This is another incarnation of our usual ref-count problem. In this case, it seems that as soon as you opened a report design which contains a chart object, the database document is never really released, until you close OOo as a whole. You can verify this by just opening and closing the report design (without modifying it), then closing the database document, and then trying to rename/remove the database file: on Windows XP, the only platform where we have strict file locking, the operating system will deny this, telling you that the file is in use.
