I was able to solve the issue, but only after:
1.) uninstalling OOo
2.) deleting ALL OOo-related directories
3.) reinstalling

OOo will start now.

It was necessary to delete every old directory. Plain uninstall did not help!

I have searched the web for similar cases. One is described on
http://ubuntuforums.org/showthread.php?t=586455page=2, although it is
Linux-related. My case is a Win2k. However, the common points are that I too
uninstalled at some point the OOo to have a clean install. This seems to have
resulted in a number of adverse consequences.

A newer install on an unintalled version seems to cause a lot of troubles. It is
necessary to delete ALL previous directories in order to work again. This is a
pain, because I had a number of dictionaries installed, which are now gone.

I had this problem with m76 on Win2k SP4. I have it again with m80 (I did not
install any other version in between).

The previous solution does not work anymore (changing bootstrap.ini does not
solve the issue). Should be changed to P1 as I am not able to start OOo.

Reproducible with Ooo-Dev 3.3 English version English UI WIN XP: [DEV300_m76
(Build )]! I get the reported error message in German.

I upgraded from  Ooo-Dev 3.2.1 multilingual version English UI WIN XP:
[OOO300m14 (Build 9489)] with a special detail: I unselected all modules except
WRITER during custom installation, no idea whether that detail is important.

I did NOT see that problem with Ooo-Dev 3.3.0 multilingual version English UI
WIN XP: [DEV300m74 (Build 9487)]!

That's a serious problem

cd: First of all OOo cannot run without user installation. To change this it
would take much time. An accessible user installation is a mandatory requirement
to use OOo. The error message itself is irritating and doesn't provide any
useful information to solve the problem. Unfortunately this error message is
displayed when the start up process is in a early stage. Therefore most messages
are hard-coded into the source code as we cannot access the language-dependent
resource system.
I doubt that this issue is dependent on 110720.

Correcting the entry in bootstrap.ini solved my problem as well. However, this
error should not happen in the first place. Was introduced somewhere between m72
(is OK) and m76 (broken).

I have had a similar error message, when the folder for the user directory was
not accessible because of a wrong entry in the file bootstrap.ini.
Please open the file bootstrap.ini (in OOo-dev 3/program) with an editor and
have a look at the line beginning with UserInstallation=
For WinXP it is UserInstallation=$SYSUSERCONFIG/OOo-dev/3.

[BTW, for a development snapshots I replace it with
UserInstallation=$ORIGIN/../..
to get the user directory in the same folder as the program.]
