The Disability Act 1995 mandates "Minimum 3%" and not maximum. Hence, despite the disability being the state subject, the states can't reduce this minimum 3%, though they can enhance it as they desire. MP has done it, however, we all know how shoddy this is implemented in the state! Why not. If I'm not wrong TN had reservations for OBC way back prior to Mandal's Recommendations. And afterall, Disability falls under state subject.
