Re: [AI] Blind rape victim travels 45kms to file complaint

Vamshi, Sadly the law doesn't allow harsher punishments than sacking to those
policemen who refuse to write reports. In most cases, when reported or
highlighted, the officer is suspended pending inquiry and when the dust
settles, reinstated quietly with lighter punishments.

The attitude of policemen and society in general to take sexual harassment and
assault cases against women lightly doesn't allow proper investigations to
happen with the required seriousness. And when the survivor or complainant is
from a marginalised community or poor, it is most certain that policemen tend
to turn them away or press for compromise between the parties as if it was just
an ordinary matter of financial transaction! This is most likely to happen if
the incident has happened in a rural area!

The sexual violence against women must receive the seriousness it deserves if
we want a safe and caring society for all.

Dear Avinash,

Rajendra Singh should be sacked if he fails to knab the culprit.

As mentioned by Sonia Singh, do you also opine that Rajendra Singh
should be sacked only, and only if he fails to nab the accused? I
think strict action should be initiated against him for refusing to
lodge the complaint, given the physical and mental condition of a
blind woman in traveling that far to complain.

PILIBHIT: A blind woman arrived at the district police headquarters on
Saturday and met SP Sonia Singh with a complaint that policemen in her
village refused to register her complaint that her husband's friend
had raped her on July 3.

The woman had approached Bisalpur Kotwali police station. Her
village, Nabadia Shivpuria of Pilibhit district, fell under its
jurisdiction. She found, however, that the police, instead of
registering her complaint, only reproved her.

In her complaint, the woman said her husband was away attending a
satsang in the village at the time of the attack. Finding her alone,
her husband's friend gagged and raped her, she said. She identified
the rapist by his voice, and named him in her complaint as Than Singh,
 a resident of Bhuria village.

SP Sonia Singh issued a stern warning to the inspector of Bisalpur
police station, Rajendra Singh, and instructed him to lodge an FIR in
the matter immediately. She also told him to nab the accused in 24
 hours.

Sonia Singh, impressed that despite being visually impaired the woman
had travelled 45 km from her village to register her complaint, told
TOI she would ensure that strict action was taken against inspector
Rajendra Singh for failing to come to the aid of the blind woman if he
failed to arrest the accused in 24 hours.

Re: [AI] Blind rape victim travels 45kms to file complaint

2014-07-13 Thread Vamshi. G
Dear Vashisht sir,

The district SP, as being quoted in the article, was talking about
sacking the inspector only if he doesn't nab the accused. This meant
there wouldn't be any sacking if he nabs the accused. More
importantly, the article doesn't speak any action against the
inspector for his refusal to lodge the complaint. So, whatever little
the law has for such negligent public authorities hasn't been invoked
even in a case as terrible as this.

Vamshi sir

What is more important in this case is that SP a woman as name
suggests 'Sonia'. So she could identify herself with that blind lady.
If SP would have been Man, probably he wouldn't have given such
warning to a lower officer. So above case is an indicative of the
urgent need which calls for police reforms and suggests, rape cases
should be handled by women and men equally...
