Please find few points for Overseas citizens guidelines taken from foreign 
exchange book.

OCI (Overseas Citizens of India) :

In terms of Gazette Notification No.25024/0/2014F.I Dated 09.01.2015, of 
Ministry of Home Affairs, Government of India, all Persons of Indian Origin 
Cardholders Registered as such shall be deemed to be Overseas Citizens of India 
(OCI) Cardholders. Overseas Citizen of India is defined as under:

person of full age and capacity other than who is or had been a citizen of 
Pakistan; and Bangladesh: -

I.   Who is citizen of another country, but was a citizen of India at the time 
of or at any time after, the commencement of the Constitution; or

•Who is citizen of another country, but was eligible to become a citizen of 
India at the time of the commencement of the Constitution; or).

•   Who is a citizen of another country, but belonged to a territory that 
became part of India after 15th day of August, 1947; or who is a child or a 
grandchild or a great grandchild of such a citizen; or

iv.   A person who is a child of a person mentioned in (i); or

• A person who is a minor child and whose both parents are citizens of 
India or one of the parents is a citizen of India; or

•Spouse of foreign origin of a citizen of India or spouse of foreign origin 
of an Overseas Citizen of India Cardholder registered and subsisted for a 
continuous period of not less than two years immediately preceding the 
presentation of the application for OCI Card.

So if I am an OCI holder, am I not classified as an Indian citizen (albeit an 
overseas sitizen)? Does this not afford me the same rights as a person with 
disability living in India? If I qualify for AADHAAR and PAN does this not 
further qualify me for UDID?

I’m hearing a lot on this group about UDID card, but I am still not sure what 
are the practical benefits of having one in one’s day-to-day life: with banks, 
hospitals, Government facilities, transport advantages Etc.
Can someone please enlighten me? Thank you guys.

It has helped. Thanks to all of you. There is a minor difference between the 
disability certificates downloaded from the state and central web site. 
Contents of the certificates are the same, but under different letterheads. It 
won't matter anyway.

Go to some cyber cafe and ask him to make a small card from your digital 
certificate because you may never get the card delivered. This has 
happened to many people I know so I say this.
