Its ironical that on the one hand, state has laws banning dowry and in
the case of disabled people its actually sponsoring dowry. This means
if you are non-disabled, poor, in the dire need of money, marry to
disabled for 'prise',and leave him/her once the account is emptied...
Farce! It seems that sponsoring marriage is more cost-effective than
fascilitating education and employment for the disabled... Its high
time the disabled adults need to be on the guard  to resist such
naferious attempts of the government. otherwise rising expectation and
high cost of living in the neo-liberal age will render them isolated
and alone in the middle age when one needs loving partner to offer
love, care and understand the spesificities of one's disability.
Marriage is all about mutual support and respect. But if the stress is
given on the so called 'price' disproportionately, the greed will
overpower the reale essence of companionship.

MEERUT: To encourage people to marry physically-disabled persons, the
state government has re-launched the 'Get married with disabled
partner' scheme.

Under the new scheme, a couple will get Rs 20,000 if the woman is
disabled, while Rs 15,000 will be given if the male partner is
physically challenged.

Giving details, district disabled rehabilitation officer, Yatendra
Kumar, said, "The government has re-launched the scheme and now all
applicants will be benefited unlike a few ones who were selected for
the prize money. Besides, the amount has been increased to Rs 15,000
from Rs 11,000 if the male partner is physically challenged, while Rs
20,000 will be given if the woman is disabled."

The concept of prize money has also been changed to 'incentive
compensation' and all such couples are eligible to get benefits whose
one partner or both are physically challenged. "All couples who got
married after 2014 can now apply for the compensation," added Kumar.

Asked why only those who got married before 2014 could apply for the
scheme, the DDRO said, "From 1998 to 2013, the department has been
giving prize money to such couples and it would be a difficult task
for us to cross-check applicants who applied before 2014. If it
happens that a couple has been benefited by the scheme twice, it will
be an awkward situation for us. So, we've decided to include only
those who got married after January 2014."

Only those couples can apply for the scheme who have a domicile of UP
and the male partner belongs to Meerut district. The woman must be in
age group of 18-45 years, while the man should be between 21-45 years
of age. "The couple should not be income tax payers and the partner
should be physically challenged before getting married," added the
DDRO.

This is clear reflection of a mindset   packed in with a ton of garbage.
This mindset  today is derailing the whole of the disabillity sector. Half
baked knowledge  driven by a so called noble heart leads to counter

Persons with disabilities sought an inclusive society, free from
disparities for disabled and walked from Ram Manohar Lohia Park to
Sangeet Natak Akademi for the 'Able joining disabled marathon' on
Thursday.

wheelchairs and others marching in speed with all enthusiasm propelled
passersby to stop for a while and join them during the marathon
organised by SPARC India in association with the UP Viklang Manch.

Persons with various disabilities came from across 13 districts of
Uttar Pradesh to be a part of the marathon to demand the attention of
the state and also the people. Amitabh Mehrotra, founder chairperson
and director SPARC India said, All that we want is an inclusive
society where disabled persons have equal rights. We want policies at
the state level to ensure that persons with disabilities are given
their due rights.

In addition to submitting a charter of demands to the state minister,
the persons who walked during the marathon emphasised the need for a
disabled-friendly infrastructure in the state, especially in markets
and other public places.

Ram Naresh, who has a disability in his lower part of the body, came
from Sarojini Nagar to be a part of the marathon. He said, We are
here to demand attention of the government for our employment. People
feel that we are disabled and would not be able to deliver good
results if they appoint us. But the fact is that we have the guts to
brave our disability and prove our worth.

Tej Bahadur, a participant in the marathon said, There are so many
places in the state capital that deny entry to persons with
disabilities. There are no ramps and provisions for special toilets
for us, which makes it inconvenient for us to lead a normal life.

Minister for backward class and handicapped welfare, Ambika Chaudhry,
who was the chief guest at the event, said that the society needed to
be sensitised towards persons with disabilities. He said, The state
is working for the welfare of disabled persons and is trying its best
to ensure that such people get their due rights in society. He said
that the government had introduced a policy for the disabled in the
state and would take suggestions for further improvements in its
policies to ensure a friendly atmosphere for persons with
disabilities.

SPARC India submitted a memorandum to the minister on behalf of all
disabled persons of the state demanding reservation, education and
other benefits for disabled

Filing the petition at Allahabad High Court seems not the appropriate
option. You have filed the petition last time and know positive
response. The best way would be to approach SC and settle this matter
once and for all. We need the directions applicable for all the
states.

has to be provided but here again State of Uttar Pradesh has flauted
this basic rule by not providing reservation in PCS judiciary in favor
of physically handicapped persons. Last year they did the same against
which I filed a petition under Article 226 in Allahabad High Court as
Mohib Anwar versus State of Uttar Pradesh and Anr. where in Public
service commission is also a party.
