It happens when dialogs are being displayed by OOBasic code. That is, when the dialogs are displayed to be used by a normal user. 2. It happens also in the IDE. If a dialog is opened in the IDE to be edited, the dialog will appear with its correct dimensions for a fraction of a second and then its dimensions will be reset without rhyme or reason by the IDE.
