Authenticated Users covers machine accounts too, so you should be ok on the
permissions front. If none of your workstations are getting any of the settings you
might try running gpresult on one of them, or if its XP, run the RSOP.MSC tool to
figure out what the workstation thinks it should be getting. You can also enabling
some diagnostic event viewer logging in the Application event log by adding the
following registry value:

HKLM\Software\Microsoft\Windows
NT\CurrentVersion\Diagnostics\RunDiagnosticLoggingGroupPolicy REG_DWORD = 0x1

You'll probably have to add the Diagnostics key before adding the value.

Workstation machine accounts? I don't think so nor recall anything

What settings are currently there? I always use the name proxy for the
proxy server but this an alias in DNS. If ever I need a new proxy server
I give it whatever server name is appropriate and then just update the
alias in the DNS. Nothing needs changing on the client so it works for
any browser on any platform.

If you use ISA server the magic word is WPAD
With it (a particular option NOT standard, you must add it!) into DHCP for
dhcp client workstation and DNS for machine with IP fixed (a particular
record not a simple alias) you comunicate to all machine the ISA servers'
if they have the option auto discover enabled.

Well, one benefit of going ahead and using
IEAK is that if you use the Auto Config feature and change your
settings/environment after the initial deployment of your IEAK package, then you
can simply update the .INS file and the settings will be applied during the
next synchronization.

For example here is the [Proxy] section of
our AutoConfig INS file:

[Proxy]

HTTP_Proxy_Server=

FTP_Proxy_Server=

Gopher_Proxy_Server=

Secure_Proxy_Server=

Socks_Proxy_Server=

Use_Same_Proxy=1

Proxy_Enable=0

Proxy_Override=local

 How can I apply the proxy server's information without having to walk

Besides a hardware solution, both browser platforms support Proxy
Auto-Configuration (PAC) files. But, this is a last-ditch effort by those in
the know. IE, in particular, has been known to dislike PACs.

Another alternative is to use the login script to modify the registry. Not
pretty, but it works.
