there is no such circuler in government of india I know many persons in pune & Delhi blind persons are even working in night shifts as telephone operators & in other posts also. Well, there is no circular on the matter. But in this case, if there are two blind and one sighted person, then I am afraid it is practically not possible to exempt blind from shift duty.
