Rule 2478 says that fingers can only be pointed at players. There is
no player, so there was no finger pointing.

also puts some restrictions on when someone CANNOT use a card, but it
never says players CAN do so. Rules 2478 and 2479 give carding
authority to the referee under circumstances, but again, never say

a green card. "A person SHALL NOT issue a Card unless:
the reason is appropriate for the type of Card being issued;".
