I am schedule to meet with Director General (NIC) on Sep24, 2014 and was
hoping to reach out to you for your input.
1. do you think that would this meeting be beneficial in terms of solving
our accessibility issues of various government sights maintained and
designed by NIC.
2. what are some of issues with regards to accessibility that I could
possibly discuss with DG sir?
3. what are some quick solutions we could offer which they may consider
implementing immediately.  
I am firm believer that working with key government official may result in
solutions which we desire.

Dear Mr. Asif,
This could be a good platform to communicate our concerns and possibly an 
initiating point for further constructive action.


While possible solutions could be suggested for some specific things, it 
would be a one time activity and would limit the scope of what could be 
achieved. I would suggest that we propose for the following for a 
sustainable solution.


1. Sensetization of the software development teams towards the needs of 
various kinds of users who may be using the software differently.
2. Making the accessibility guidelines readily available to the development 
teams, including WCAG 2.0 standards, customized presentations or guidelines 
for specific projects, etc.
3. If there is any software acceptance benchmark then compliance to WCAG 2.0 
could be included in that.



Besides these points following could also be communicated.

1. If needed, we can prepare and provide accessibility guidelines in a 
quick-to-refer format form that could cover most commonly used things in 
software development and common mistakes.
2. If needed, we can work together with the development teams or whoever 
designs and defines the software designs and policies, to arrive at a 
solution to various issues with minimum possible impact for them in terms of 
effort.



We definitely have some technically competent people around who may be 
willing to be part of this initiative, if NIC decides to give it some 
attention.


I would be happy to discuss any of the points further, if needed.

Hello,

I would strongly suggest that entire text in all GOV websites should be 100% 
unicode compliant. these include: downloadable circulars, school books, 
sample papers and so on.


this single action will automatically pave the way to make available the 
stuff in such an acsessible format, where a screen reader or a speech engine 
can help us to read in hindi or in all those indian languages, where ever, 
speech engines are available but, not the unicode compliant text.

I would like to draw your attension to a very frequent problem that we
face in many Govt department websites which in my opinion could be
solved easily. Many circulars and other documents of public importance
are just scanned and uploaded in image format which is not readable by
screen readers. Conversion to text is not always 100% perfact.

I think the logic behind this practice is to have the document signed
by the competant authority. But as we are gradually moving towards
paperless office its becoming irrelevant and could be done away with.
Example of RBI site could be put forward which is very much accessible
whose circulars are always uploaded in searchable text.

1. Alternate of scanned documents.
Agencies can put both scanned and digital document proclaiming that
the digital format is an unofficial copy and for the official
recognition, one can take the scanned documents. Thus, accessibility
is met and formal recognition is also fulfilled.
2. The great hurdle on accessibility on many site is due to the use of
the non-unicode texts. Responsible official can issue an strict
directive for all agencies to upload the documents written in unicode
encoding.

Hi,
Please sensitize the NIC personnels about the difficulty faced by VI
community in solving Captcha and urge them to either remove or use
some alternate ways. As you are aware that even web visum has stopped
their service of captcha solving these days this captcha solving has
become big challenge in independent use of even accessible web
contents for VI community. If they don't have any alternate accessible
ways at present then suggest them to begin a web visum like service
for all such NIC websites which use captcha because audio captcha are
not clear most of the time.

The complete guidelines for making web content accessible laid by w3

However in general if some simple things are considered while creating
a website, it would become accessible to a grater extent

1. Choosing a content management system that supports accessibility.
2. Using headings correctly to organize the structure of the content
3. Including proper alt text for images
4. Giving links unique and descriptive names.
5. Using color with care.
6. Designing forms for accessibility by giving proper names to name
attribute and labels.
7. Using tables for tabular data, not for layout.
8. Ensuring that all content can be accessed with the keyboard alone
in a logical way by considering the flow of division tags.
9. Using ARIA roles and landmarks.
10. Making dynamic content accessible. This can easily be done by usin
ARIA Roles and some accessible front end design frameworks.
