this time.

Since you're trying to disable a platform (Mobile Phone) from a certain 
location, I'm afraid that this isn't possible. Please note that only a positive 
targeting is allowed for platform criterion.

You can also refer to this guide for the available targeting and bidding 
options per Criterion. Given that table, what we can think of based on your 
given scenario is that you can exclude a certain location, then set the 
platform's bid modifier to 0 if you also wish to opt out of the platform.

I want to disable mobile phone ad impressions for New York in one campaign 
and enable mobile phone ad impressions for London in the same campaign.
How can I do this?

Yes, it is possible to associate different criteria types to your campaigns.

For this scenario, devices should already be targeted by default in your 
campaigns. You may then exclude locations you do not wish for the device 
criteria or your campaign to serve on. For more information on location 
targeting, you may refer here for the AdWords API guide, and also here for the 
Google Ads API version.

Is it possible to set criteria for a campaign based on several types of 
criteria? For example, can you turn off mobile phones in New York, and turn
