FWIW: I double-checked OOO320_m4 and I don't see the problem, either with the
file linked above, or with a simple test file with transparent lines.

The lines with transparency are /slightly less smooth/ than the fully-opaque
lines, but the quality is much better than I see with a PDF exported from OOo 
3.1.1.

Maybe the Windows and Linux builds of OOO320_m4 are slightly different?

Please get all files mentioned below from
http://home.nexgo.de/stephan.hachinger/oobug.zip . The zipfile password is 0502.

Exporting the odg (muenchen_v3.1_mitstadtbezgrenzen.odg) to pdf (-
muenchen_v3.1_mitstadtbezgrenzen.pdf), openoffice.org 3.1.1 (Linux .deb version)
renders the transparent lines as pixel (!) objects, partly with strange colors. 

In openoffice.org 2.3 (windows) this worked flawlessly (-
muenchen_v3.1_mitstadtbezgrenzen_Ooov2.3win.pdf).

Sorry, zip file is updated now (includes odg).

By pixel object I mean the following: Look at the greyish, half-transparent
lines separating the boroughs of the city. If you now, in a pdf display
application, magnify these lines, you'll see that in the ooo2.3 pdf, these
always remain with smooth edges, while in the ooo3.1 pdf, they at some point
begin to look non-smooth (like stairs, showing that these actually are not
vector objects).

I can confirm the problem exporting lines with transparency to PDF, using OOo
3.1.1 on Linux.

However, I don't see the problem if I test with OOo-dev 3.2 (300m63 or 320m4);
looks like the problem may be fixed already.
