jobs are not given any assignment after deployment. That's
the reason the interest of the students is lowered in academics and
learning job oriented skill.
Now a days corporate Employers are willing to employ persons with
disabilities. But they are not getting qualified job aspirents with
disabilities. In rural Maharashtra students with disabilities do not
ready to appear job interviews of corporate organizations. In short it
seems that aspirents with visual impairment don't want to take
efforts.

We compulsorily conduct theory exams of our basic computer course on
computer without any scribe which get them difficult to qualify.
In last 2 years I have seen that students are not interested in
completing computer assignments in our basic computing course.
Therefore, Students choose other institutes for basic computer course
certification which is easy for them to get a piece of paper so
called certificate.

Also enrolment of students with visual impairment is low in the
schools and departments of Savitribai Phule Pune university despite of
having good disability support service and parcial financial
assistance. Because we never entertain excuses of students with visual
impairment and their demand for exemption in academic assignments. We
provide support to make them independent in entire academics. Instead,
they choose colleges where their excuses are entertained and they are
even allowed to skip classes and academic assignments.
However every year I get few very good students who have strong desire
to learn and take challenges. But their number is very less.

This initiative of NAB delhi will make students independent right from
primary schooling and create interest in childhood about technologies.

it is good to know that the primary education still
happens in the Braille medium. All blind students learn to read and write
Braille and get their books in Braille. now these days most students don't
know english braille grade 2. I found that it is due to their teachers who
also don't know english braille grade 2.

students independent in reading and writing

Dear all,
Please note that this policy at NAB Delhi has not been declared suddenly.

Class 10, 12 and university exams have been written using the
computers for many years

Re: [AI] Big step taken by NAB Delhi to make visually impaired students independent in reading and writing

2016-12-05 Thread Prashant Verma
Dear all,
Please note that this policy at NAB Delhi has not been declared suddenly.

I understand that it will not be possible for other institutions to

major doubts. Class 10, 12 and university exams have been written using the
computers for many years now by some of our friends on this list.

I have full confidence in the ability of our students. Children learn so
fast, we get surprised to see how easily our class 2 and 3 students have
learnt to use the android touchscreen tablets to download and read Bookshare
titles. They are just too eager to learn more and are taking to computers
like duck takes to water.

With regards,
Prashant Ranjan Verma
NAB Delhi General Secretary

yes friends a great step by NAB.
the implementation is the main concern like what happened during this
demonetization time in banks.
as bhavya sir and others told, maths and science related papers should
be made accessible.
teaching touch screen computers and mobile devises should be a part of
curreculam from class1 of blind students which NAB should take it up
to government.
then, they can slowly bring exam writing in to practice.
NAB should sensitise government in contributing to the development of
free screen readers like NVDA and focus on developing good
synthesisers for major indian languages.
government and NAB need not born entire cost from public taxes.
they can use well-settled blind employee's sponsers and interested
contributers in making all books and question papers accessible to
screen-readers.

Hi Prashant Sir,
Firstly, I thoroughly welcome this necessary policy change, being a
Grade 9 student myself who gives a majority of his school examinations
digitally too.
However, following are a few concerns I have which you may wish to
take into account to ensure that these don't surface as problems:
* I am compelled to give my Unit Tests and SummaSummative Assessments
(quarterly and half-yearly) for the Hindi subject (and formerly
Sanskrit too) with a scribe, because my school is unable to provide
the question paper in Unicode. Also, although I do give the small
Formative Assessments for Hindi on my computer, I must confess that it
is a slightly more arduous task to proofread Hindi typing than English
text partially due to slight lack of speech synthesis quality. It
should also be noted that I maintain all my Hindi notes myself on a
Word file, and used to do the same for Sanskrit.
* I use Math Type and NVDA to type Math, and despite what I would like
to believe to be a fairly good typing speed, significantly also due to
my lack of regular self-practice, my Math typing speed is not always
equal to a sighted counterpart writing on paper. The Math subject and
its examination digitization would needed to be considered carefully.
Thanks.

Although it is a revolutionary step, what Rajendra Durve has written must
also be taken into consideration. Even the sighted school students are not
using computers for writing their examinations. the level of students is
bound to be different, and all students may not learn the computer with
equal ease. See the example of touch screen mobiles. some find it to be very

This is not at all a revolutionary decision!!

Sorry friends... but I'm as a student who knows technology very well
is not at all agree with this decision!!
It won't 100% work!
I myself come across many Technical failures, Machinery faults,
several times during online exams!
It will increase the burden of VH student during Examination time like:
A student has to listen the question from Synthetic voice to read out
the questions, at the same time She/he has to focus on her/his typing
speed, has to be careful about the Symbols to put in, while typing,
time duration, Spelling mistakes, Paragraph change, etc.
tell me one thing, then what will happen with the vital right of the

In this way, the Scribe rule of the country will be affected and being

Policy to make visually impaired students independent in writing
examinations

All teachers, students, parents and staff associated with NAB Delhi
are

requested to take a note of this important policy change.

