not so un-common as you would think.. 
especially when two wrenches are required at the same time.. (one to hold the 
bolt and another to tighten the nut). 

the nomenclature can vary from location to location :)

We've been slow to adopt the international standard units for sure, but 
perhaps this represents progress.  Some years ago we would have used 
only SAE bolts and arrogantly scoffed at the notion of using metric 
ones.  Now we mostly accept that both types exist and we need to have 
both tool sets and be able to convert the units.  Maybe in another 
generation we'll be on board with metric bolts.

Call it 8mm and be done.

It is a little odd, but it happens sometimes...

I wouldn't be surprised if it's actually 8mm, and they just say 5/16"
because that's  more common for nut drivers (in the US, anyway).
