First of all, for those who do not know, NAB Delhi pursues integrated education where our children study in the best mainstream schools in our area with non-disabled children. NAB Delhi provides all required support to the blind students on a day to day basis. Our special educators help the students with homework and difficult subjects in the afternoon just as parents do. We provide reading material in accessible formats and visit the school regularly to sensitize and support the school teachers in working with blind students in their class. The result of this model has been just fantastic. We are proud that most of our ex-students are doing very well. There is a notable improvement in the personality, general awareness and confidence of our students due to schooling in the mainstream. During the last 5 years we have started a program of supporting the education with technology tools. Children are given exposure to the computers and digital devices like Android tablets from class 3 and by class 6 they are expected to be independent in using the computers for reading and writing. 90% of our students between class 6 and 12 have been given personal laptops. There is a dedicated computer lab for training the students and classes are also arranged in the evenings. There is limited internet Wi-Fi for senior students in the campus. Note that the primary education still happens in the Braille medium. All blind students learn to read and write Braille and get their books in Braille. We also have large print facilities for those who are recommended to use large print and magnifiers for reading and writing. Some of our students have been writing school exams on computers with great success for years. However, many others have taken the easy way out and opted for the volunteer provided by the school to write the exam. This scribe is sometimes a student of a higher class or even a teacher or staff of the school. I am sure all of you will admit that when our exams are written by others, the results do not always reflect our knowledge and ability. Sometimes we suffer due to mistakes made by the scribe and at other times gain due to interventions made by the scribe knowingly or unknowingly. On the other hand, we have noticed a remarkable improvement in the academic performance and development of those students who are writing exams independently as compared to those who do not yet do so. I understand that it will not be possible for other institutions to implement such a policy soon. They should do the ground work before blind students are asked to write exams on the computers. At my stint in Delhi university, I was involved in adoption and implementation of the current exam writing policy. I fully support the current CCPD and MSJE policy where print disabled students are entitled to extra time and choice of a medium to write their exam - using a scribe, computers or Braille. The students must have the choice and should get extra time even when they use the computers. However, at NAB where we are in the position of guardians, we must do all we can to develop the skills and knowledge levels of our students. We understand that in the current information age and digital era, there is a threat of digital divide for persons with blindness. Those who will adopt the digital medium will have the opportunity to grow and progress and those who do not adopt it may get left behind. This is why we are trying to encourage our children to use the digital medium through this policy. I believe when the scribe option was created, there was no way the blind could write in a medium that could be read directly by the mainstream. But now we have solutions. The computer is just a replacement of pen and paper as far as exam writing is concerned. The sighted children at school need not use a computer since they can use the pen and paper. We are firmly behind our students and will support them at each step of this transition. Children will be given required training and we will work with the schools to facilitate provision of question papers in electronic format. As far as technology and its reliability is concerned, there are no major doubts. Class 10, 12

The result of this model has been just fantastic. We are proud that most of our ex-students are doing very well. There is a notable improvement in the personality, general awareness and confidence of our students due to schooling in the mainstream. During the last 5 years we have started a program of supporting the education with technology tools. Children are given exposure to the computers and digital devices like Android tablets from class 3 and by class 6 they are expected to be independent in using the computers for reading and writing. 90% of our students between class 6 and 12 have been given personal laptops. There is a dedicated computer lab for training the students and classes are also arranged in the evenings. There is limited internet Wi-Fi for senior students in the campus. Note that the primary education still happens in the Braille medium. All blind students learn to read and write Braille and get their books in Braille. We also have large print facilities for those who are recommended to use large print and magnifiers for reading and writing. Some of our students have been writing school exams on computers with great success for years. However, many others have taken the easy way out and opted for the volunteer provided by the school to write the exam. This scribe is sometimes a student of a higher class or even a teacher or staff of the school. I am sure all of you will admit that when our exams are written by others, the results do not always reflect our knowledge and ability. Sometimes we suffer due to mistakes made by the scribe and at other times gain due to interventions made by the scribe knowingly or unknowingly. On the other hand, we have noticed a remarkable improvement in the academic performance