i feel ABBY find reader is the best to convert OCR into jaws readable pdf documents and read rather than using OCR in jaws13 which is not very clear in pronounciation and no copying and pasting feature. You can download OCR component from, http://www.freedomscientific.com Install the component and restart windows and then try the steps which you have mention in your query.
