I don't see described behavior with 2.0.2 - I double-click the file in 
Explorer, click Explorer and Office would not show up unless I click it on 
taskbar.

I have downloaded OOo 2.1, and the situation is much improved.

Here is my test sequence:

1) Launch OOo by double-clicking on an ODT file.
2) View a different application while I am waiting for OOo.
3) The OOo initial splash screen forces its way "on top".
4) Click anywhere in my current app to force OOO to the back.
5) At the first appearance of the OOo empty GUI, OOo comes on top.
6) Click anywhere in my current app to force OOO to the back.
7) At the first appearance of the ODT file in the GUI, OOo comes on top. 

OOo is now fully loaded, and behaves normally.

I can live with three attempts to come on top. Previously, OOo forced its way to
the top 7 or 8 times, depending on the size of the ODT file being launched.

I suggest that this issue be closed.

At launch, OOo behaves *almost* as if it were "always on top", such as Outlook
Express.

For a program with a fairly long launch time, such as Firefox, OOo keeps trying
to get on top of Firefox. Each time I try to change to Firfox, I succeed, but
OOo quickly comes back to the top. This can happen 5 or 6 times during OOo 
launch. 

After OOo has completetely launched, it behaves normally and remains at the back
until selected.