and development of those students who are writing exams independently as compared to those who do not yet do so. I understand that it will not be possible for other institutions to implement such a policy soon. They should do the ground work before blind students are asked to write exams on the computers. At my stint in Delhi university, I was involved in adoption and implementation of the current exam writing policy. I fully support the current CCPD and MSJE policy where print disabled students are entitled to extra time and choice of a medium to write their exam - using a scribe, computers or Braille. The students must have the choice and should get extra time even when they use the computers. However, at NAB where we are in the position of guardians, we must do all we can to develop the skills and knowledge levels of our students. We understand that in the current information age and digital era, there is a threat of digital divide for persons with blindness. Those who will adopt the digital medium will have the opportunity to grow and progress and those who do not adopt it may get left behind. This is why we are trying to encourage our children to use the digital medium through this policy. I believe when the scribe option was created, there was no way the blind could write in a medium that could be read directly by the mainstream. But now we have solutions. The computer is just a replacement of pen and paper as far as exam writing is concerned. The sighted children at school need not use a computer since they can use the pen and paper. We are firmly behind our students and will support them at each step of this transition. Children will be given required training and we will work with the schools to facilitate provision of question papers in electronic format. As far as technology and its reliability is concerned, there are no major doubts. Class 10, 12 and university exams have been written using the computers for many years now by some of our friends on this list. I have full confidence in the ability of our students. Children learn so fast, we get surprised to see how easily our class 2 and 3 students have learnt to use the android touchscreen tablets to download and read Bookshare titles. They are just too eager to learn more and are taking to computers like duck takes to water. yes friends a great step by NAB. the implementation is the main concern like what happened during this demonetization time in banks. as bhavya sir and others told, maths and science related papers should be made accessible. teaching touch screen computers and mobile devises should be a part of curreculam from class1 of blind students which NAB should take it up to government. then, they can slowly bring exam writing in to practice. it is a wellcoming step!!! but requires proper guidance, proper assessment of the students knowledge of computers including the typing speed, and the functioning of the machine before exam. it will improve the spellings, grammer, punctuation knowledge, ETC. we all learn through mistakes and all sited people have also learned spellings by getting a negative marking for speling mistake. it will be nice to concentrate on the positive aspect. Indeed a welcoming step. I've taken my exams using computers till 12th standard barring board exams and I've no doubt the independence that it offers is truly liberating. In college I was forced to make use of scribe due to certain excruciating circumstances otherwise I would have continued using computers as a mode of taking exams. I completed my schooling in 2010 and now it is 2016 and there have been definite improvement in technology. Dear all, I think NAB Delhi is the first institution in the country to take this pro-active step. When a solution is available, there is no reason the visually impaired should depend upon volunteers for writing and reading. Please see the document below, it is self-explanatory. We seek your support in its implementation. NATIONAL ASSOCIATION FOR THE BLIND Sector - 5, R.K. Puram, New Delhi - 110022 CIRCULAR 3 December 2016 Policy to make visually impaired students independent in writing examinations All teachers, students, parents and staff associated with NAB Delhi are requested to take a note of this important policy change. Recognizing the positive impact of introducing ICT in school education of the visually impaired children, NAB Delhi proposes to make all its Class 6 to 12 students independent in reading and writing. NAB Delhi wants to do away with the practice of using Scribes and enable its students to write their examinations independently using computers. 1. This policy covers all visually impaired students pursuing school education through the Integrated Education Department of NAB Delhi possessing a laptop either provided by NAB Delhi or their own 2. Such students will have to compulsorily take the school examinations (unit tests, half yearly/yearly exams) of Class 6 to 12 using the computers after April 2017. 3. The only exemption to this will be the board examination of Class 10 and 12 till 2018. 4. NAB Delhi will not arrange for scribes or make any payment for scribes after April 2017 to assist blind students in school examinations. 5. A list of those students who have to write exams using the computers after April 2017 will be prepared and published before end of December 2016. Arrangements for computer training of these students will be made. These students will be evaluated for their typing speed, accuracy and computer operation skills before end of March 2017. 6. I.Ed. teachers will ensure that their students develop the confidence and typing speed to take exams on the computers. Teachers will liaison with the Computer Department for training of students in their charge. 7. The I.Ed. Department will sensitize the school and facilitate conduct of examinations in the school using the computer. 8. Arrangements for computer training of all I.Ed.
