Your assessment is correct. The workaround that you suggest works.

The Powerpoint error message and help text imply that Openoffice did not convert
correctly:
"The selected file does not appear to be a valid Microsoft PowerPoint file. It
might be another kind of Microsoft Office file or a file created by using a
different product."

Some decision makers have banned use of Openoffice as a result of the belief
that the it doesn't convert properly. I know that MS should change, but is there
anything that could be done in Openoffice software?

I assume that you still have the file open in OO? Then PPT is not able to open
it. Close the file in OO then it can be opened in PPT.
Having a file open in PPT first and opening it in OO parallel works. 
Another limitation of PPT...
