Editing slide master seems to let me define styles for various levels of text, but not affect positioning of elements in slide layouts. While editing slide master, layouts are not available so I'm darned if I can see how to get positioning correct against a graphical background. Slavishly following the execrable MS Powerpoint has led OO.o into a dead end here. Based on the example given, I'm not sure I agree with the terms being confusing. A background template can be considered an element of the overall slide design. I then went over to PowerPoint and viewed the terminology over there, which isn't much different.
