Initial Case is similar to OpenOffice's Title Case setting. Unfortunately both can't be activated at the same time, hence it would be necessary to hard recode the text in Title Case (as is done by the uppercase and lowercase context menu entries). Maybe a Title Case entry in the context menu would be useful after all. But anyway, I don't think this will solve your problem, since Title Case seems not to be what you want because it's language agnostic. In your examples you specifically show that a, on, to should still be lowercase. In my opinion, such a title should always be typed with the correct capitalization.
