Dear Agarwal Sir, I am from Delhi, here in Delhi free bus pass is
allowed in Delhi transport Corporation even in Air Conditioned busses
and the limit is only within National Capital Region that includes
Delhi, Gaziabad, NOIDA, Faridabad  Gurgaon.  WE have to renew our
pass once in Six months, only totally blind person can avail pass no
income criteria.  no escorts are allowed one should have Medical
Certificate of Delhi, Disabled Identity card issued by Sub Divisonal
Magistrate of Delhi  residential proof of Delhi.

I belongs to uttarakhand and answers are as follows:
1.  20% of total fair as road tax
2.  Same as above for escorts also, if the commuter is 100% disable
3.  Fair is categorized by percentage of disability
4.  Not restricted
5.  Concession is allowed only in ordinary services
6.  no permanent passes, govt. often change their policies
7.  no advance booking
8.  and finely there is no income limit

allowed.

states are requested to respond the following queries
1. How much concession in fair is given to V.I. person in your state?
2. If the concession is available only to the V.I. Commuter,  or
his/her escort also ?
3. Whether the concession is given only to totally blind person or low
vision also?
4. Whether the concession is restricted upto the boundaries of your
state or it is also available in neighboring states  upto where the
buses of your state road services operate?
5. If the concession is allowed only in ordinary services or in luxury
services also?
6. If a permanent pass is issued to avail the concession or it
requires a periodic renewal?
7. If advance reservation of seats in long journey is allowed or not?
8. If any income limit has been prescribed to avail the 
concession/facilities?


I do believe that learned members from all states would oblige me to
respond all afforstated queries  infact,  we at Karnataka are in
process of negotiation with the state government to review the scheme
of free travel facility for visually challenged. So the informations
received from all of you may help us in better negotiation