Recognizing the positive impact of introducing ICT in school education
of
the visually impaired children, NAB Delhi proposes to make all its
Class

6
to 12 students independent in reading and writing. NAB Delhi wants to
do
away with the practice of using Scribes and enable its students to
write

their examinations independently using computers.

1. This policy covers all visually impaired students pursuing
school
education through the Integrated Education Department of NAB Delhi
possessing a laptop either provided by NAB Delhi or their own

2. Such students will have to compulsorily take the school
examinations
(unit tests, half yearly/yearly exams) of Class 6 to 12 using the
computers
after April 2017.

3. The only exemption to this will be the board examination of
Class
10
and 12 till 2018.

4. NAB Delhi will not arrange for scribes or make any payment for
scribes after April 2017 to assist blind students in school
examinations.

5. A list of those students who have to write exams using the
computers
after April 2017 will be prepared and published before end of December
2016.
Arrangements for computer training of these students will be made.
These
students will be evaluated for their typing speed, accuracy and
computer

operation skills before end of March 2017.

it is a wellcoming step!!!
but requires proper guidance, proper assessment of the students
knowledge of computers including the typing speed, and the functioning
of the machine before exam.
it will improve the spellings, grammer, punctuation knowledge, ETC. we
all learn through mistakes and all sited people have also learned
spellings by getting a negative marking for speling mistake. it will
be nice to concentrate on the positive aspect.
I hope this gets implemented across the country, with proper supervision.

Indeed a welcoming step. I've taken my exams using computers till 12th
standard barring board exams and I've no doubt the independence that
it offers is truly liberating. In college I was forced to make use of
scribe due to certain excruciating circumstances otherwise I would
have continued using computers as a mode of taking exams. I completed
my schooling in 2010 and now it is 2016 and there have been definite
improvement in technology.

A student has to listen the question from Synthetic voice to read out
the questions, at the same time She/he has to focus on her/his typing
speed, has to be careful about the Symbols to put in, while typing,
time duration, Spelling mistakes, Paragraph change, etc.
tell me one thing, then what will happen with the vital right of the
scribe guidelines of the country for which many big lawyers fought
cases in Supreme court to converts the Extra time into Compensatory
time?
In this way, the Scribe rule of the country will be affected and being
a very young age students will have to come across various natural
difficulties other than these I mentioned above!
I don't understand, how the passed out students from school is
supporting such rough innovative experiment on their Innocent
juniors!!
Friends, just remember your own school days class test, unit test and
examinations difficulties! Just assume yourself in their place and
then give a flick of immagination! How difficult it will be!!

[AI] Big step taken by NAB Delhi to make visually impaired students independent in reading and writing

2016-12-05 Thread Prashant Ranjan Verma
Dear all,

I think NAB Delhi is the first institution in the country to take this
pro-active step. When a solution is available, there is no reason the
visually impaired should depend upon volunteers for writing and reading.
Please see the document below, it is self-explanatory. We seek your support
in its implementation.

NATIONAL ASSOCIATION FOR THE BLIND
Sector - 5, R.K. Puram, New Delhi - 110022

CIRCULAR

3 December 2016

Policy to make visually impaired students independent in writing
examinations

All teachers, students, parents and staff associated with NAB Delhi are
requested to take a note of this important policy change.

Recognizing the positive impact of introducing ICT in school education of
the visually impaired children, NAB Delhi proposes to make all its Class 6
to 12 students independent in reading and writing. NAB Delhi wants to do
away with the practice of using Scribes and enable its students to write
their examinations independently using computers.

1. This policy covers all visually impaired students pursuing school
education through the Integrated Education Department of NAB Delhi
possessing a laptop either provided by NAB Delhi or their own

2. Such students will have to compulsorily take the school examinations
(unit tests, half yearly/yearly exams) of Class 6 to 12 using the computers
after April 2017.

3. The only exemption to this will be the board examination of Class 10
and 12 till 2018.

4. NAB Delhi will not arrange for scribes or make any payment for
scribes after April 2017 to assist blind students in school examinations.

5. A list of those students who have to write exams using the computers
after April 2017 will be prepared and published before end of December 2016.
Arrangements for computer training of these students will be made. These
students will be evaluated for their typing speed, accuracy and computer
operation skills before end of March 2017.

6. I.Ed. teachers will ensure that their students develop the
confidence and typing speed to take exams on the computers. Teachers will
liaison with the Computer Department for training of students in their
charge.

7. The I.Ed. Department will sensitize the school and facilitate
conduct of examinations in the school using the computer.

8. Arrangements for computer training of all I.Ed. Teachers will be
made in a phased manner. NAB will strive to provide adequate access to
computers to the I.Ed. Teachers during work hours so that they can use the
computers for teaching and evaluation. Till such time the I.Ed. teachers
develop sufficient ICT skills, the Computer Unit will be responsible for
providing all technical assistance

9. Students who yet do not have a laptop will be provided soon and will
be brought under this policy at the earliest.

10. Any exemption for any child on grounds of additional disability or
otherwise. Must be sought from NAB Delhi President by the concerned
teacher/parent.

11. The Director Programs and I.Ed. Coordinator are responsible for
implementation of this policy.
