 I have now installed the latest version:
3.1.1 OOO319m19 (Build:942).

Most of the problems reported here are fixed in this version.

New slides are created correctly, complete with text boxes, containing the text
Click to add an outline and the title can be edited.

 However once the title text has been edited, it can then ONLY be changed, via
the Outline. This does not apply to the first page Title Slide, where the
title can be edited.

Maybe this is the intended behaviour? 

A similar problem occurs if you click on page layout Title Slide, then go back
to one with a text box, e.g. Title, Text in that the text box does not
appear.I am guessing it needs some dummy text in it, and if that is absent the
box does not appear.

I am attempting to edit the slide master, however with most of the slide
masters I open the text box with the contents Click to edit the outline text
format... does not appear, so I can't. 

I get it for prs-novelty, but not for any others.

If I create a new presentation using a template:

1) I can not edit the title in Normal mode, I have to use the Outline.

2) If I insert a new slide there is only a title, no text box, even though it
says it is Title, Text. It says click to add title, but see (1) above.

   If I add a text box by hand it does not pick up the text format of the
existing slides.

This is the main reason I would  carry on using powerpoint in place of Impress.
It is such a pain that it is not even available as an option.
