In what language settings, this happens?
In what installation set has this problem.
I tested on win7 and Hungarian installation set, and no such problem happens.

Can you create new table with non-ascii characters?

Build 9502, english OO suite. Windows 2008R2 english, russian locale.
Database is linked ODBC source (SQLite). In properties default encoding is set
to UTF-8.
That's how the table looks in view and in edit:
http://img295.imageshack.us/img295/7425/oobaseodbctable.png
in Query

When linking to accdb file, or creating embedded .odb database, everything work
fine. It's only ODBC source that has this glitch.

It is possibly a SQLite ODBC driver problem.

I can connect to postgresql server through ODBC connection, and use non-ascii
codes without problem in field names, and data.

In SQLite ODBC connection I have same problem as you, with the latest driver
from http://www.ch-werner.de/sqliteodbc/

I plan to set is as invalid, we can not solve this issue in OOo.

In OO Base, table and query view, non-ascii international characters in field
names are shown as '?'.
When constructing query, they are shown as ? too.
When constructing table, they are shown correctly.
When using linked ODBC data source, they are shown as ? too (the same source
linked in ms access shows correct characters)

Expected behavior: correct unicode field names everywhere - in table view column
headers, in query constructor etc.

I think the problem lies somewhere in Base's GUI and probably only on windows
platform.
