This only appears to affect OpenOffice.org Calc files, hence the bug report.
I need to get more info for you guys on this, but I have no idea how to begin 
debugging this.

Please let me know what I can do to get more info.

Just to try and sum up what I can make of what this issue is about, people are
after:

1. having insert [copied|cut] [rows|columns|cells as a right click menu option

2. copied rows/columns/cells to be inserted by default rather than overwriting
existing content. The warning, you're about to overwrite data in OOo 3 is just
annoying :-( This warning should be an insert/overwrite/cancel option as 
gtimur suggests *and* a checkbox there that says something along the lines of
do this from now on rather than popping up this annoying dialog box ;-)

3. when cutting whole rows or columns using the keyboard or right-click-cut,
have the original rows removed rather than blanked.

Should we split these out into three seperate issues or keep them all here as 
one?

@brianpeyser: that is a different piece of functionality. It achieves the same
ends but doesn't cater for the cultural constraints Excel has imposed to be
useful for the majority of users. It's also not hinted at, but I'm going to
raise a separate issue about that.

...describes the process of moving, copying and inserting cells, rows and
columns using drag'n'drop. 

This is incredibly useful functionality that has been implemented but is almost
totally undiscoverable. There are no visual cues that drag'n'drop can do
different things depending on modifiers (alt, ctrl) being held down.
The document describes mouse pointers changing but this doesn't happen, the
pointer is the same regardless of whether d'n'd will move the cells, overwrite
the target, etc.

It's also a bit frustrating that there seems to be no way to discover this
functionality. I only bumped into it as a result of cross linking from similar
issues to do with writer:

way to do what you want to. Once you use it, it's easier than you were used to
with Excel. I do agree with you that it would be great if OOo mirrored Excel in
this but if it's really that big a deal for you then nothing's stopping you
diving into the code and implementing it yourself ;-)

Well, I never deliberately chose English_US for the text portions. These files
were first created with much older versions of OpenOffice (maybe even pre-OOo).

How do I attribute the text as English_UK instead of English_US?

@er: not sure I agree with your assessment. I would have thought that setting an
override format (D   is not any locale's format) should work
regardless of any locale settings, so definitely not intended behaviour ;-)

The two problems I experience here are:

1. Changing to a custom format just doesn't change anything with the doc above.
Only changing to a different standard (ie: in the select list) format actually
does anything, but once you've done that, changing to a custom format does at
least do something on screen.

2. Even if you can get the format to change on screen, saving the file and
reloading it still reverts back to the non-custom format.

I don't think either of these could ever be interpreted as intended behaviour 
;-)

It's frustrating that this doesn't happen for you.
Did you try this with OOo 2.4.1? 
Are you sure you're using the file attached to this issue?

Since you seem keen on OOo 3.0, even though it's in a warning, beta, this will
destroy your data advertised phase and so not something I can used for real
(is there going to be a 2.4.2?), here's my experience with OOo-dev 3.0.0 beta
(Build 9329) on Windows XP.

1. Start OOo-dev
2. Use File - Open to open the test.odt downloaded from this issue
3. File opens showing date formatted as June 19, 2008
4. Have to click Edit File icon in toolbar before I can actually do anything
   BUG: Why does OOo-dev not open documents for edit by default?!
5. double click on date bringing up Edit Fields: Document dialog
6. Click Additional formats... in Format column, opening the Number Format
dialog
7. Select 31. December 1999 from Format column
8. Remove '.' from text in Format code text box leaving D  
9. Click green tick button next to Format code text box
   BUG: What does this green check button do, no documentation and hover text is
a rather uninformative Add
10. Click OK returning to Edit Fields: Document dialog.
31 December 1999 shows as selected in the Format column
11. Click OK closing Edit Fields: Document dialog
   BUG: The date is *still* formatted as June 19, 2008
12. double click on date bringing up Edit Fields: Document dialog

consistent.

The steps are now the same for both OOo-dev and 2.4.1:

Now it becomes really interesting. I thought just for good measure I'd test on

I'm *definitely* using the file attached to this issue since it's how I got the
file onto both this PC and the MacBook Pro ;-)

I wonder maybe if it does have something to do with the locale.

I installed OOo-dev 3.0.0 (Build 8329).
This too seemed flakey when it came to date formatting.
Quit often, but not always, the format simply wouldn't change even though I've
double clicked on it and set it to a different format.

Sometimes it would apply, and then if saved, would still be there when reloaded.

Very confusing and intermittent :-(

2008 ---
I use a custom format for my date fields in .odt docs but these seem to be lost
whenever the document is closed and then re-opened.

Steps to reproduce:
1. open the attached test file
2. Insert - Fields - Date
3. Double click on date
4. Select additional formats...
5. Enter D   as Format code and click OK
6. Click OK to exit Edit Fields dialog
7. Save and close doc.


Upon re-opening the document, the date format will have reverted to the default
OOo date format.

This doesn't happen when starting with a new, blank document.

There's obviously a bug here, but I'd be happy for someone telling me how to
manually edit the xml in the .odt to make this problem go away :-S
