I too have exactly this problem which, as the other reporter says, makes Open
Office Base completely unusable.

I am running Open Office 3.1.1 on xubuntu 9.10.  My screen runs at 1920x1200.

I checked the zoom, it's at 100%, I've never changed it.  When I open a form it
looks OK but any resizing of the window it's in completely breaks everything.

I first saw them when using the wizard which, when finished, results in a very
odd looking (and unusable) window.

I thought that I had not only explained how to replicate the problem, but that I
had also provided a useful hint as to how it might be resolved.  I know that
English is not everyone's first language, so I will try to spell out the problem
more carefully.


Replicating the Bug:

  1.  Open OpenOffice.org (OOo).
  2.  Open a new text document.
  3.  Ensure that the zoom setting is 100%.
  4.  Exit OOo without saving anything.
  5.  Again Open OOo.
  6.  Open a database form and see that it is correct.
  7.  Exit OOo without saving anything.
  8.  Again Open OOo.
  9.  Again open a new text document.
  10. Set the zoom at 150%.
  11. Exit OOo without saving anything.
  12. Optionally, shut down and restart the computer.
  13. Open OOo.
  14. Open a database form and observe that it is no longer correct.  Database
reports will also appear rescaled.


Troubleshooting:

Since the problem survives exiting OOo and even computer shutdown, the
misinformation causing the problem is obviously being written somewhere.

  1.  Discover where OOo keeps its configuration files.
Hint: Under the user's home directory, ".ooo3"
  2.  Check the timestamps on the files to determine which are being written as
OOo exits.
Hint: Look in ".ooo3/user/registry/data/org/openoffice/Office"
  3.  Make copies of any files that are written as OOo exits.
  4.  Open OOo.
  5.  Open a new text document.
  6.  Change the zoom setting.
  7.  Exit OOo without saving anything.
  8.  Again copy the files that are written as OOo exits.
  9.  Compare the two sets of file copies.
Hint: "diff -u file_1_old file_1_new;  diff -u file_2_old file_2_new;  etc."
  10. Note anything suspicious in the differences between files (like references
to "Zoom").
Hint: ".ooo3/user/registry/data/org/openoffice/Office/Writer.xcu"


Verification:

  1.  Manually edit the zoom number in the suspected configuration file.
Hint: the number in "Writer.xcu" near line 15:

  2.  Restart OOo.
  3.  Open a database form and see if changing the number has also changed the
appearance of the form.


Conclusion:

When OOo opens a database form (or report), it mistakenly reads in a zoom factor
from a configuration file.

Well, INVALID means "The problem described is not an issue". However, it is
still an issue for me with OOO310m19 on Ubuntu 9.10, kernel 2.6.31-15, though I
realize that this bug is not reproducible on most systems.
So perhaps WORKSFORME or WONTFIX would be a more accurate "resolution" than 
INVALID?

When OpenOffice.org is closed after the zoom setting in a text document has been
touched, the value of that zoom setting is stored (on my system) in
  /root/.ooo3/user/registry/data/org/openoffice/Office/Writer.xcu
under
  

  100 (or whatever).

When a text document is opened, it opens initially at this magnification before
jumping to the setting that was active when that document was saved.

When a database form is opened, the program appears simply to read the stored
value and scale the form window accordingly.  By editing the .xcu file I can
change the size of database form windows at will.

After a form window appears, if it is small, I can resize it, but the form
itself remains small.  If the window is large, I can do nothing, because the
resize button on the window frame is off the edge of the screen.

System: Slackware 12.0
Kernel: 2.6.21.5
Graphics: on-board i810 with agpgart module
Display: 1024 x 768

I can reproduce the reported problem using OOO310m11, every time I try, so I
have reopened this issue. I am running Xubuntu 9.04 with Xfce. There is no 3D or
other graphics acceleration enabled (at least that I'm aware of). I guess the
only thing "non-standard" is the display resolution of 1400x1050 - could that be
related?
If I can do anything else to help you track down this bug, please let me know.

I can't reproduce this under Debian with XFCE, Gnome and KDE

so it works for me

No, I have not formally reported the issue, although I mentioned it in a forum
or two and received no comments.  I had been waiting to see if the problem would
be cleared up in version 3.1, but having just installed Novell's Go-OO version
of OpenOffice 3.1, I see that the issue persists.

My forms are now coming up OK, but, if memory serves, I ended up redesigning all
of them after I got the zoom-slider situation sorted out.  I used the design
view rather than the wizard.

Tim, you're right - thanks! Did you report this issue?
So the last recently used 'zoom' in a text document determines the size of any
subsequently opened database form. The 'zoom' scales both the form itself and
its window. The problem remaining is that the upper-left corner of the actual
form is not at the upper-left corner of its window (see my attached screendump).
So effectively, only part of the form is displayed. However, the part of the
frame which is visible is fully functional, for what its worth.

I believe I had a similar problem: the form was displayed either too large or
too small for the window.  Eventually I discovered that the magnification of the
form was dependent on where I had left the zoom slider the last time I worked on
a text document.  Until this bug is resolved, I find returning the slider to
100% before closing a text document allows me to use the database.

The window displaying a form suffers from some kind of rendering problem which
makes the form unusable. A screenshot is attached to show the problem. This bug
has applied to all databases and forms that I've tested. 
When I create a new form using "Create form in design view", the Form Designer
window itself suffers from the described problem, and is thus unusable. When I
choose "Use wizard to create form", the Form Designer (behind the Wizard) shows
the form correctly; however when the wizard completes, and the form is
subsequently opened it now suffers from the described problem. 
As this bug seems to ruin all forms it prevents me from using the OpenOffice
database application at all.
