You may like to approach the disability commission in your state and file a request for addressing the problem posed by the absence of proper exam writing guidelines for disabled. You may make a reference to the guidelines framed by the Central office of CCPD in Delhi and their adoption by the Union ministries of MSJE and MHRD. Let the state commission take this matter with the state ministry there. You and your friends may directly also approach the education ministry and the ministry for SJE in your province. Today I called to the school which is the venue for my NET exam here in Delhi, I asked them, whether you will arrange the scribe for me or shall I have to bring my own scribe? the center coordinator informed me after 10 minute research that we will not able to provide you the scribe therefore you will have to bring your own scribe, but she told me very stringent guidelines of bringing scribe. She told me that if you wanted scribe from the center, you were required to give us a written application 7 days in advance regarding such request, second if you want to bring your scribe then he should be graduate only in the subject other then your's. I am surprised, if they are following old UGC guidelines which are mentioned in UGC notification itself, they will have to provide me their own scribe, but if they are accepting the new guidelines then here no eligibility of the scribe is mentioned. Ref.sam.2013/134 dated 17.06.2013 had informed the coordinator, UGC Centre of NET, Kirorimal College, University of Delhi about the Guidelines for Conducting Written Examination for Persons with Disabilities issued by Ministry of Social Justice Empowerment vide their OM No. 16-110/2003-DD.III dated 26.02.2013 and to ensure strict adherence to the said guidelines in the upcoming UGC National Eligibility Test to be held on 30.06.2013. However, they are getting reports from the candidates with disabilities that the staff of the examination centers have not been asked to follow the guidelines. 3.Section 59 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, hereinafter referred to as the Act, mandates the Chief Commissioner for Persons with Disabilities on his own motion or on application of any aggrieved person or otherwise to look into the complaints inter-alia, with respect to matters relating to deprivation of rights of persons with disabilities and to take steps to safeguard the rights and facilities made available to them. 4.Since the guidelines have been circulated by UGC to all the universities for strict compliance, the Chief Commissioner for Persons with Disabilities has advised that the necessary instructions may please be issued to all the concerned authorities to follow the guidelines dated 26.02.2013 issued by the Ministry of Social Justice Empowerment and the clarification thereon issued vide letter dated 18.03.2013 by this court on the clauses IV, V, VI VII, VIII XI XV.
