Just tried again and it worked.  Guess the reboot fixed it?

I'll try to add as much info here just in case it surfaces again.  I'm using
Vista Ultimate 32bit and have the free Microsoft Word 2003 viewer installed.  I
had viewed the DOC file in question with the MS viewer, but it wasn't open at
the time that I attempted to open it in OOo.  I'm 100% sure it didn't open a new
window for the 2nd document.  And I tried a couple times to open it.  Currently
my default for DOC files is the Word Viewer, so I used "open with" and selected
OOo.  One other detail...I think I had just installed the viewer.  I may not
have rebooted yet if the installer didn't require it (don't think it did, but 
?).

Can't open 2 files with same name (different extensions).  I have a word format
and odf format resume that I wanted to look at.  I noted an issue in the export
function and wanted to fix it by hand inside Writer.  But if I have the ODF
version open the title says "Resume".  And if I try to open the resume.doc file
it just makes the existing "Resume" window flash.  It doesn't actually open the
other file, but seems to just make the current window think it was updated.  I'm
sure it is still showing the ODF version as the formatting issue isn't there.

I'm guessing this is because you're tracking the files using only the portion of
the name that doesn't include the extension.  The easiest fix I see is to
include the extension instead.  Not sure of other problems that might introduce
though.

I have a single line with 3 items.  I want them roughly left, center and right.
 To do this I add two tab stops, one in the center (a left tab) and one on the
far right (a right tab...the side of the text the tab location appears on). 
When I export I get 4 tabs.  With two in the correct locations, but 2 more that
shouldn't be there.

This is confirmed looking at the exported file in MS's free Word 2003 viewer and
OO.  It happens even with 1 of the lines, but I included 2 just in case.  The
formatting looks correct in one of the exported lines, but it is just because
the text is past the incorrect tab stops.

I'll try to attach the two files, but it isn't immediately obvious to me how to
do that.

When I ran a local copy of the 2.3 install it upgraded my 2.2 installation and
installed the new files into "C:\Program Files\OpenOffice.org 2.3\", but after
rebooting and using the system for a while I now notice it didn't remove all the
old directories.  There are no files I can find, but there is the following path
"C:\Program Files\OpenOffice.org 2.2\program".  I'd assume the the program
folder and OpenOffic.org 2.2 folders should be gone.

I think I had the 2.2 (actually 2.2.1 I believe) installed from a package that
included your JRE (I already have Sun's latest installed), and the 2.3 was
without the JRE.  Not sure if that could have mattered.

I want to put in my vote for not including this in the UI.  It sounds like the
repair functionality is just broken.  It should detect a permission error when
it tries to fix the issue and in theory either fix the issue (change back to
default permissions) or at least give an error if it can't (for non-admin users
if the app doesn't have enough permissions).

Adding the UI seems like a kludge to me.  It is to fix a specific issue that is
usually fixed in another way by most Windows programs (at least that I can think
of).

I do agree it should be relatively easy to implement for people that already
know how the code works, but that isn't me...and I feel like this isn't a
stretch to have the user assume they need to run the repair from the installer.
