[AI] Shocking census on Disabled out: From 21.9 million in 2001, it has gone up to 26.8 million by 2011
What to say, very sad. How they have counted, no clue. And disabled in rural India have again been left out. I just checked what Census 2001 said about the percentage of disability among different disabled groups, and found: ' Among the five types of disabilities on which data was collected, disability In seeing at 48.5% emerged as the top category. Others in sequence were : In movement (27.9%), Mental (10.3%), In speech (7.5%), and In hearing (5.8%).' And when I see 2011 Census initial release, percentage among different disabled categories has changed drastically. I smell some very deep political foul play there. We have failed to get counted and now lets bear the consiquenses. In percentage terms, it has risen from 2.13 per cent to 2.21 per cent, as per the Census 2011 figures released by the Registrar General of India. There are 14.9 million men with disabilities as compared to 11.8 million women in the country with the total number of disabled people over 18 million in the rural areas and just 8.1 million enumerated in the urban settings. The percentage of men with disabilities is 2.41 as against 2.01 in women. State-wise data shows, Andhra Pradesh, Maharashtra, Orissa and Jammu and Kashmir have more than 2.51 per cent disabled population whereas in Tamil Nadu, Assam, Meghalaya, Assam and Nagaland, the percentage is less than 1.75. The percentage share of disabled population is higher among males who comprise 55.9 per cent whereas women comprise 44.1 per cent. Social groups wise analysis shows, 2.45 per cent of the total disabled population belong to the Scheduled Castes, 2.05 to the Scheduled Tribes and 2.18 per cent to other than SC/ST. Even among these two social groups, the proportion of men with disabilities is higher as compared to women. Over 5.4 million people have some kind of physical disability, followed by hearing impairment affecting 5.07 million and 5.03 million who have problems with their vision. Just about 2 million have speech disability, and 2 million are affected by mental retardation and other mental illnesses. The proportion of women suffering from seeing, hearing and multiple disabilities is higher than men. Disability in seeing, hearing and movement and multiple disability is more among STs than SCs and others while disability in speech and mental retardation is more among others than SC/ST. Age-wise break-up of the data suggests disability is more among people aged 80 years and above, and the least among children aged up to 4 years. Disability among STs in lower age groups up to 40-49 years is significantly lower than the other social groups whereas in the higher age group (60 plus), it is high among STs. Lack of awareness in rural areas regarding the enhanced definition of disability in census 2011 could have led to severe undercounting of the disabled, the bulk of whom reside in rural India. Rural areas account for almost 70% of the population of people with different kinds of disabilities. Yet the increase in the number of persons with disabilities (PWDs) in the rural areas is barely 14% compared to a whopping 48% increase in urban areas. This has led experts to conclude that PWDs in rural areas were probably undercounted. This undercounting is believed to have contributed to the disabled population going up to just 26.8 million from 21.9 million in the last census in 2001, i.e. from 2.13% of the population in 2001 to 2.21%. This is in contrast to most neighbouring countries such as China, Nepal, Bangladesh and Sri Lanka, where PWDs account for about 4-6% of the population. The 2011 census had made special efforts to ensure that all PWDs were counted and an enhanced definition of disability was used. While census 2001 collected information on only five types of disabilities, in 2011, information on eight types of disabilities was included. The census office had roped in the National Centre for Promotion of Employment for Disabled People (NCPEDP) and its partners to develop training modules and had involved them in training and sensitising census enumerators. Her's is the story of more than 18,000 differently abled children studying in the city's many government and municipal schools, who, in the absence of special education teachers, are either not allowed to enter the schools or refused admission. A report submitted by the Education department in the Delhi Assembly identified 18,000 such kids in 2009. The number of teachers qualified to teach these students, though, stands at only 62. Around 250 teachers hired on contract under the Sarva Shiksha Abhiyaan (SSA) were teaching in the city's many schools until May. But their contracts were not renewed once they expired. So barring the 62 teachers engaged by the government recently, there are no teachers in both MCD and government schools now, said S C Bimal, component coordinator (special education), SSA. In September 2009, the High Court, noting the serious paucity of special educators, directed the government and local bodies to ensure each school had at least two special educators within six months. Following the order, the Delhi government created 927 permanent teacher posts in Directorate of Education (DoE) schools and 1,610 in MCD schools through the Delhi Subordinate State Services Board (DSSSB). But little seems to have come of it. For the 927 posts, 450 teachers were called for counselling and we are expecting some to join soon. With 62 guest teachers already working, the situation will improve as the second round of recruiting guest teachers and fresh recruitment of contract teachers is underway, said Amit Singla, Director, DoE. I don't really understand how a special educator covers about 60 schools in the village area. Some of these educators hardly know Braille. Even if there are just 10 sightless students