I fixed this by merging the changes from dba23ui into oj14, which did some re-factoring in this area and, by passing, also fixed the bug. A side effect is that now, if you open a read-only database document, and have the report designer extension installed, the Create Report in Design View item is nonetheless hidden - which is not what is desired, but a P4, at most. - Please do not reply to this automatically generated notification from Issue Tracker.
