cannot create customer under child MCC

Hi Ads API support,

I have a master MCC 777-184-9643 with basic API access token.
And I also have a child MCC 916-749-8242.
I can get information under child MCC by ads api.
But when I tried to create new customer under child MCC,
I got error as below, is there anything I should do before CREATE api?

retrieve custom audience at account-level via Google Ads API

In Google Adwords API there is Criteria Performance Report 

 which 
we can retrieve all custom audience (like below chart) at account-level. 
I'd like to for Google Ads API is there same way we can pull all customer 
audience list ?

Thanks for quick answer. So you mean now we can only retrieve userList at
account-level, regardless the userList is generated directly at account or
shared by other account ?

How to retrieve audience (userList) shared by another MCC account

Hi API team,

May I know how to retrieve audience (userList) shared by another MCC 
account?
Let's say I have MCC A and shared its audience (userList) with MCC B, which 
operation is done in Google Ads UI (HC 
). Then how can 
I get all available userLists that can be shared with MCC B?

My thought is :
1.Get the audience manager account for MCC B, get MCC A 
2.Get userList for MCC A, get audience list

Questions:
1.Is above process correct? Or after sharing operation completed I get just 
get userList for MCC B and I will get the full available shared lists?
2.Not sure how to retrieve audience manager account info for particular 
MCC. Can you help with details?
3.To get userList for certain MCC, the only is to get userList view in 
report 
, 
then use name of userList to call getUserList 
 
and 
get details for each userList?

Can we share audience lists between MCC and child account via Google Ads API?

Since last thread 
 is 
around one-year ago, may I know now is it possible to share audience list 
between MCC and its child account like those 2 steps via Google Ads API?

Details steps:
1.In MCC, change the audience manager account for child account to the MCC. 
(HC )
2.In child account, create audience list from MCC.

best practice to manage budget - account level or campaign level?

Hi API team,

May I know if there is any best practice to manage budget via Google Ads 
API - account-level or campaign-level?

1.Account-level: It seems feasible to manage account budget via 
AccountBudgetProposal 
. 
However for new created AccountBudgetProposal objects have to be reviewed 
by Google, which need manual approval and can not be true automatic. 
Besides, only monthly-invoicing payment client can use account budget by HC 
.

2.Campaign-level: With shared CampaignBudget 
 
it seems easy to create a new sharable CampaignBudget and then share with 
all other campaigns in same account. Wonder if is the best way to manage 
campaigns in account ?

DEVELOPER_TOKEN_NOT_APPROVED error when calling API with test client ID

I try to run get_campaigns.py (same sample code in github repo) with test 
client ID but stock on DEVELOPER_TOKEN_NOT_APPROVED error.
Can anyone please to advise if there any thing I miss or is that somewhat a 
bug ? (It seems that the same errors occur recently with test account.)

Details information:
My ad manager account ID: 455-648-9642 (where I got developer token and my 
token access is test account access only)
My test ad manager account ID: 186-607-2898 (I log in test ad manager to 
create project to get my OAuth client ID, client secret and refresh token) 
My test client account ID : 126-982-1970 (I create that test client under 
test ad manager account)

By the way I also try to run get_campaigns.py but with test ad manager 
account ID, it did run with no error but nothing return.
