DIS: Nomicmonopoly, the short version

Here are just the nomic-y bits of yuri's Nomicmonopoly:

  * You can propose a rule change for $250, provided that each player
has at least $250.  Each player can vote for or against for $50
(waived for the proposer).  If more than half the players approve,
then it occurs, otherwise your turn ends immediately.

(Implications:  This can only be done on your turn.  More than
half the players means More than half the voting players.)

  * If you throw doubles, you can propose a rule change for $200.

  * If you pass or land on Go, you can propose a rule change for the
$200 you would otherwise get.

  * If you land on Free Parking, you can propose a rule change for $150.

Are there are any other intentional deviations from Monopoly?  (The
roll-again aspect of doubles is not explicitly stated, for instance,
though it's referenced as not applying to escaping jail via doubles.)

H. CotC, H. Registrar, and H. Assessor, you each need to publish a list 
of draws earned last week (in the case of the Registrar and Assessor, I 
believe this is an empty list, but it nonetheless needs to be posted).


In addition, H. Registrar, your report must now include players' Salaries.

Oh I do apologize Yally... wasn't the Registrar's report monthly for a
while anyway?  Did it move back to weekly on purpose, or accidentally
with the various priority changes (at least a year or two ago, the full
history was in fact only reported monthly IIRC).  I'd give you a prop
from me but I did one this week already.  -G.

When I registered (in February), there was no requirement for the
Registrar to track history. It was only done by tradition. Since then
a requirement has been added and it has always been a part of the
Registrar's weekly report.

It's arguable given the particular wording of R2278, but generally, if a 
requirement to post a list exists, you must post the empty list if the 
list is empty.