under one educator, how can he teach Braille when he can visit a child once a month at the most. This is my experience in West Bengal. Maybe the situation is slightly different in other states. The government is ignoring its primary responsibility of setting up special schools by introducing the scheme of special educator. At least sightless children should be sent to special schools for good adaptation to Braille system. Otherwise, they will suffer for their whole life. Only children of well-to-do families can learn computer technology etc. under the tutelege of private tutors. Horrible! Hard to believe that till today people fall for these spam messages after so much of online and offline awareness programmes carried out. A simple Google search could have revealed that the sms is a hoax one and don't fall for it. I request all of my AI members that do keep yourself updated with Tech newsand happenings as these spam messages are quite frequent and usually it's covered in the news how people fall for it. It's very important that we stay vigilant and question the legality and authenticity of any such messages before jumping upon any action. Why will someone will give you a prize for nothing and there are no free lunches Also, apart from these spam messages, there are a lot ofadvertisements on various sites about free virus scan or Download free antivirus scanner today. Before installing these applications, do a google search about their authenticity, also, instead of randomly installing any antivirus, stick with the top 10 out of which AVG, Avast and Avira are the top three which offer free protection against all types of malware. Out of which: Visually challenge 8 Orthopedic 41 Hearing impaired 4 During 2007 19 vacancies of VH had been transferred to OH. During 2007, 12 vacancies of HI had been transferred to OH. Procedure of transferred of vacancies of physically challenge person As per Government guidelines, if any vacancy reserved for any category of disability can not be filled due to non-availability of a suitable person with that disability or, for any other sufficient reason, such vacancy shall not be filled and shall be carried forward as a backlog reserved vacancy to the subsequent recruitment year. In the subsequent recruitment year, the backlog reserved vacancy shall be treated as reserved for the category of disability for which it was kept reserved in the initial year of recruitment. However, if a suitable person with that disability is not available, it may be filled by interchange among the three categories of disabilities in case, no suitable person with disability is available for filling up the post in the subsequent year also, the employer may fill up the vacancy by appointment of a person other than a person with disability, if the vacancy is filled by a person with disability of the category for which it was reserved or by a person of other category of disability of the category by interse exchange in the subsequent recruitment year, it will be treated to have been filled by reservation, but if the vacancy is filled by a person other than a person with disability in the subsequent year, reservation shall be carried forward for a further period up to two recruitment years, whereafter the reservation shall lapse. In these two subsequent years if situation so arises, the procedure for filling up the reserved vacancy shall be the same as followed in the first subsequent recruitment year, Accordingly, as per above guidelines, transformation of vacancies has been done after taking due approval from Board of the Bank. Now it is the time to work rapidly and sincerely towards the various issues pertaining to the disabilities. Actually provision has been created by authorities but due to lack of proper implementation we are unable to get our right with full participation. For example: various guidelines by IBA, RBI and order by Person with Disabilities court has been issued to implement the banking service with ease manner, and without creating any discrimination with non disable person , which are as following: a) RBI / 2007- 08 / 358; DBOD. No. Leg BC. 91 / 09.07.005/ 2007- 08: It had been issued by RBI. b) Case No. 2791/ 2003, dated 05.09.2005: The Honourable Court of Chief Commissioner for Persons with Disabilities had passed Orders, which was forwarded by IBA to all the member banks vide their circular letter dated October 20, c) Further IBA has issued the comprehensive circular No.CE/RB-1/vip/1766, dated November 18, 2008. Nevertheless all most all banks are not implementing above guideline in a proper way. So blind persons are facing problem however they are eligible to get the benefit of all the services, because they have also all the consumer rights like other person. On the basis of various facts I can say that, various organizations like Banks are not maintaining data or information related to disabilities in a proper manner, for example in above point No-2, information disseminated from 2004 but I had sought from 1996. So hereby I would like to request that start the movement with RTI application which is sharp weapon, not only to aware yourself but it also aware those officers of the organization who are involve to collect the information and responsible for implementation of policies, as well as, your effort also help to establish the proper maintenance of data and good accountability towards future planning. Hi, Why this kind of things happen? I see one reason is lack of awareness. Very often, we see organizations conducting events for the benefit of people with disabilities and showcasing new inventions etc. How about some one organizing an event that provide opportunity for employers to get the confidence that people with disabilities can do lots of things or to specific sectors like Banking that they should implement PWD Act and offer employment to people with disabilities.
