Although the above mentioned percentage of visually challenged people
can be identified with biometric system, it's time consuming and those
with UID or US visa experience can bear testimony to the truth.
Henceforth it's the time for the DU visually challenged staff to fight
for a finger based biometric system.

I don't think they have to fight. because usually, biometric system is not a 
facility given to them. it is used to control the attendance or such things 
of the staff. if it is not capable to recognize these VI persons, let them 
be excluded. it is the duty of these visually challenged staff to attend 
their duty but not to make the system to provide the evidence of their 
attendance or other things.
there are official systems which are running without these biometric 
devices. all of them have been running from several years. when the 
authorities adopt a new way to control their staff, it is their duty to 
ensure that it covers the whole of the staff. and not the duty of the staff 
themselves.
